Performance Work Statement (PWS) Sustainment Service Contract for Fungus Chamber Refurbishment, DRD 3214 Vision Statement Procurement of a Service Contract that Restores External Wall Integrity and Insulation Capabilities to the Fungus Chamber for a Minimum of Ten Years.
1 Introduction The purpose for this service contract is to establish an agreement that the selected vendor will provide the U.S. Army Test & Evaluation Command (ATEC) Test and Support Division (TSD) at the West Desert Test Center (WDTC), Dugway Proving Ground (DPG) restoration and repair services by replacing the outer electroplated carbon steel sheeting and underlying insulation for the Fungus Test Chamber. The Fungus Chamber entire external surface with be prepared for paining and be finished with a white epoxy primer and a white polyurethane finishing coat. The project will include transporting the chamber from it’s current location south of Carr Facility at DPG to the Vendor’s Worksite and upon completion of the project, returning the chamber to DPG to a prepared concrete foundation within the Carr Facility at DPG.
1.1 Mission
To complete restoration of the Fungus Chamber by replacing existing corroded carbon steel walls and fiberglass insulation. The existing wall will be removed and old insulation removed. New polyurethane foam insulation will be installed and the walls replace with continuous welded sheet steel. The entire chamber surfaces will be prepared for painting and repainted.
1.2 Background
The TSD utilizes the Fungus Chamber to conduct Military Standard 508 Fungus testing on various test items. The Fungus chamber has an internal stainless steel chamber that is utilized to maintain a warm and moist growing environment for fungus growth. The chamber is located outdoors and the external steel plating has become pitted and corroded due to environmental conditions and needs to be replaced. During this replacement process the insulation will be upgraded to polyurethane foam which will provide better insulation qualities and increase the chamber stability by minimizing the diurnal heating and cooling cycles outdoors.
1.3 Scope
This service contract shall cover transport of the Fungus Chamber from it’s current location South of Carr Facility at DPG to service providers facility. The outer metal sheeting will be removed from the two long sides of the chamber and from both the door and surrounding side of the side with the main chamber entrance door. The equipment room side of the chamber and the top will remained skinned. Insulation will be removed in the sides and replaced with polyurethane foam insulation. The chamber sides will be replaced with 14 gauge electroplated steel that is continuously MIG or TIG welded for a watertight seal. The chamber will be prepared for painting and be painted with an epoxy primer and a polyurethane finish coating. The chamber will then be transported back to DPG and placed on a concrete pad within the Carr Facility. The Fungus Chamber provides a critical test capability therefore completion time for this project is critical. The project duration shall not exceed 120 days from award to completion. Contractor shall submit a detailed timeline for completion of refurbishment meeting or exceeding the 120 day schedule. The 120 day schedule assumes no significant damage is discovered in Clin 003 below (Section 3.3).
2 General Requirements The contractor shall provide planned service schedule within 30 days of award of contract. Contractor does not require security clearances, but will need to submit required information such as: names, Date of Birth, Drivers License Numbers and State of Issue for Drivers License for background check to enter DPG. This information should be submitted for all parties requiring entry to DPG at least three working days prior to work requiring entry. Failure to pre-submit names may result in a significant delay or denial of entry to DPG.
2.1 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.
2.2 Business Relations
The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
2.3 Contract Administration and Management
The following subsections specify requirements for contract, management, and personnel administration.
2.3.1 Contract Management
The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the support operations at WDTC-DPG-TSD and the contractor's corporate offices.
2.3.2 Contract Administration
The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contracts or task orders. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement.
2.3.3 Personnel Administration
The contractor shall provide the following management and support as required. The contractor shall provide for employees during designated Government non-work days or other periods where Government offices are closed due to weather or security conditions. The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements. The contractor shall make necessary travel arrangements for employees. The contractor shall provide necessary infrastructure to support contract tasks. The contractor shall provide administrative support to employees in a timely fashion (time keeping, leave processing, pay, emergency needs).
2.4 Subcontract Management
The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the Procuring Contracting Officer (PCO) or Contracting Officer Representative (COR). Cross teaming may or may not be permitted.
