About this file

This is a Notice of Intent to Award a Sole Source Service Contract for the U.S. Army's Dugway Proving Ground (DPG) Chemical Biology Center. The U.S. Army intends to award a firm-fixed price contract to STERIS Corporation (5960 Heisley Road, Mentor, OH 44060-1834; UEI: UGGQJGGH6846; CAGE: 0NWN1) for preventative maintenance, calibration, and certification services on two STERIS ARD-120 Vaporized Hydrogen Peroxide (VHP) 1000 sterilizer units. The NAICS code is 811210 (Electronic and Precision Equipment Repair and Maintenance), and the PSC is J066 (Maintenance, Repair and Rebuilding of Equipment: Instruments and Laboratory Equipment).

The required services include annual inspection, cleaning, preventative maintenance, parts replacement, system calibration, and issuance of National Institute of Standards and Technology (NIST) traceable certification. The justification for sole-sourcing to STERIS is that the system calibration requires STERIS's proprietary diagnostic software and OEM-certified technicians, making STERIS the only qualified source. Minimum capability requirements mandate OEM authorization, factory-trained and certified technicians, access to proprietary software and diagnostic tools, and authority to issue official NIST-traceable calibration certificates. Although this is not a request for competitive proposals, interested sources may submit capability statements (maximum 8.5 x 11 inch pages, 10-point font minimum) demonstrating capability to provide the required services. The closing date for capability statements is 1000 Mountain Daylight Time, Monday, April 20, 2026, and submissions should be sent to Laurel Brown at laurel.j.brown7.civ@army.mil. The Government reserves sole discretion to determine whether to conduct a competitive procurement or proceed with a sole source purchase order based on responses received.

Notice of Intent to Sole Source W911S626STERIS

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SERVICE CONTRACT AND IS NOT A

REQUEST FOR COMPETITIVE QUOTES.

The U.S. Army, Dugway Proving Ground (DPG), intends to award a firm-fixed price, sole-source service contract for Steris Vaporized Hydrogen Peroxide (VHP) 1000-ARD Calibration and Certification to support the operations of the Chemical Biology Center-DPG pursuant to 10 U.S.C.

2304(c)(1) and in accordance with the Federal Acquisition Regulation (FAR) Revolutionary Overhaul FAR 6.103-1 and FAR 12.102(a) to:

STERIS Corporation, 5960 Heisley Road, Mentor, OH 44060-1834

UEI: UGGQJGGH6846,

CAGE: 0NWN1

The North American Industry Classification System (NAICS) code for this requirement is 811210-Electronic and Precision Equipment Repair and Maintenance with a business size standard of $34M. The Product Service Code (PSC) is J066-Maintenance, Repair and Rebuilding of Equipment: Instruments and Laboratory Equipment.

The Chemical Biology Center (CBC), U.S. Army Dugway Proving Ground (DPG) requires the purchase of preventative maintenance, calibration and repair services for two (2) STERIS model ARD-120 Vaporized Hydrogen Peroxide (VHP) 1000 sterilizer units. These units are essential for decontaminating sensitive equipment and biological laboratories at DPG. The required services include annual inspection, cleaning, preventative maintenance, parts replacement, system calibration, and the issuance of a National Institute of Standards and Technology (NIST) traceable certification. The system calibration, which is the government's most critical requirement, can only be performed using STERIS's proprietary diagnostic software and is exclusively available to OEM-certified technicians. This certification is mandatory for regulatory compliance and ensures the equipment operates safely and to manufacturer specifications, which is critical for the facility's mission involving biological agents.

Minimum capability requirements:

1. OEM Authorization: The contractor must be the Original Equipment Manufacturer (OEM), STERIS Corporation, or an agent expressly authorized in writing by STERIS to perform proprietary calibration and certification services on STERIS VHP® 1000-ARD sterilizer units.

2. Technician Certification: All services must be performed by technicians who are factory-trained and hold current, verifiable certifications from STERIS Corporation for the specific equipment listed. The contractor must provide proof of technician certifications to the government upon request.

3. Proprietary Access & Procedures: The contractor must have access to and utilize STERIS's proprietary software, specialized diagnostic tools, and follow the OEM's most current Preventative Maintenance Checklist (PMCL) to perform all maintenance, calibration, and certification tasks.

4. NIST-Traceable Certification: The contractor must be capable of and authorized to issue an official, NIST-traceable calibration certificate and report for each STERIS VHP® unit. This is a mandatory deliverable for regulatory compliance.

STERIS Corporation is the only source that can meet the Government’s minimum requirements to provide the requested services detailed above for The Chemical Biology Center (CBC), U.S.

Army Dugway Proving Ground (DPG).

This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required annual inspection, cleaning, preventative maintenance, parts replacement, system calibration, and issuance of NIST traceable certification.

Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only contain questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered exclusively for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.

THIS IS NOT A REQUEST FOR QUOTES (RFQ). This notice is for informational purposes only.

However, any responsible source that believes it can meet this requirement may submit a capability statement to Laurel Brown at laurel.j.brown7.civ@army.mil.

The closing date for capability statements is no later than 1000 Mountain Daylight Time, Monday, April 20, 2026. No telephone requests/offers will be honored.
