Questions/Answers for CSS_W911S2-23-U-6001 Oil/Water Separator Cleaning and Waste Disposal for Fort Drum, NY
1. Q: I wanted to ask and make sure that each separator needs to be cleaned only once for that period of performance which is June 2023 – May 2024 correct?
A: Correct, the separators only need to be cleaned and waste disposed of once per POP.
2. Q: Hi is there an incumbent for this contract if so who is it and what was the award amount?
A: This is a recurring requirement. The previous contract, W911S2‐18‐D‐6010, was awarded to Parr Industries II, Inc for a total price (Base Year plus Four (4) Option Years) of $352,100.00.
3. Q: My question is for this bid job what page do I find how many days are needed for service. How much is being sucked out and disposed of?
A: Each separator needs to be cleaned and waste disposed of once per Period of Performance (12 months). The list of separators is in Technical Exhibit (TE) 1 (adobe pages 55‐56 in the file named CSS_W911S2‐23‐U‐6001 that is attached to the Combined Synopsis Solicitation posted on SAM.gov.) The TE lists each separator and the total capacity.
4. Q: So it looks like 113 total with various sizes. And at some point in the 12 months they have to be drained and cleaned? Just so I can prepare to form a bid correctly.
A: Per PWS Paragraph 1.1.1, approximately 25 OWS are cleaned per year, and the average volume of waste is 80,000 gallons. At contract award, the winning Contractor will be given the Contracting Officer’s Representative (COR) contact information. The Contractor will work with the COR to coordinate service dates.
5. Q: Is there a possible site grounds map we can look at to see where the services are needed to be done?
A: I don’t have a map because I haven’t come up with a list of OWS that will be cleaned this year. Per 5.1 of the PWS: “The government shall provide the contractor with a list of oil water separators that will be cleaned each period of performance.” I have a list of buildings we always clean each year (93, 1185, 1585, 2065, 2086, 2088, 10700, 10710, 11110 and 11120, 20240). The other OWS that are cleaned each year rotate based on need. Though I haven’t established a cleaning list yet, the airfield will be where a majority of the work will be done this year. All OWS will be located in cantonment or on the airfield.
6. Q: Also, how would the government like for this to be quoted? Do they want just one lump sum for each year?
Price per gallon? Price per separator?
A: One lump sum per year.
7. Q: Also, will there be 25 oil water separators that needs to be cleaned, or 133 according to the OWS list that was provided?
A: Per PWS Paragraph 1.1.1, approximately 25 OWS are cleaned per year, and the average volume of waste is 80,000 gallons.
