RFP Document NameDocument Section (Name or number)Page NumberQuestion
1Will the governtment consider granting a one week extension to allow time for adjustments from the previous question responses?
ANSWER: No. The suspense for this solicitation will remain 24 Apr 2020; 2:00 PM EST.
27.551The Senior Logistician must have a very specific Master's Degree. Would the Government consider an MBA acceptable as well?
ANSWER: No. The Senior Logistician shall have a Master’s Degree in logistics, supply chain management, or Government-related course of study such as Defense Systems Management College or ICAF or Senior level Service School, and no less than six years of experience in logistics capability developments including experience developing JCIDS documents.
37.6, 7.8, 7.951All positions with the exception of 7.4 are required to have a degree. Would the Government consider a large amount of years of experience (military/work) in lieu of a degree?
ANSWER: No. The requirements for each position are listed under Para 7 of the solicitation.
48.0, 9.0, 10.0pags 53-54Are PWS sections such as 8.0. 9.0. and 10.0 considered part of the management and staffing plan?
ANSWER: No. Those paragraphs are not part of the management approach.
5141Due to federal and state emergency pandemic orders and its impact on small businesses, is there consideration for an additional extension to the submission period?
ANSWER: No. At this time, the Government does not intend to extend the solicitation due date.
Question 65Rows 205 & 206For the key personnel, is there a direct counterpart within S-CDID?
ANSWER: No. The direct counterpart will be the COR unless directed otherwise by the COR.
6We understand the expected award of the SATOC is JUN 2020. When does the Government intend to issue and award the first Task Order under the SATOC?
ANSWER: The first Task Order will be completed the day of the award to cover the minimum guarantee.
7750PWS Paragraph 5.1. Does the Government anticipate requesting multiple numbers of personnel for each Job Position/Labor categories on separate Task Orders, for example three Task Orders each with a single SME assigned or along functional lines such as ORSA support as a separate Task Order providing matrix support to other Task Orders supporting Quartermaster, Ordnance, or Transportation Task Orders?
ANSWER: The contractor will determine the number of personnel based upon the PWS requirements for the proposed task order.
87.150The RFP calls for a PM with 8 Labor Categories on a Single Award Task Order Contract with a five year ordering period. This indicates that the functions of the PM will be managing multiple Task Orders with multiple numbers of FTEs per Task Order and therefore the PM will not have separate responsibilities to support individual Task Orders in a functional capacity. Is this a correct assumption?
ANSWER: It is a business decision of the Contractor on best how to fill the role of PM.
97.451Is a degree and/or minimum years of experience required for the Senior Logistics Planner Labor category?
ANSWER: No, this position does not require a degree or minimum number of years experience. The Senior Logistics Planner shall have experience in the Sustainment Services and understands the unique, multi-layered requirements of Sustainment. Must be capable of thinking at the strategic level and thinking through impacts in volatile, uncertain, complex and ambiguous environments.
104.2.2.2.b71Paragraph 4.2.2.2(b) requires offerors to provide “Proposed labor categories and hours for each of the PWS tasking/subtasking areas, including those of tasking/subtasking areas performed by teaming/joint venture partners and/or subcontractors.” However, tasking in each of those areas has not been defined and the Goverment indicated "specific TOs are unknown at this time" in their responses to Offeror questions. Please provide anticipated level of effort for each of these task areas or consider removing this requirement (4.2.2.2(b)).
ANSWER: Paragraph 4.2.2.2(b) has been removed.
114.3.271Please revise para 4.3.2 to indicate that past performance references may come from a subcontractor.
ANSWER: That is acceptable. Para 4.3.2 has been rescinded to include references from a subcontractor.
124.4.673The Q&A indicated that offerors should include the pricing for the six-month extension on Attachment 1, Pricing Worksheet. However, Para 4.4.6 says "Offerors shall not propose price for the potential six-month extension of servcies period." Please reconfirm that offerors should enter pricing for the potential six-month extension of services in Attachment 1, Pricing Worksheet.
ANSWER: No. The contracting office will take 1/2 of the year 4 price and place in the 6-month extension Pricing Worksheet.
