1. Is this a new requirement or is there an incumbent? If there is an incumbent what is the name of the company and what is their contract number?
This is a new requirement, but we have a similar contract in place.
2. If there are currently employees providing these services, we would like to request each persons original hire date to help us determine the appropriate amount of vacation leave as this contract is subject to the Service Contract Act.
Employees must be paid in accordance with the most recent SCA Wage determination applicable to the location where work is performed.
3. Is time spent meeting training requirement billable?
This is a fixed price contract. There are no “billable hours.” Quotes must include all elements of the PWS.
4. Are employees required to handle or be exposed to hazardous waste/material?
There is no requirement to handle hazardous waste/material.
5. Please confirm there are 11 Federal Holidays. New York includes Good Friday where Louisiana under SCA does not. Are you including this holiday for the employees at Fort Polk under SCA?
The SCA for each area indicates which federal holidays are applicable.
6. Does the government require that offerors bid Supply Technicians to perform the PWS tasking? Employees performing services under this contract shall meet the requirements indicated in the PWS.
7. In addition to Section B, does the government require un-sanitized pricing to be submitted?
Quotes submitted should conform to the requirements in the solicitation and the instructions to offerors clause, 52.212-1
8. Does the government require that offerors provide an organization chart of the proposed organization?
No
9. Is this a one year only requirement, or does the government anticipate a follow-on once this contract is completed?
This requirement is for one year.
10. PWS Paragraph states that “Specialized Qualifications: Contractor personnel must possess a minimum of five years of experience in the discipline for which they provide support, to include the following functional areas, logistics systems, and knowledge base: * Supply Policy Below the National Level * Using Unit Supply Systems * Global Combat Support System – Army (GCSS-ARMY)* Army Enterprise Systems Integration Program (AESIP)* Logistics Information Warehouse (LIW) * Army Records Information Management System (ARIMS) * Force Management System Website (FMSWeb) * Microsoft Office Suite * Property Accountability* Financial Liability Investigation Property Loss* Inventory and inventory adjustments * Requesting and receiving supplies * Property responsibility* Organizational Clothing & Individual Equipment (OCIE)* Management of Classes of Supply; I, II, III, IIIP, IV, VIII* Excess management”. Can you please provide the number of people needed for each functional area (and at which location)?
This is a performance based service requirement, you are required to provide a quote for the number of employees required to meet the outcomes identified in the PWS (performance work statement. The chart in PWS section 5.3 Indicates the current number of staff providing this service at each location.
11. Section 4.3.2.2 references the provision of vehicles for this contract, can the government please clarify they type/number and location of vehicles required?
This is up to each quoter to determine.
12. Are there any security requirements beyond the CAC card requirements?
All security requirements are detailed in section 1.6
13. Beta.Sam.Gov has this as an SDVOSB set-aside, but number 8 on the first page of the synopsis/solicitation states that “This Acquisition is not set aside.” Can the government please clarify which is correct?
This is an SDVOSB set aside. A solicitation amendment has been posted.
14. Will the government consider adding cost reasonableness to their evaluation, ensuring that the winning bid at least covers the cost of personnel IAW the required SCA rates? The purpose of this modification is to add clause 52.204-25 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment. All other terms and conditions remain the same.
Evaluation criteria are established in provision 52.212-2
15. Per Section 1.3.1 Project Manager, is this a Key Personnel and is the PM required onsite at either Fort Drum and/or Fort Polk?
Project Manager is a Key Personnel, and the PM is required onsite at Fort Drum This position will include management, coordination, and supervision of the personnel at Fort Polk as well. The PM may be the senior Supply Technician with additional management responsibilities.
16. Will the government require MHE (forklifts or other) that would be required as either GFE or CFE? There is no GFP provided under this contract. See PWS section 3.3, and PWS section 4.1.
