W911S716R0001 DPW Washers and Dryers Questions and Answers

1. The solicitation requires a one year warranty on parts and labor. In a normal (industry standards) warranty, the warranty does not cover items such as, utility issues (no power, no water, drain plugged, etc), user error, abuse, etc. does the government want such items to be covered under the warranty or will a separate CLINS be provided for such service calls? Another words, is the contractor expected to respond to all service requests at no cost during the warranty period?

A: One year warranty should be standard for parts/labor and not cover the other issues addressed in the question. Contractor is not responsible to respond to any calls but warranty during the warranty period.

2. I see the dryer capacity requirements state 5.5CuFt-7.0CuFt. Would a (27” wide x 29” depth x 41” Height) 7.4CuFt commercial unit be permissible or must I remain within those recommendations?

A: Equipment proposed shall be in accordance with specifications provided in the solicitation.

3. If we are to supply the cords to our installers we need to know what the cord requirements are at the install locations prior to placing order. Would it be possible to let us know if we are going to reuse/utilize the current cords that are in the install locations and what the current cord configuration is to ensure we provide our installers with the appropriate tools to complete the job?

A: As stated in the solicitation, “The Contractor shall provide all necessary electrical wires and plugs, plumbing fixtures, venting devices, and other necessary fixtures extending from the washer machines and dryer machines, to affect safe and efficient hookups with the building electrical outlets, drainage pipes, and vents.” Existing cords cannot be utilized. Installer shall verify connection prior to installation.

4. Shall we install the dryer and washer at existing receptacle male/female, drainage pipes and vent, or supply new receptacle male & female, new drainage, and new duct system?

A: Existing receptacles may be used. As stated in the solicitation, “The Contractor shall provide all necessary electrical wires and plugs, plumbing fixtures, venting devices, and other necessary fixtures extending from the washer machines and dryer machines, to affect safe and efficient hookups with the building electrical outlets, drainage pipes, and vents.”

5. Furthermore, if you possible to give us the site picture and layout drawing in regards to the building electrical outlets, drainage pipes, and vents, it would be greatly appreciated.

A: This information is not available. Per the solicitation, “Installer to verify connection prior to installation.”

6. The synopsis states that: DPW will provide a schedule for removal and replacement, in which the incumbent will remove all equipment from each location, and the awarded contractor shall immediately install their equipment in each vacated location in order to avoid a lapse in service.

Could the Government please provide a copy of this schedule? This will help offerors with estimating and budgeting labor.

A: Schedule will require input and coordination between the offeror and the incumbent. The phase-in period will not exceed 60-calendar days.

7. Since you are using ¨in the range¨, would either offered product be acceptable if they were 0.3-0.5 cubic feet more than your maximum stated measurement? (e.g. 3.7 cubic feet instead of 3.3 cubic feet)

A: Equipment proposed shall be in accordance with specifications provided in the solicitation.

8. Would it be ok if the incumbent removed 60 machines on, for example, Monday and we replaced them by Tuesday. Is that immediately enough?

A: No. As stated in the solicitation, awarded contractor shall immediately install their equipment in each vacated location in order to avoid a lapse in service.

9. Also, as to payment: If half of the machines (and dryers) were installed after 30 days, would it be ok to bill for those half at that point? (Then, bill for the 2nd half of the machines (and dryers) 30 days later?)

A: Standard terms are Net 30; neither FAR 52.232-29 nor FAR 52.232-30 are incorporated.
