3. Description of Services or Supplies:
The estimated total value of this contract modification is $271, 758 and the period of performance (POP) will be 30 January 2016 – 28 February 2016.
Operation and Maintenance of the Chemical Defense Training Facility (CDTF) for the Chemical, Biological, Radiological, and Nuclear (CBRN) Command, 3rd Chemical Brigade, Fort Leonard Wood, Missouri. The 3rd Chemical Brigade operates the CDTF for the purpose of training all members of the Joint Force, as well as international allied military partners, in CBRN defense under actual toxic chemical agent environmental conditions. The Fort Leonard Wood, Missouri CDTF is the only CBRN Training Facility of its kind in the Department of Defense.

5. Reasons for Authority Cited:
The current 30-calendar day sole source contract, W911S7-16-C-0003, was awarded 29 December 2015 superseding contract W911S7-10-D-0009, which was awarded using competitive low-priced technically acceptable (LPTA) acquisition procedures. Subject contract action serves to continue, without disruption, the current level of services using the incumbent contractor.

(a) Background: Contract No. W911S7-10-D-0009 was awarded to EG&G Defense Materials using competitive low-priced technically acceptable (LPTA) acquisition procedures. Acquisition planning for the follow-on included revisions to the type contract to be used in the succeeding contract, firm-fixed price, and as a result the necessary changes to the Performance Work Statement (PWS). The follow-on acquisition process was delayed by CDTF and MICC Personnel as a result of discussions regarding the way forward for how the operation and maintenance of the CDTF would be best served. The dynamic nature of the requirement has delayed the Army’s ability to develop a competitive follow-on award solicitation. Due to the delays noted above, one contract extension was awarded in order to provide for the anticipated time needed to develop a solicitation and perform a formal source selection for the follow-on contract. W911S7-10-D-0009, Task Order 0018 was awarded with a period of performance, 31 December 2014 through 31 December 2015. The current contract, W911S7-16-C-0003, was awarded for a 30 calendar days period of performance with the intent to award a new, superseding contract with contract performance to be on 30 January 2016, before expiration of the current contract, W911S7-16-C- 0003. That has not happened due to source selection evaluation delays.
(b) Alternatives: There are two alternatives: Alternative 1; cease contractor operation and maintenance of the CDTF at 23:59 on 29 January 2016 until the new contract is in place;
Alternative 2; extend contract performance an additional 30 calendar days to continue required mission related services.
Alternative 1 is not a viable alternative. Chemical, Biological, Radiological, and Nuclear Training is scheduled a minimum of 12-months in advance of actual training with soldiers from all DOD Services receiving such training. A disruption of contractor performed maintenance and repair services would disrupt scheduled training cycles and affect future training schedules. For these reasons Alternative 1 is not a viable option for the CDTF at Fort Leonard Wood.
Alternative 2 is viewed as the only real option available to Fort Leonard Wood. The incumbent contractor continues to maintain the CDTF using qualified and trained personnel without disruption of in-place training schedules and minimal risks associated with, and inherent to, the CBRN Training. Extending services with the current contractor on a short term basis ensures that the CBRN Training will remain on schedule and with the degree of safety required that is critical to mission the only entity in a position to ensure continuation of these operation and maintenance services. For this reason 6.302-2 is the appropriate citation in this instance.
6. Actions to Increase Competition: MICC – Fort Leonard Wood has issued RPF W911S7-15- R-1024 for the succeeding contract to operate and maintain the CDTF. The date for receipt of proposals was 16 December 2015. It is anticipated the Government’s proposal evaluation(s), source selection, and contract award will be complete before the subject contract extension’s period of performance is complete.
a. Effective competition. The follow-on requirement is being solicited as a full-and-open LPTA RFP which makes maximum effort to obtain multiple offerors and maximize the level of competition.
b. Subcontracting competition. A subcontracting plan is required from all other than small business offerors. All offerors submitted Subcontracting Plans will be reviewed to ensure the contractor obtains as much competition as possible in its subcontracting.
7. Market Research: In accordance with FAR Part 10, MICC – Fort Leonard Wood used the following methods to obtain market research:

a. AbilityOne [FAR 8.002(a)(2)(i)]: Currently, DOD has no mandatory schedules that apply to this requirement.
b. Optional FSS [FAR 8.002(a)(2)(iii)]: Currently, DOD has no optional schedules that apply to this requirement.
c. Federal Prison Industries (FPI) Inc. [FAR 8.002(a)(2)(iv)]: FPI does not offer services that can support this requirement.
d. MICC Enterprise Solution Contracts: The latest MICC enterprise solution contract list was
9. reviewed and there are no existing MICC enterprise contracts that can fulfill this requirement.
INTERESTED SOURCES: MICC – Fort Leonard Wood conducted a RFP Pre-Proposal Site Visit.
Four potential offerors were in attendance. The date for receipt of proposals is 16 December 2015.
MICC-Fort Leonard Wood is currently waiting for the date for receipt of proposals to close, proposals to be submitted for evaluation, and an award be made for a new contract to operate and maintain the CDTF.

11. Fair and Reasonable Price Determination: As contracting officer, I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. The techniques identified at FAR 15.404-1(b) will be used to ensure award will be at a reasonable cost.
The Contracting Officer will use a comparison of industry cost for similar work. Additionally, the techniques identified at FAR 15.404-1(c)(2)(iii) will be used to further ensure award will be at a reasonable cost. Certified Cost and Pricing Data will not be obtained.