2.5 Contractor Personnel, Disciplines, and Specialties
The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The contractor shall ensure the labor categories, labor rates, and man-hours utilized in the performance of this service contract will be kept to a minimum necessary to accomplish the task.
The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.
2.6 Location and Hours of Work
Accomplishment of the results contained in this PWS requires work at WDTC-DPG-TSD and at various contractor, subcontractor and Government facilities. Normal workdays are Monday through Thursday except US Federal Holidays. Workers typically work ten (10) hours per day, 40 (40) hours per week, 0700 to 17:30. The technical point of contact and Contract Officer Representative are expected to be available during core hours.
2.7 Travel / Temporary Duty (TDY)
All travel requirements outside the scope of this contract shall be pre-approved by the government (subject to local policy procedures), and is on a strictly cost reimbursable basis. Costs for travel shall be billed in accordance with the regulatory implementation of Public Law 99-234 and FAR 31.205-46 Travel Costs (subject to local policy & procedures).
3 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract.
3.1 The Contractor shall transport Fungus Chamber from Dugway Proving Grounds, south of Carr Facility to Contractor’s work site for refurbishment. (CLIN 001) Performance Standards
a) STD: Transport Fungus Chamber to Contractor’s work site (PM) in accordance with Contractor’s work schedule upon receipt of purchase order.
AQL: 100% Transported within 10 working days of proposed schedule.
3.2 The Contractor shall remove side panel metal sheeting and underlying insulation. The Contractor shall use techniques that minimize any damage caused by removal on underlying support beams or the internal stainless steel chamber walls. The insulation should be removed and the surface cleaned and disinfected. (CLIN002) Performance Standards
a) STD: Sheeting and insulation removal shall be complete within 10 working days of proposed schedule and not to exceed two calendar months from commencement.
AQL: 100% Removal within 10 working days of proposed schedule.
3.3 The Contractor shall notify the Contracting Officer Representative (COR) ten working days prior to completion of sheet metal and insulation removal to witness the inspection of the internal walls for structural integrity. Damage is not expected so if any damage is identified, the course of action will be decided at that time. (CLIN003) Performance Standards
a) STD: Ten working day notification to witness chamber internal structural wall inspection.
AQL: 100% Notice of 10 working days for chamber wall inspection.
3.4 The Contractor shall insulate chamber walls and continuous weld on sheet steel. The chamber surface should be prepared for painting and painted. (CLIN004) Performance Standards
a) STD: Documentation submitted to COR verifying that raw materials utilized meet the technical requirements specified in section 5 of the Technical Requirements Document. Documentation must be submitted prior to utilization of these materials for project.
AQL:100% Submission of documentation verifying raw materials meet technical requirements and submission occurring prior to raw material utilization.
b) STD: Ten working day notification to inspect wall sheeting welds and paint preparation of chamber. Welds must be continuous and water tight. Surfaces must be stripped of existing paint and all window/fixturing not being painted be masked.
AQL: 100% Notice of 10 working days, welds continuous and water tight and surfaces prepared for painting.
c) STD: Ten working day notification to inspect completed painting. Paint must have a professional appearance without voids, runs, smudges or trapped debris.
AQL: 95% Notice of 10 working days. Paint must have a professional appearance without voids, runs, smudges or trapped debris.
3.5 The Contractor shall transport Fungus Chamber from Contractors work site to Cement Pad in Carr Facility at Dugway Proving Grounds and position it on pad to align chamber with power and door stop. (CLIN005) Performance Standards

3.6 Quality Assurance Provisions: The Contractor shall define the warranty defined on the repairs performed. (CLIN006)
Performance Standards
a) STD: Contractor shall define the warranty on the repairs performed. A minimum period of one year is preferred. As a minimum the proposals shall state the term of warranty, equipment covered, and responsible party for equipment and labor repair costs.
AQL: 100% Warranty proposal submitted as part of bid proposal.
3.7 Personnel Reporting (CLIN007)
a) STD: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on “Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk by clicking on “Send an email” which is located under the Help Resources ribbon on the right side of the login page of the applicable Service/Component’s CMR website.
AQL: 100% of labor hours reported by Oct 31 of each calendar year.
