About this file
This document contains a solicitation for role players to support a mission readiness exercise at Fort Carson, Colorado. The Army Materiel Command Mission and Installation Contracting Command at Fort Hood is seeking quotations for 75 personnel to serve in roles such as an US Embassy Team, Battalion Advisor Team, Company Advisor Team, and Maneuver Advisor Team from July 11-28, 2022. The requirement is set aside entirely for small businesses with a size standard of $14.5 million. Quotations are due by June 13, 2022 and the contracting officer intends to make an award without discussions. The solicitation includes answers to questions received to clarify details such as lodging and transportation being the responsibility of the contractor and the inability to substitute personnel who do not meet the experience requirements specified in the performance work statement.

Question and Answers for W911RZ-22-Q-0034 4SFAB Role Player
1. What is the award selection criteria? BEST VALUE TRADE OFF? LPTA? Or other?
- Best value
2. Is any government provided lodging available for the 75 SME role players? Or is that all to be provided by the contractor and contractor expense?
- Lodging will be provided by the contractor at the contractor's expense. The unit and installation do not have the barracks space to accommodate 75 role players.
3. Will the government provide any vehicles for movement of the 75 role players? Or will this all have to be done by contractor provided rental cars?
- Paragraph 1.6.6 within the PWS it states, " The cost of travel to, from, and in-and-around Fort Carson, CO must be included in the proposal." The contractor will provide rental cars - if possible by carpool.
4. In order to create more equality and fairness in the pricing and bidding process, would the government consider creating a Travel Plug for all travel ODCs to include airfares, vehicles, POV mileage, lodging, and per diem? This would be an ODC plug amount as a separate CLIN used by all of the bidders and would be expend and by the government only as used by the contractor. The CLIN 0001 would then be only for the labor/wage and supplies portion of the contract support.
- No Travel Plug CLIN
5. Given the very specific skill and experience requirements in the PWS for the 75 SME role players, will the government accept substitutions of any of the required experience levels and skill sets in the PWS with that of other retired/former Army personnel with similar levels of experience in related or unrelated Army or other Service specialties?
- We will not accept substitutions for embassy role players; however, contractors should submit proposals that meet the proposed criteria as much as possible even if requirements are not met exactly.
6. Can the Balkans or Baltics experience requirement of the three Embassy SMEs be waived with government approval?
- No, the scenario is within the EUCOM area of operations and we want personnel who have experience and knowledge within this area.
