Rather the higher than routine intellectual capital of the target area or topic of study, area of interest, or special skill and their ability to obtain specific information as relates to technology, culture, historical, social, political, and social economic infrastructure to assimilate cause and effect; cost drivers, trigger points, and indicators of action for a wide area of action in the related geographical or topic target area.
