Questions received in response to solicitation
W911RZ-25-Q-A038
RNEC Executive Training and Coaching Amendment 1
1. Other Direct Costs (ODC) and Travel The PWS references "Contractor Travel" and "Other Direct Costs" as reserved, but does not specify whether travel costs will be reimbursed separately. Q1. Will the Government allow inclusion of an ODC line item in the price table to account for potential travel and lodging expenses? Q2. If not, should travel costs be assumed to be fully covered under the firm-fixed-price CLINs?
Answer: Travel costs should be assumed to be fully covered under the firm fixed price CLIN. This is correct the price of the trainers travel should be included in the overall cost.
2. Preferred Number of Coach Trainers
The PWS specifies six on-site workshops for 23 participants but does not state a preferred trainer-to-participant ratio. Q3. Does the Government have a preferred or maximum number of coach trainers for the group workshops? Q4. Would the Government allow us to propose multiple trainers to ensure optimal facilitation?
Answer: There will be one trainer for the group of 23 and that same person should conduct the one-on-one interviews. For continuity, we request there be one trainer only for the group training and one-on-one sessions.
3. Training Module Duration and Allocation The PWS identifies six group workshops, each planned as 3-hour sessions, but we seek confirmation on flexibility: Q5. Can the Government confirm whether each 3-hour session is expected to be delivered in a single day, or is there flexibility to spread content over multiple days if needed? Q6. For planning purposes, does the Government expect exactly three instructional hours per module, or can we propose slightly extended sessions if it improves instructional quality?
Answer: Yes each three-hour session of training should occur on the same day followed by the individual one-on-one sessions, these may spill over on the following day if needed. If a session needs to extend longer there is flexibility for that within reason.
4. Page 18, part 1, 1.1- The solicitation states the contractor shall provide facilities. On page 20, 1.6.5, it states the work will be performed at the RNEC. Is the contractor responsible for securing facilities for these trainings?
Answer: Training will be held at the RNEC. The service provider is not required to provide a facility but must be able to access Fort Carson.
5. Page 18, Part 1, 1.1-Are these services being delivered currently by an incumbent provider?
Answer: This is a new contract. Other members of the team have received this training.
6. Page 18, Part 1, 1.3-Which portions of the solution are appropriate to be delivered in-person vs. virtually?
Answer: It is preferred that all portions of the training and individual one-on-one sessions be held in person. The only flexibility would that be if an RNEC employee is on leave or out sick then the one-on-one session could be held virtually.
7. Page 19, Group Training Workshops-Please confirm the desired solution is the intact team version of The Five Behaviors.
Answer: The desired solution is located in PWS para 1.4 Scope, with is The Five Behaviors of a Cohesive Team and the Success Audit.
8. Page 33, Addendum to Evaluation, 1 Technical Acceptability-Is a technical proposal required or is this a request for quote only as stated on page 32, addendum to 52.212-1 Instructions to Offerors? If a technical proposal is required, are there any formatting requirements such as page limit, required font, etc.?
Answer: No technical proposal is required. This is being issued as a request for quote. Technical acceptability refers to the evaluation factor. A quote will be found technically acceptable when the contractor’s quote demonstrates the ability and understanding of performing the requirements of the PWS. Please see addendum to evolution factors 52.212-2.
9. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
Answer: This is a new contract.
10. The contractor is responsible for transportation expenses. Does this requirement pertain solely to costs such as airfare, lodge and ground transportation to and from Fort Carson, or does it also obligate the contractor to provide additional transportation for personnel participating in the training?
Answer: Travel costs should be assumed to be fully covered under the firm fixed price CLIN.
11. In reference to the requirement to utilize the 5 Behaviors of a Cohesive Team, is the contractor expected to develop a curriculum, or does RNEC/Fort Carson have an established framework that the contractor will be required to facilitate and instruct?
Answer: This is an established, branded curriculum. Contractors are authorized as Five Behaviors of a Cohesive Team® Partner and Everything DiSC® Partners.
12. Can you confirm whether all six individual coaching sessions must be conducted in person, or will virtual sessions be acceptable under extenuating circumstances beyond illness/leave (e.g., TDY, deployments)?
Answer: This is an established, branded curriculum. Contractors are authorized as Five Behaviors of a Cohesive Team® Partner and Everything DiSC® Partners.
13. Will the Government provide space/facilities for individual coaching sessions, or should the contractor plan to secure them?
Answer: Training will be held at the RNEC. The service provider is not required to provide a facility but must be able to access Fort Carson.
14. The PWS references '23 participants.' Is this number fixed, or should we plan for potential turnover or replacement participants?
Answer: This is a fixed number.
15. PWS specifies the 'Success Audit' and DiSC behavioral assessment. Are these proprietary to a particular vendor, or may equivalent validated tools be proposed?
Answer: This is an established, branded curriculum. Contractors are authorized as Five Behaviors of a Cohesive Team® Partner and Everything DiSC® Partners.
16. Will the Government purchase the DiSC/Success Audit assessments directly, or should costs be included in the contractor’s pricing?
Answer: This should be included in the contractor’s pricing.
17. For the monthly progress reports, is there a preferred format or template (e.g., narrative summary, data table, or both)?
Answer: A narrative summary (Executive level) is good for the monthly.
18. What level of detail is expected in the 'Final Project Report'? (e.g., individual participant progress, aggregate team outcomes, or recommendations for future training?)
Answer: The final is a summation of the 6 month engagement and a comprehensive review of the initial and final team outcome.
19. Are workshop evaluation forms to be created by the vendor or will the Government provide a standard template?
Answer: This should be developed by the vendor providing the training. There is no standard template from the government.
20. The period of performance runs from September 30, 2025 – February 28, 2026. Are the six-monthly workshops intended to occur exactly once per month (e.g., Sept–Feb) or can the delivery schedule be condensed/expanded as needed?
Answer: The six-monthly workshops are intended to occur exactly once per month, for 6 months. This is not permitted to be condensed.
21. Should the contractor assume that all workshops will occur during normal duty hours (0800–1700), or is flexibility required for early morning/evening sessions?
Answer: As stated in the PWS (Performance Work Statement) section 1.6.4, hours of operation are 0700 -1700 Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons.
22. Will the Government coordinate participant schedules for individual coaching or is the contractor responsible for scheduling all 138 sessions?
Answer: The Government coordinate participant schedules for individual coaching as well as coordination with the trainer.
23. Will contractors need base access at Fort Carson to deliver training? If so, will visitor passes be arranged by the Government, or is the contractor responsible for coordination?
Answer: Access to Fort Carson will be required. Please see the attachment and the section titled, “Access to Fort Carson.” This contains access requirements and instructions.
24. Will breakout rooms and AV equipment (projector, screen, laptop hookups) be provided by the Government for group workshops, or should the contractor plan to bring these?
Answer: Breakout rooms and AV equipment (projector, screen, laptop hookups) will be provided by the Government for group workshops.
25. How will success be evaluated—through participant satisfaction, improved DiSC/Success Audit scores, or demonstration of team commitment statements?
