Contractor will perform all deforming, packaging and loading of brass for delivery. The Government retains the rights to the recycled materials and any proceeds from the sales of these materials. The contractor’s compensation shall be limited to the monthly payments specified in the Schedule. General tasks will also include the following:

This support will be conducted during the course of normal daily activities.

Maintenance - Work includes operator-level maintenance such as checking fluids, belts, tires, etc. and will be conducted prior to operating any government equipment. Vehicle service and maintenance above operator level will be scheduled and conducted by Fort Carson’s base operations contractor personnel.

Monitoring - Work includes field surveys or investigations to determine best practices for increasing recycling rates. These will be conducted during the normal pick-up schedules to increase efficiency and create more recycling opportunities for the customers.

Administration - Work requires answering phone, checking phone messages, and responding to customer requests and complaints. All requests and complaints will be resolved the same day if possible and no later than 24 hours after initial contact.

The contractor shall inform the COR about any areas that are continually a problem – i.e. trash on the ground, vehicles blocking container, etc.

Recycle Program Background. Consistent with its strong commitment to sustainability, Fort Carson would like to reduce the volume of landfill disposal and increase diversion rates over the length of this contract by diverting more and more of the waste stream and decreasing landfill bound material While Fort Carson realizes that many products consumed/used today does not allow diversion, the Government would like to increase the percentages of recyclable materials. The Government acknowledges that the gross tons of landfill bound trash will vary annually, as such the Government's expectation is that the contractor shall divert a minimum of 4% of recyclable materials found in the landfill trash each year.

Objectives: The contractor shall provide recycle program support to the Fort Carson, Directorate of Public Works, O&M Division.

Qualifications: Contractor employees shall meet the following criteria:

Have a general knowledge of solid waste and recyclable collection techniques.
Be familiar with military structure and operational procedures.

Possess the skills necessary to perform recyclable collections.

Have necessary licenses to operate vehicles and equipment used for recycle efforts.

Requirements: The contractor is an independent contractor and not an agent of the Government and shall provide support to the recycle programs specified in this PWS.

Service Issues: Contractor shall notify the COR when any conditions prohibit services to be performed.

Recycle Operations Support: The contractor shall assist with the receipt and shipment preparation of recyclable items including: paper, cardboard, glass, metals, wood, plastics, brass and other recyclable materials and set up and operate various government-owned machines and equipment such as but not limited to compactors, balers, power sprayers and brass deformer.

As a regularly scheduled service, the contractor shall check and empty recycle dumpster containers. These dumpsters vary in size between six and eight cubic yards, with roll-off containers size between 10 and 40 cubic yards. The contractor shall empty containers before the capacity is 95-100% full. This includes roll-offs provided by outside vendors in support of the Recycle program.
The contractor shall collect all materials to be delivered to local recycle vendors as directed by the Government when a compaction truck or roll-off container is full. Original weigh tickets for all material delivered will be collected by the Contractor and given to the Government by 0800 the following day. The Government will collect any payment for delivered materials.

The contractor shall process and transport recycle materials as required. Some materials are hauled directly to a vendor of the Government’s choice as the front load truck or roll-off container reaches capacity. Some materials must be delivered to the Fort Carson DLA Disposal Services Office as Government property for sale. Some materials must be baled/boxed and stored until shipment, and others must be palletized and shrink wrapped. The contractor shall load materials purchased by vendors outside the Colorado Springs area on trailers for shipment by carriers hired by the vendors purchasing the material. Cardboard, paper, aluminum/tin cans and plastics may be baled and stored by the contractor until 40,000 pounds of material is collected or may be transported by the contractor directly to a local vendor when a truck or container reaches capacity, as directed by the Government.

Scrap metal roll-offs will be inspected by the Government prior to transport. DD form 1348-1A must be stamped by the vendor upon receipt and returned by the contractor to the Government.

Toner cartridges and electronics must be palletized and shrink wrapped by the contractor. The Government will sell toner cartridges when a minimum of two pallets and electronics when a minimum of six pallets are ready for shipment.

The contractor shall collect various recycle commodities in all Government- owned facilities identified in TE 02B. This task includes replacing full rolling plastic containers with empty rolling plastic containers which vary between 35 gallons to 125 gallons. These containers shall be emptied by the contractor on each visit regardless of product quantity. Collection of empty toner cartridges shall also be performed by the contractor during this operation. The contractor shall service central recycle point centers in facilities. These recycle centers utilize non-rolling containers that have plastic trash can liners installed. After emptying these recycling containers, the contractor shall install new plastic liners. These containers shall be emptied by the contractor on each visit regardless of product quantity.
