QUESTIONS AND ANSWERS
Questions and Answers
Install Fiber at WA 224
1. When 90 degree bends are required in the duct bank system will they need to be the 25 foot radius 90’s?
Answer. If the 90 degree will be in the main duct run, then it will need to be 25 ft. radius. If the 90 degree is in the building entrance duct run then it can be a 4’ 90 degree.
2. Are there any grounding requirements for the handholes?
Answer: the only HH that needs to be grounded is the ones that will have splice in them.
3. We understand MH 622 has been changed to a HH and as such it will be consistent in size with the other 4. Can you please confirm or correct this understanding?
Answer. HH 622 will be size 6’x6’x4’. All other are 6’x4’x4’
4. We understand the specifications to read each HH will be 4’ wide x 6’ long x 4’ deep with a torsion assist steel frame & cover. Can you please confirm or correct this understanding?
Answer: Yes you are correct.
5. Is H20 Load Rating Required for any of the new hand holes?
Answer: Yes
6. Are the hand holes to have open or solid bottoms?
Answer: Solid
7. Are locks / locking devices required for any of the hand holes?
Answer: Any HH 25 feet from any build is required to be locked. Bolt in lid will work.
8. Are any additional (future) pre‐cast duct / conduit penetrations required in the hand holes?
Answer: Yes HH shall have future knockouts.
9. Will compaction test be required on hand hole subgrade preparation or conduit backfill?
Answer: No compaction test are not required, but a one year warranty is.
10. Due to the relatively small area(s) being disturbed, will seeding be an acceptable practice for soil conditioning?
Answer: Please see the last page of the Statement of Work, Department of Public Works Trenching Diagram.
11. If the answer is yes to question #10 above, what mix does FLW desire?
Answer: Please see the last page of the Statement of Work, Department of Public Works Trenching Diagram.
12. Per the 2.0 Requirements: 2.1.a.Install a 6x6’x4’ MH 622 and place in location shown on drawing.
Approximately 30 ft. off road. However, Taskb. says to Install one 4” conduits from HH 621 at TA 290 tonew 8x6x7 MH 622. Please clarify which manhole size is required for the new MH 622?
Answer: Refer to New HH 6’x6’x4’ for section 2.1 . Statement of work has been corrected and provided as part of Amendment 1.
13. Can you please identify on the drawings provided the location of building5259 and TA 290? We assume from the site walk that it is located on Drawing #29573TL-OP00001, however it is not identified on the drawings provided.
Answer: 5259 is the build where fiber will start. It’s located on the first drawing with HH 621.As for TA 290, this is the training area you are working in: It has no bearing on this project.
14. Is there existing pathway from existing manhole HH621 into building 5259? We assume from the site walk that it is located on Drawing #29573TL-OP00001, however it is not clearly identified on the drawings provided.
Answer: As stated during the site visit, there is a path from HH 621 to Bldg. 5259 for the fiber for this project
15. In regards to reference information provided can you provide a copy or a link to the following or is this full document attached in the solicitation? i. 2. REFERENCES a)U.S. Government: (2) Fort Leonard Wood Standard Technical Criteria (STC) for Inside and Outside Plant Communications (Annex A) Answer: Refer to Annex A at the end of Statement of Work (SOW), the document is included in the SOW.
16. In regards to the new HH and MH requested, does the base have any additional specifications or requirements for these boxes outside of the details provided in section 5. Outside plant. of the STC provided? i.e. psi rating of the concrete to be used, thickness of the walls, and the ft lb rating of the lids for each?

1. PURPOSE
The purpose of the Fort Leonard Wood (FLW) Standard Technical Criteria (STC) for Inside and Outside Plant Communications is to provide the mandatory common communications infrastructure standards for all FLW facilities and grounds. These standards promote sustainable design and development and an integrated design process for all projects. The standards provide:
• Standardization across the installation.
• Guidance on cost-effective resource investment.
• Sustainability, reliability, and efficiency.

3. TELECOMMUNICATIONS ROOM (TR)
a) Telephone Backboards. The backboard shall be a rigidly fixed ¾ inch (20mm) A-C rated plywood (preferably void free) capable of supporting attached equipment. To mount the backboard, 5/16 inch Stainless or Galvanized Steel Lag Bolts with washers screwed into the wood studs shall be used. If studs are not able to be used, butterfly type hardware shall be used. Drywall screws are not authorized.
Concrete anchors with washers shall be used for concrete. Plywood must be fire-rated or painted with fire retardant paint. If painted, the fire-rated stamp must be left visible.
b) Equipment racks. Equipment Racks must be floor mounted 19 inches wide and placed in an area designated by the NEC. If mounting requirements for oversize equipment are anticipated, 23 inch racks may be used as a substitute. To mount the rack, 5/16 inch Stainless Steel wood Lag Bolts with washers shall be used for wooden floors and concrete anchors with washers shall be used for concrete floor.
Mounting space must provide a minimum of 36 inches of space in both front and behind the rack with a minimum side clearance of 24 inches on end racks.
(1) Fiber Optic equipment shall be mounted as high as possible in the rack. Pig tail fiber shall be used for terminating the fiber optic cable (FOC). Fan-out kits shall not be used.
(2) All telecommunications racks and supporting structures (cable trays, ladder racks, conduits, and baskets) within a TR must be bonded with 1-hole compression lugs to the Telecommunications Main Grounding Busbar (TMGB). As defined in ANSI/TIA-J-STD-607. If a TMGB is not installed, a TMGB shall be installed on the backboard by the Contractor to support the installed equipment. The TMGB must be a pre-drilled copper busbar with holes for use with 2-hole compression lugs, have minimum dimensions of ¼ inch (6.3mm) thick by 4 inches (101 mm) wide, and be variable in length. The TMGB must also be bonded to the earth ground.
(3) All ground wires in a Telecommunications room must be #6 or larger and have a green color insulation jacket. Ground wires should have a minimum 2” clearance from any metallic communications cable. Ground wires must be labeled where they are going if the termination point is not readily visible within the TR.

(4) Proper cable management shall be used per manufacturer’s specifications or as called for by the SOW.
(5) Floor mounted racks shall have horizontal bracing to the nearest wall or backboard by utilizing a ladder rack or other NEC approved device.
c) Outlet/Patch Panel Labels. The telecommunications systems labeling must be done IAW the following guidelines. All outlets and patch panel positions must be labeled as to their function (i.e. voice or data) and with a unique identifier code (See Figure 1).
(1) Voice Port: On the user end, the voice port will be labeled identifying the Telecommunications room the drop is being fed from. In the example it will be Telecommunications room 120 (TR120) R1 (Rack 1) VPPB (Voice patch panel B) 19 (Port 19). With the voice cable being terminated on a 110 block, that block will be identified with a number which is in consecutive order of cable placement.
For example: if this is the 12th block placed in the TR then the port will be identified as Blk 12-1, Blk 12-2, etc.
(2) Data Port: On the user end, the data port will be labeled identifying the Telecommunications room the drop is being fed from. The data cable being terminated on a patch panel will be identified with an alphabetical sequence of the amount of patch panels. For example A, B, C, etc, then the port number (i.e. A-1, A-2, etc).
(3) Each outlet location will be labeled with a unique designator as defined in the preceding paragraphs. The outlets will be numbered in sequence and proceed clockwise around the room.
