Contractor questions, Government Answer Contractor Question:
The deliveries look like they are set up as a combination of both of the liquid nitrogen tanks together at the same time. We have found that the tanks aren’t always needing to be filled at the same time or there might be occasions where one tank needs to be filled early as there was a higher use of product for a certain project. We typically would quote the deliveries to each tank as a separate delivery since they are not at the same physical location. Instead of 6 deliveries for the two tanks we would consider this 12 for item 0002 and instead of 12 deliveries it would be 24 for items 1002, 2002, 3002 and 4002. Is there provision for this?
Government Answer:
After discussions with my customer, and contracting officer we will be keeping the deliveries how they are posted in the solicitation. The tanks are about 10 miles apart and the customer would like both tanks visited each delivery to be filled.
Contractor Question:
Under AT/OPSEC 4.5 a. I tried to access the training at Caution-http://jko.jten.mil < Caution-http://jko.jten.mil > to see what this training was and keep getting a notice that “This page cannot be displayed”. I was trying to see what the training was prior to bidding. I have tried multiple computers as well as an IPhone to link to it. Will this site be available after the awarding of the contract?
Government Answer:
Working on getting and answer as to why the website cannot be viewed, and if there is an updated website with the training information needed. Once I have that information I will pass the information on.
Contractor Question:
Is there any way that we could schedule a site visit?
Government Answer:
With this requirement the Contracting officer and I have determined that a site visit would not be necessary, because this requirement is for the delivery of Liquid Nitrogen and the filling of the 2 tanks mentioned in the solicitation.
Contractor Question Could we receive more information on LN2 tanks and site, and schedule site visit?
Government answer:
1. The system was install and filled in July 2018. That is when it was inspected.
2. The fill connections are brand new and in great shape. The connectors are only a year old and the system has only been refilled twice since operational. Access is easy and the truck can pull up to or next to the fill valves of the tank. The road to the tank is concrete and the road loops the building so a Tractor with a tank has easy access to fill the tanks and egress (Proceed forward and around the building to exit. There are Bollards surrounding the tank and a 10 foot hose will easily reach from the truck tanker to the Nitrogen tank fill valve.
Access to the MTF compound will require an escape bottle to enter the compound. Escape bottle is required for both the MTF and Combined Chemical Test Facility in Ditto. There is personnel at the MTF that will open the vehicle gate to allow access for filling and egress. There is a phone outside the gate to call the MTF for access.
3. The tank is Item 3000BT-1, 3000 Gallon Bulk Tank, VAP02 Vaporizer 1500 SCFH.
We have tank and hardware that have been recently certified (July 19) as to their functionality/operability and safety.
Location of the tanks, accessibility, and direction should there be an issue with the tanks have all been addressed. If there is a specific question you have about the fill, general location of tanks and their accessibility by truck, please ask those questions and we will make an effort to address. At this time, the government's position is that a site visit is not necessary.
