About this file

This is a FAR Part 6 Justification and Approval document for other than full and open competition related to Fort Carson Base Operations and Maintenance Support Services (Control No. 2026-4).

The Directorate of Public Works at Fort Carson, Colorado, seeks approval to award a 60-day contract extension to the incumbent contractor, T&H Services LLC (CAGE code 745J0), to extend Base Operations and Maintenance Support Services through 27 November 2026. The contract covers a broad range of non-personal base operations and maintenance services including grounds maintenance, facility repairs, electrical and mechanical systems, locksmith services, natural gas distribution, wastewater treatment, vehicle wash, water systems, and general interior/exterior work at Fort Carson and Pinon Canyon Maneuver Site. The extension is being pursued under the "only one responsible source" authority (10 U.S.C. 3204(a)(1)) due to a Government Accountability Office protest of the competitive follow-on award (W5168W26CA008) issued on 29 May 2026. A stop-work order was triggered by a Competition in Contracting Act stay, with GAO protests having a statutory 100-day resolution limit through 28 September 2026. This 60-day extension represents the minimum time needed to execute corrective actions and complete the transition to a new contractor. The incumbent contractor is the only source capable of maintaining continuity of mission-critical services during the transition period, as alternative contractors cannot mobilize within the required timeframe without creating unacceptable service gaps that would jeopardize life, health, and safety operations. Market research conducted on 13 May 2026 confirmed no other contractor could meet the short-term acquisition requirements. The contract will be funded using Operations and Maintenance funds, with the period of performance spanning 28 September 2026 through 27 November 2026.