4 Special Requirements This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.
4.1 GOVERNMENT INSPECTIONS, AUDITS, AND SURVEYS AND REQUESTS FOR INFORMATION AND TECHNICAL ADVICE. In accordance with FAR 52.246-5, the contractor shall provide and maintain an inspection system acceptable to the Government covering the services under this contract. Complete records of all inspection work performed by the Contractor shall be maintained and made available to the Government during contract performance and for as long afterwards as the contract requires. The Government has the right to inspect and test all services called for by the contract, to the extent practicable at all places and times during the term of the contract.
The Government shall perform inspections and tests in a manner that will not unduly delay the work. If any of the services performed do not conform with contract requirements, the Government may require the contractor to perform the services again in conformity with contract requirements, for no additional fee. When the defects in services cannot be corrected by performance, the Government may (1) Require the contractor to take necessary action to ensure that future performance conforms to contract requirements; and (2) Reduce any fee payable under the contract to reflect the reduced value of the services performed. If the contractor fails to promptly perform the services again or take the action necessary to ensure future performance in conformity with contract requirements, the Government may (1) By contract or otherwise, perform the services and reduce any fee payable by an amount that is equitable under the circumstances; or (2) Terminate the contract for default. "Services", as used in this clause, includes services performed, workmanship, and material furnished or used in performing services.
The contractor shall respond to all requests for information and technical advice regarding the services in this contract. Responses shall be either verbal or written, as specified by the requester.
4.1.1 Types of action shall include:
- Responding to inquiries and suggestions.
- Providing written comments based on review of draft documents such as regulations that affect the operations in this contract.
- Providing information requested by customers, investigators, inspectors, auditors and members of special teams (both internal and external to AEC), and responding to findings of such inquiries.
- Preparing reports in accordance with government instructions and directives by the requested due dates.
- Attending on-site and off-site meetings as required by the Government.
4.1.2 LOST AND FOUND PROPERTY: If item(s) are found that do not belong to the contractor; the item(s) shall be turned in to the COR.
4.1.3 Security and Safety
The contractor will not have access to classified material however will be required to sign a non-disclosure agreement which simply states that anything they see or hear on Dugway Proving Ground is not to be released or discussed with the public.
4.1.4 DD Form 254: DD Form 254 is not required as this is not a classified contract.
4.1.5 Public Release: No test data, reports or documents shall be released to other organizations unless authorized in writing by the Contracting Officer, assigned DPG, and the DPG OPSEC Officer. Any information (classified or unclassified) pertaining to this contract shall not be released for public dissemination. Proposed public releases shall be submitted for approval prior to release to: Dugway Proving Ground, ATTN: CI Office, Dugway, UT 84022.
4.1.6 Foreign Personnel: In accordance with restrictions required by Executive Order 12470, the Arms Export Control Act (Title 22, United States [US] Code [USC]) (Sec 275), the International Traffic in Arms Regulation (ITAR), or Department of Defense (DoD) Directive 5230.25, Withholding of Unclassified Technical Data from Public Disclosure, no foreign persons will be permitted to work on a contract without notifying the Contracting Officer.
4.1.6.1 Non-US Personnel: If the Non US Person is employed/used for contract performance, the company must have a Technology Control Plan (TCP) in place to inform the Government Contracting Activity (GCA)/Defense Security Service (DSS)/Cognizant Security Office (CSO) of what they will do to protect the technology and prevent "unauthorized disclosure." If the Company discloses, exports, deemed-export or otherwise released the technology, remedies can, and most likely will be enforced through State Department export violations. DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM) 10-509 apply.
4.1.7 AT Level l Training: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level l awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the contracting officer, if a COR is not assigned within 30 calendar days after completion of training by all employees and subcontractor personnel. 4.1.7.1 CAC HOLDERS: Level I Antiterrorism Awareness Training course (JS-US007-14) is now hosted on the Joint Knowledge Online (JKO)Learning Management System (LMS) for CAC holders at https://Jkodirect.jten.mil. Login and Search for the course on the Course Catalog tab via the number or key word, enroll, and Launch.
