1. General This specification describes the tasks and materials required to perform the refurbishment of the Fungus Chamber. The Fungus Chamber is a skid mounted, outdoor environmental chamber utilized to perform Military Standard 810 Method 508.7. The chamber maintains a hot, humid environment within the insulated stainless steel inner enclosure that supports active fungal growth on inoculated test items. The outside dimensions of the chamber are 36’X 9’11”X9’8” (Length X Height X Width). The height of the chamber is increased by one foot by the skid rails that the chamber body is mounted upon. The fungus chamber outside steel sheeting is damaged due to corrosion. This specification details the tasks of moving the fungus chamber to the contractor’s facility, removing the existing corroded steel sides off the two long sides and the large chamber door and door side walls. Replacement of the insulation and welding new sides onto chamber. Prepping entire chamber for new paint and painting all exterior surfaces. Delivering Chamber back to Dugway Proving Grounds, Carr Facility.
2. Transport Fungus Chamber to Vendor’s Facility
2.1 Transport Fungus Chamber from current location South of Carr Facility at Dugway Proving Grounds to vendor’s facility.
2.1.1 The fungus chamber is currently located approximately one fourth mile south of Carr Facility about 12 miles from Dugway Proving Center Main Gate. The road to the chamber is approximately one quarter mile long of improved gravel that transitions to dirt the last 300 yards to the chamber. Pickup of the fungus chamber should not be schedule during or shortly following heavy rains. The area surrounding the chamber is level.
2.1.2 The fungus chamber weight is estimated to be 30-40 tons. A crane with appropriate spreader and rigging will be required to lift the chamber. A heavy haul truck will be required for transporting of the fungus chamber.
3 Remove Chamber Side Sheeting and Insulation
3.1 All outside carbon steel metal sheeting will be removed from chamber sides (long sides) and from the end of the chamber with the large door. The metal will also need to be removed from the outside of the large chamber door and surrounding walls.
The chamber metal-sheeting on the end with the mechanical room is not perforated and does not need removal. Removal should be done in a manner to minimize damage to structural beams and inside stainless steel sheeting underlying the carbon steel metal siding.
3.2 Remove all insulation from chamber sides. Insulation may have mice and other vermin due to perforations of the metal sheeting so appropriate precautions should be taken to protect workers.
3.3 Clean and disinfect the stainless steel outside chamber wall following removal of insulation. Prepare inside of walls for application of insulating foam.
4 Inspect Structural Integrity
4.1 Inspect the structural integrity of upright support beams and stainless steel inner wall to determine if any repairs are required prior to reinsulating chamber walls. Significant damage to wall integrity is not expected and will be addressed at the time if any is found. The contractor shall advise the DPG contracting officer or designated representative at least 10 business days in advance of the date to witness the inspection.
5 Insulate walls and weld on outer chamber sheeting. Prepare entire chamber surface for painting. Paint chamber.
5.1 Insulate the chamber walls with polyurethane foam. Weld on side steel panels to provide waterproof barrier. Prepare chamber for painting and paint with primer and finish coat.
5.1.1 Insulate the chamber wall utilizing a two component, self-adhering, seamless, closed cell, spray applied polyurethane foam system. Urethane system must contain an anti-microbial ingredient to inhibit the growth of molds.
5.1.2 The required foam shall meet or exceed the following properties:

5.1.3 Foam shall be applied so the average depth is approximately 3.5” and not be so thick as to require excessive skiving of surface to apply outer steel sheets.
5.2 Sides should be covered with 14 gauge electroplated carbon sheet steel. Steel shall be continuous welded utilizing MIG or TIG methods. Weld shall create a continuous waterproof barrier.
5.3 All exterior chamber surfaces including exterior sides of skids shall be stripped of paint and prepared for painting. Painting of interior side of skids and bottom of chamber is not required. All windows, fixtures, handles etc. that are not currently painted will be adequately masked to prevent overspray.
5.4 Two coats of primer shall be applied for a minimum of 3 mil thickness of primer coat. Primer shall be Sherwin Williams Macropoxy 646 Fast Cure Epoxy. Product number is B58W610 Mill White Part A. and B58V600 Hardener Part B. Primer shall have a professional appearance without voids, runs, smudges or entrapped debris.
5.5 Two coats of white polyurethane shall be applied for a minimum of 3 mil thickness. Polyurethane paint shall be Sherwin Williams Acrolon 218 HS Acrylic Polyurethane. Product number is B65W611 Gloss Extra White Part A and B65V600 Gloss Hardener Part B. Paint shall have a professional appearance without voids, runs, smudges or entrapped debris.
6 Transport Fungus Chamber to Dugway Proving Ground
6.1 Transport Fungus Chamber from vendor location to Dugway Proving Ground Carr Facility. Chamber will be located within the Carr Facility on a prepared concrete pad. Paved roads are available to concrete pad but crane will most likely need to be positioned on dirt to offload chamber. Ground is level and contains a fair amount of gravel so should be easily accessible except during heavy rains. Chamber will need to be positioned accurately as there will be power supplies and a chamber door stop which need to aligned for proper placement.
7 Quality Assurance Provisions
7.1 Solicitation proposals shall define the warranty applicable to the repairs performed. A minimum duration of one year is desirable. As a minimum the proposals shall state the term of warranty, equipment covered, and responsible party for equipment and labor repair costs.
8 Personnel Reporting
8.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on “Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
