About this file

This Performance Work Statement (PWS) details annual maintenance and certification requirements for Biosafety Cabinets (BSCs) and High Efficiency Particulate Air (HEPA) filters for the DEVCOM Chemical Biological Center's Biotesting Division (BTD) and the U.S. Army Test Evaluation Center's Special Programs Division (SPD) at Dugway Proving Ground, Utah. The contract encompasses maintenance and certification of 100 Class IIA biosafety cabinets, two Type A2 cabinets, two Barrier Isolators, two Clean Bench laminar flow units, five Class III Glove Boxes, and 75 facility HEPA filters, estimated to require 500 man-hours. Technicians must be NSF Accredited Class II Biosafety Cabinet Field Certifiers and perform annual certifications in accordance with Biosafety in Microbiological and Biomedical Laboratories (BMBL) standards and NSF/ANSI 49 requirements.

The associated Sources Sought Notice (Solicitation Number W911S625QA013) indicates the Army is conducting market research to identify potential contractors, with the possibility of setting aside the procurement for small businesses across various socioeconomic categories. The anticipated NAICS code is 541380 (Testing Laboratories and Services) with a size standard of $19.0 Million. Interested parties must submit a statement of interest on company letterhead no later than 1:00 PM (MDT) on April 1, 2025, via email. The contract site is a remote location approximately 90 miles southwest of Salt Lake City, Utah, potentially requiring contractors to travel up to 150 miles one-way to work sites, with performance at Dugway Proving Ground's facilities.

1.3 Objectives: The objectives encompass the maintenance and certification of biological safety cabinets and HEPA filters annually under Engineering Controls Certification IAW 385-69. The BSC requirements are outlined in the BMBL (Biosafety in Microbiological and Biomedical Laboratories). BSCs must conform and be certified to meet National Sanitation Foundation (NSF)/American National Standards Institute (ANSI) 49 for the applicable type of cabinet.

The BTD BSC’s are in building 2029. A spreadsheet with location, lab number, make, model etc. is included as Attachment #1 “BTD equipment list”.

The SPD BSC’s are in Buildings 4126 and behind 4126 and at the George facility at WDTC. A spreadsheet with location, lab #, Make, Model, etc. is included as Attachment #2 “SPD Equipment List”.

The contractor shall affix a highly visible, permanent contractor’s nameplate on all contractor-owned equipment. The contractor shall ensure that if commingling of U.S. Government and contractor-furnished equipment occurs, each set of equipment is easily identifiable and can be separated for inspection and inventory as required.

4.2.2 The contractor shall maintain enough on-hand materials and supplies to perform all work required under this Contract. Failure on the part of the contractor to provide sufficient quantities and quality of supplies and materials within the specifications of the Contract shall not be cause for reduction in any service or performance. The contractor shall maintain stocks to ensure continuous operation of critical systems as approved by the KO. Critical systems are those that are directly related to health care, safety, and mission accomplishment. The contractor shall provide a system for rapid procurement of items whose usage levels do not require maintenance of on-hand stocks. This system shall include a list of vendors for each such mission-critical repair item, information on availability, and expected delivery times.

5.4 Clean Bench

Horizontal laminar flow “clean benches” are not BSCs. These pieces of equipment discharge HEPA-filtered air from the back of the cabinet across the work surface and toward the user. These devices only provide product protection. They can be used for certain clean activities, such as dust-free assembly of sterile equipment. Clean benches should never be used when handling cell culture material or when manipulating potentially infectious materials. The worker will be exposed to the material being manipulated on the clean bench potentially resulting in hypersensitivity, toxicity or infection depending on the materials being handled. Horizontal airflow “clean benches” must never be used as a substitute for a biological safety cabinet. Users must be aware of the differences between the two devices.

The contractor shall perform all field tests in accordance with the manufactures’ test criteria and instructions. The contractor shall indicate on each test report that the manufacturer was contacted, and the test criteria was verified.

5.4 Facility HEPA filters

a) HEPA filter leak test. This test is performed to determine the integrity of supply and exhaust HEPA filters, filter housing and filter mounting frames while the cabinet is operating at the nominal set point velocities. An aerosol in the form of generated particulates of poly alpha olefin (PAO), di (2-ethyhexyl) sebecate, polyethylene glycol and medical grade light mineral oil is required for leak-testing the HEPA filters and their seals. The aerosol is generated on the intake side of the filter and particles passing through the filter or around the seal are measured with a photometer on the discharge side. This test is suitable for ascertaining the integrity of all HEPA filters.