4.1.7.2 FOR NON-CAC HOLDERS: A standalone version of the course for Non-CAC holders (i.e. Family members 14 years old and over, etc.) is also available at this link http://jko.jten.mil/courses/atl1/launch.html. An access link to this course is also located on the JKO login page. The standalone version is intended for Non-CAC users without a JKO account ONLY!
4.1.7.3 IMPORTANT: The standalone course MUST be completed on the computer in which it is started. Course progress is not transferable between computers. The standalone course does provide a completion certificate but will not be tracked on JKO and no record will be maintained.

4.1.8 Access and General Protection/Security Policy and Procedures: Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
4.1.9 For contractors requiring Common Access Card (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.
4.1.10 For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
4.1.10.1 Access to Government Information Systems: Contractor employees will not have access to Government Information Systems.
4.1.11 OPSEC Standing Operating Procedure/Plan: An OPSEC Procedure/Plan is not required under this contract.
4.1.11.1 Requirement for OPSEC Training: Per AR 530-1, Operations Security, new contractor employees must complete Level 1 OPSEC training within 30 calendar days of their reporting for duty. All contractor employees must complete annual OPSEC awareness training. The government will provide supplemental guidance i.e. ATEC policies.
4.1.12 Information Assurance (IA)/Information Technology Training: IA/IT training and/or certification is not required under this contract.
4.1.13 Contract Requiring Performance of Delivery in a Foreign Country: This contract does not require performance of delivery in a foreign country.
4.1.14 Transition
There will be no transition involved with this contract, the contractor will completed the install, test and training then the government will take responsibility for the effort.
4.1.15 Government Furnished Materials
All Government furnished reference material; information, data, equipment, hardware, and software provided to the contractor for task order performance under this contract, remain the property of the US Government. The Government will provide space on-site if possible at the BMDED (MDA) facility or remote government facilities for contractor personnel including use of the usual items needed to conduct work such as desk, phone, and computer, for the duration of the period of performance under this contract. However, if no space is available contractor personnel shall perform support at the contractor site. The contractor shall sign a hand receipt/property lists for all equipment provided by the Government. Rejection of GFP by the Contractor shall not relieve the contractor of responsibility in performance of this contract. The contractor shall not use property provided by the Government for any purpose other than the performance of this contract. As soon as the GFP is no longer required it shall be promptly turned in. The COR will specify the method GFP will be turned in.
4.1.16 Management of Government-Furnished Property and Equipment: The contractor shall manage GFP in accordance with Parts 45 and 52 of the FAR. The contractor shall be liable for shortages, loss, damages, or destruction of Government property in accordance with the property clauses in Section I of the contract and the Financial Liability Investigation. Within 15 calendar days of discovering the item is missing, damaged or destroyed, the contractor shall appoint a point of contact who is responsible for initiating the Financial Liability Investigation.
4.1.17 For any contractor working in a Government facility, the following shall be provided:
4.1.17.1 Telephone Service: The Government will provide telephone communication service exclusively for the conduct of official business. The contractor shall be responsible for charges for long distance telephone calls made or accepted by contractor personnel, which are not for the purpose of conducting official government business. The contractor shall be responsible for long distance telephone calls and charges made by or accepted by contractor personnel that are not required for the performance of the mission. Telephone service will be subject to the standard monitoring requirements of the Government telephone network. The Government-furnished telephones are subject to security monitoring at all times. Use of these telephones constitutes consent to security monitoring.
4.1.17.2 System and Functional Administration: The Government will provide systems and functional administration of the MDA LAN and ATEC LAN and application residing thereon to include Windows, Microsoft Office Suite, Information Access, other developed applications, e-mail, and applications for which BMDED has been given systems administration responsibility. The Government is responsible for MDA/ATEC-wide computer system start- up, shut-down, preventive maintenance, and output analysis for all Government issues computers.
4.1.18 Custodial and Refuse Services: The Government will provide custodial and refuse services for the Government facilities used in performance of this contract. The Governments provision of custodial and refuse services do not relieve the contractor of the responsibility for keeping work areas in a clean and sanitary condition. In some areas, the contractors shall be required to empty trash from office/shop trashcans to dumpsters.
4.1.19 Copying, Printing, and Reproduction: The Government will provide shared-use copy machines for limited copying of official reports, documents, and correspondence to accomplish the requirements of specific tasks.
