About this file
This is a Questions and Answers document for federal contract W911RZ-26-Q-A016 addressing contractor inquiries regarding battery replacement operations at a communication node facility.
The document clarifies four key contractual responsibilities and constraints. The Government will provide emergency power backup for the 48V DC system throughout all replacement operations, eliminating the need for contractors to supply a transition battery string or DC Power Plant for testing purposes. Contractors are responsible for all procurement, storage, and transport of batteries and associated materials to the site, with no Government-provided shipping address or storage facility available. Contractors must conduct thorough visual inspections of all new battery cells for damage prior to installation. Additionally, attachment of hoists or lifting mechanisms to roof framing above drop ceilings is strictly prohibited due to structural limitations; the facility structure is not designed to support additional point loads, and such attempts could cause significant structural damage.
