PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT (PWS)
C-band Doppler Radar Maintenance DPG X-band Doppler Maintenance WSMR
Part 1
General Information
1. GENERAL: This is a non-personnel services contract to provide C-band, and X-band (mobile) Doppler Radar maintenance. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the Meteorology Division FY23 Doppler Weather Radar Sustainment as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: On 20 December 2020, contract W911S6-20-P-0023 was awarded to Enterprise Electronics Corporation (EEC) for the maintenance of C-band (fixed site) and X-band (mobile) doppler radars. In 2022 the decision was made to remove X-band mobile radar from the contract starting with option year 2 (OY2). OY2 will end in September 2023, and a follow-on contract will only include the maintenance and repair of the C-band radar.
The X-band (mobile) doppler radar is being transferred to the White Sands Missile Range (WSMR) Meteorology division in New Mexico.
On 20 December 2006, contract W911S6-07-0013 was awarded to EEC for the DPG procurement of a fixed-site and mobile radar. Since that initial award, several amendments were applied to the contract to provide for site preparation for the fixed-site radar, optional radar features, additional site visits by the contractor, cost adjustments, delivery delays, and adjustments to other contractual obligations. The radars were delivered to DPG and began operation in 2008.
On 20 September 2011, a single-year contract W911S6-11-P-0200 was awarded to EEC for the on-site maintenance of a fixed-site and mobile radar owned by DPG. On 29 September 2014, contract W911S6-14-P-0101 was awarded to EEC to provide a dual polarization upgrade to both radars.
1.3 Objectives: A maintenance contract will ensure uninterrupted operation of the Dugway Proving Ground (DPG) C-band doppler radar, and WSMR X-band (mobile) doppler radar which is a critical meteorological asset that provides advanced warning of potential weather hazards to the West Desert Test Center (WDTC) and WSMR testing operations, as well as the DPG and WSMR community. The services include but are not limited to evaluation of current radar operations, repairs to defective radar components, and reporting of the status of the radar.
1.4 Scope: The contractor will provide the DPG and WSMR Meteorology Division with the evaluation, maintenance, repair, and status reporting of two (2) radar systems, C-band fixed-site radar, and X-band mobile radar.
Services beyond the evaluation, repair, and maintenance as outlined in Section 5 (specific tasks) fall outside the scope of the contract. Infrastructure and components related to the infrastructure, such as diesel generators, uninterruptable power supplies (UPS), and DPG and WSMR network connectivity also fall outside the scope of this contract and are the responsibility of the Government.
1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4)
12-month option years. The Period of Performance reads as follows:
Base Year (28 September 2023 - 27 September 2024) Option Year I (28 September 2024 - 27 September 2025) Option Year II (28 September 2025 - 27 September 2026) Option Year III (28 September 2026 - 27 September 2027) Option Year IV (28 September 2027- 27 September 2028)