4.1.20 Environmental Requirements
The contractor shall comply with all federal, state and local code involving environmental concerns.
4.1.21 Facility construction will comply with Unified Facilities Criteria (UFC) DoD Minimum Antiterrorism Standards for Buildings (UFC 4-010-01)
4.1.22 Applicable Directives
4.1.22.1 PUBLICATIONS: The following publications are applicable to the overall performance of this PWS. The contractor is required to adhere to the most current version of any of the published regulations found below. Army, State and Federal regulations are publicly available on the internet. 4.1.23 iWATCH Briefing
4.1.23.1 IWATCH Training: The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). iWATCH training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the appropriate personnel. The government will provide iWATCH training package to contractor and associated sub-contractor for execution. iWATCH training shall be completed within 30 calendar days of contract award and prior to commencing work performance. Training results are to be reported to the COR prior to work performance.
4.2 Transition
The contractor shall follow the transition plan submitted as part of the proposal and keep the Government fully informed of status throughout the transition period. Throughout the phase-in/phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out periods.
4.3 Environmental Requirements
The contractor shall comply with all documents listed below as mandatory and referenced under paragraph 3.0, Performance Requirements. Compliance with documents listed as non mandatory is the contractors' option.

4.5 Quality
This section describes the Quality Control components for this effort..
The Contractor shall develop a Task/Delivery Order QCP and maintain an effective quality control program to ensure services are performed in accordance with the IDIQ contract and this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractors QCP is the means by which he assures himself that his work complies with the requirement of the contract.
The finalized QCP will be accepted by the Government at the time of the award of the Task/Delivery Order. The Contracting Officer may notify the Contractor of required modifications to the plan during the period of performance. The Contractor then shall coordinate suggested modifications and obtain acceptance of the plan by the Contracting Officer. Any modifications to the program during the period of performance shall be provided to the Contracting Officer for review no later than 10 working days prior to effective date of the change. The QCP shall be subject to the Governments review and approval. The Government may find the QCP "unacceptable" whenever the Contractors procedures do not accomplish quality control objective(s). The Contractor shall revise the QCP within 10 working days from receipt of notice that QCP is found "unacceptable."
4.6 Government Inspections, Audits, Surveys, and Requests for information and technical advice.
In accordance with FAR 52.246-5, the contractor shall provide and maintain an inspection system acceptable to the Government covering the services under this contract. Complete records of all inspection work performed by the Contractor shall be maintained and made available to the Government during contract performance and for as long afterwards as the contract requires. The Government has the right to inspect and test all services called for by the contract, to the extent practicable at all places and times during the term of the contract. The Government shall perform inspections and tests in a manner that will not unduly delay the work. If any of the services performed do not conform to contract requirements, the Government may require the contractor to perform the services again in conformity with contract requirements, for no additional fee. When the defects in services cannot be corrected by re-performance, the Government may (1) Require the contractor to take necessary action to ensure that future performance conforms to contract requirements; and (2) Reduce any fee payable under the contract to reflect the reduced value of the services performed. If the contractor fails to promptly perform the services again or take the action necessary to ensure future performance in conformity with contract requirements, the Government may (1) By contract or otherwise, perform the services and reduce any fee payable by an amount that is equitable under the circumstances; or (2) Terminate the contract for default. "Services", as used in this clause, includes services performed, workmanship, and material furnished or used in performing services.
The contractor shall respond to all requests for information and technical advice regarding the services in this contract. Responses shall be either verbal or written, as specified by the requester. Types of action shall include:
· Responding to inquires and suggestions.
· Providing written comments based on review of draft documents such as regulations that affect the operations in this contract.
· Providing information requested by customers, investigators, inspectors, auditors and members of special teams (both internal and external to AEC), and responding to findings of such inquiries.
· Preparing reports in accordance with government instructions and directives by the requested due dates.
· Attending on-site and off-site meetings as required by the Government.
4.7 Quality Assurance Surveillance Plan (QASP)
The Government shall monitor the Contractors performance under this Task/Delivery Order in accordance with the Governments QASP.
