Control No: MICC-2019-62 Contractor: TBD

Program/Equipment: TRADOC Decision Lens Solution Enterprise Software

FOR OFFICIAL USE ONLY

Contracting Office Division Chief:

Director, MICC-Fort Eustis:

Small Business Specialist, Small Business Program:

Deputy Assistant Director, Small Business Program:

MICC Office of Counsel:

Program/Equipment: TRADOC Decision Lens Solution Enterprise Software

FOR OFFICIAL USE ONLY

TRADOC has an Enterprise requirement for multi-criteria, CDM, web-based software that provides both Analytical Hierarchy Process (AHP) and Analytical Network Process (ANP) with a prioritization engine tied to a genetic algorithm based optimization engine that can addresses complex decision scenarios. Additionally, the software is a Federal Risk and Authorization Management Program (FedRAMP) Compliant Cloud Service Provider (CSP) and allows for Common Access Card (CAC) accessibility to all organizations within TRADOC. This capability will provide all of TRADOC and their Centers of Excellence (CoEs) with a collaborative and structured framework to conduct pairwise comparisons, prioritize alternatives for identifying the most valuable programs, maximize resources, and mitigate risk. The Decision Lens software offers a master structure to be created, and then disseminated down to multiple sub-organizations, so the sub-organizations can manage their portfolios autonomously. Conversely, these sub-portfolios can then be aggregated to depict a single enterprise view. This allows for sensitivity analysis, “what if” scenarios, and encourages decision makers to explore alternative trade-offs, overlay multi-scenario conditions, and/or combine them over multiple time periods. The software also provides graphical interfaces that are dynamically configurable according to TRADOC specific criteria and business drivers. The software allows for direct access from unlimited users to analyze and input data across a number of categories (sub-portfolio views), participant groups, and resource scenarios. In the flexible environment, decision makers can set targets and manipulate, fix, or skew characteristics to view how different conditions affect optimal portfolio.

The results shall yield customized scenario(s) providing the highest value return on investment.

The Decision Lens Solution Enterprise will enhance TRADOC organization’s capabilities of prioritizing TRADOC missions to include institutional training, unfunded requirements (UFR), MILCON, and contracts as well as providing support to the G-8 POM building. The Decision Lens Solution Enterprise shall also support additional TRADOC staff activities in prioritization, analysis of alternatives, business case analysis, workforce prioritization, knowledge management, and capability base assessments. Decision Lens Solution Enterprise software is capable of providing a single system of record to manage all of a user’s portfolio data and allow for collaboration features that support multiple users to edit data. The software has the capability for continuous planning versus just a moment in time or scenario. The solution needs to mirror Department of Defense (DoD) Planning, Program, Budgeting, and Execution cycle. Additionally, TRADOC requires a software that saves when, what, and who makes any data changes.

4. Authority Cited: FAR 16.505(a)(4) – Restricting consideration to an item peculiar to one manufacturer (e.g., a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer). The particular brand-name, product, or feature, is essential to the Government’s requirements and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.

5. Reason for Authority Cited:

Decision Lens is the only software that provides a single application using both the AHP and the ANP methods that enables decision stakeholders to organize the complete and interdependent parts of the decision into a rational structure. These processes depict the relationships among the elements; describe and determine meaningful tradeoffs among the elements to arrive at an understanding of their importance in relation to one another; and enable an evaluation of projects with “what-if” analysis and optimization of the resource capacity is directly and dynamically tied to the underlying prioritization engine. These activities are completed through interaction and feedback within and between groups of decision makers that can even be spread in multiple locations and connect in “live sessions” through their web interface. Decision Lens Solution Enterprise software is the established platform to meet these requirements.

6. Actions to Increase Competition:

The requirement will be solicited under Army’s CHESS ITES-SW multiple-award IDIQ contract using fair opportunity procedures.

7. Market Research:

Decision Lens software utilizes a combination of the AHP and ANP for a core portion of its functionality but also incorporates other methodologies such as performance measurement, alternatives assessment, and resource optimization.

ANP is a more recent and advanced framework for decision-making is only available in a web-based, commercial software through Decision Lens. ANP addresses certain complex decision scenarios more effectively than AHP and will be necessary for multiple TRADOC portfolios and budget allocation decisions. The key concept of the ANP is that influence does not necessarily have to flow only downwards, as is the case with the hierarchy in the AHP. Influence can flow between any factors in the network, causing non-linear networks of priorities and alternative choices. The ANP is extremely useful for the type of predictive modeling that TRADOC requires because it allows the TRADOC organization to factor in broad environmental influences into their decisions. TRADOC has the need for ANP technology and processes, in part, because the TRADOC organizations ability to successfully prioritize and allocate resources is highly dependent on a thorough understanding of the entire environment, rather than just that of business goals and objectives.

The TRADOC office conducted market research through a review of available Decision Making Software products and found that the Decision Lens product was the only solution to meet all of our requirements. Amongst other unique factors that TRADOC discovered, no other product possess a genetic algorithm based optimization engine that is directly and dynamically tied to the underlying ANP prioritization engine. Without the linkage of a genetic algorithm to an AHP/ ANP engine, it is impossible for TRADOC to properly prioritize competing initiatives and optimize the allocation of resources across those initiatives.

Also, TRADOC has found that Decision Lens is the only software product that provides the ability to do multiple “what-if” scenarios at both the prioritization and resource allocation levels and is the only product that packages all of these capabilities into a single web solution that has already been approved by multiple DoD organizations including the Army, Air Force and Navy.

8. Other Facts:

a. Procurement history.

1. HQ TRADOC, Priority, Analysis, and Requirements Directorate (PAR-D), awarded a service/supply contract (W15P7T-06-D-E403) for a Decision Lens annual license under a GSA Omni-Bus Contract through PEO C3T MilTech Solutions Office. The Period of Performance (PoP) was 15 Sep 2015 to 14 Sep 2016 and the amount of the award was for $231,108.73.

2. PAR-D acquired a firm fixed price order (W52P1J-15-D-0007 2A01) under the CHESS

ITES-SW multiple-award IDIQ contract using brand name specifications for Decision Lens software annual licenses. The award, with a PoP of 10 March 2017 to 9 March 2018, was for a 12-month base year requirement in the amount of $170,260.69. Option Years 1 and 2 were not executed because PAR-D, after the PoP ended, would be rolled into the Decision Lens Solution Enterprise delivery order executed in September 2017.

3. The Decision Lens Solution Enterprise firm fixed price order (W52P1J-15-D-0007

2A02) was procured under the CHESS ITES-SW multiple-award IDIQ contract using brand name specifications and awarded in September 2017. This award supplied all subordinate TRADOC organizations with annual licenses under one Enterprise contract.

The Decision Lens Solution Enterprise was able to combine said organizations while providing software capability to over 100 TRADOC staff elements and unlimited access to users throughout all TRADOC organizations for an annual cost of $2,036,406.00.

The award also included online training and training at their university location (approx.

$5K per license). The award was for a base period and an executed option year ending in 14 Sep2019.