4.8 Government Furnished Equipment
4.8.1 Reference Material; Information, Data, Equipment, Hardware, and Software All government furnished reference material; information, data, equipment, hardware, and software provided to the contractor for task order performance under this contract, remain the property of the US Government. The Government will provide space on-site if possible at TSD or remote government facilities for contractor personnel including use of the usual items needed to conduct work such as desk, phone, and computer, for the duration of the period of performance under this contract. However, if no space is available contractor personnel shall perform support at the contractor site. The contractor shall sign a hand receipt/property lists for all equipment provided by the Government. Rejection of GFP by the Contractor shall not relieve the contractor of responsibility in performance of this contract. The contractor shall not use property provided by the Government for any purpose other than the performance of this contract.
As soon as the GFP is no longer required it shall be promptly turned in. The COR will specify the method GFP will be turned in.
4.8.2 Management of Government-Furnished Property and Equipment.
The contractor shall manage GFP in accordance with Parts 45 and 52 of the FAR. The contractor shall be liable for shortages, loss, damages, or destruction of Government property in accordance with the property clauses in Section I of the contract and the Financial Liability Investigation. Within 15 calendar days of discovering the item is missing, damaged or destroyed, the contractor shall appoint a point of contact who is responsible for initiating the Financial Liability Investigation.
For any contractor working in a Government facility, the following shall be provided:
4.8.2.1 Telephone Service

4.9 Contractor-Furnished Property and Services
The contractor shall furnish all necessary supplies, parts, materials, tools, support equipment, labor and vehicles required to perform all operations required by this contract, except for those items or services specifically stated as Government-furnished. Contractor-furnished equipment shall be maintained at all times in a safe and serviceable condition in accordance with the manufacturer recommendations. Maintenance of contractor-furnished equipment will not be performed on Government property or at government expense. The COR or designated representative may inspect the contractors equipment at any time and direct the removal of any unsafe or objectionable equipment from the installation. All contractor-furnished equipment shall be operable and shall meet all local, state, federal, and environmental requirements.
4.10 Personal/Contractor-Owned Property
The contractor shall ensure that personal/contractor-owned property brought on Government work sites is clearly marked as such to preclude misidentification as Government property. Additionally, the contractor shall ensure that personal/contractor-owned property meets safety specifications as set forth by OSHA and the U.S. Army. The contractor shall ensure that all personal/contractor-owned property is removed at the end of the performance period. All personal/computer IT equipment shall be scanned and checked by Government IT personnel before equipment can be connected to any Government network.
4.11 Information Security and Intellectual Property
The contractor may be required to access data and information proprietary to another Government agency, another Government contractor, or of such a nature that its dissemination or use other than as specified would be adverse to the Governments interest. The contractor or contractor employees shall not divulge or release data or information developed or obtained under this contract except to authorize Government personnel or upon written approval of the COR. The contractor shall not use, disclose or reproduce proprietary data that bears a restrictive legend. The contractor shall obtain written permission of the originator prior to releasing any information. Under Title 18, Sections 793 and 798, the contractor and the contractor employees are liable for any improper release. The contractor shall direct to the COR all inquiries, comments, or complaints arising from matters observed, experienced, or learned as a result of, or in connection with the performance of the contract, the resolution of which may require the dissemination of official information.
Inquiries the contractor receives for information relative to the Freedom of Information Act (FOIA) shall be directed to the COR for evaluation. The Government retains the authority to release or deny access to the information. The contractor shall be responsible for search and submission of records under the contractors control upon Government request.
All work including but not limited to intellectual property and data rights produced under this contract is the sole property of the Government.
4.12 Smoking Policy
The contractor shall comply with AR 600-63 that establishes policies governing smoking in Government facilities and ranges.
4.13 Lost and Found Property
If item(s) are found that do not belong to the contractor, the item(s) shall be turned in to the COR.
5 Deliverables The contractor shall provide the deliverables described as performance standards in Sections 3.1 and 3.2 and in accordance with the acceptable quality levels.

3.2 The Contractor shall remove side panel metal sheeting and underlying insulation. The Contractor shall use techniques that minimize any damage caused by removal on underlying support beams or the internal stainless steel chamber walls. The insulation should be removed and the surface cleaned and disinfected. (CLIN002)
