QUESTIONS AND ANSWERS
Questions and Answers Propane
W911RZ‐16‐T‐0061
Additional Questions:
Question: Tank gauges and tank monitors are different. I am asking about is a separate device as described below.
Government Response: The Government does not understand the comment/question.
QUESTION: Delivery tickets could be hand delivered after deliveries are completed, but the invoices would be mailed. Is this acceptable?
Government Response: The delivery tickets are hand delivered to the POC for this contract (will be identified in the award document). The only way that invoices are submitted is through Wide Area Work Flow or through the voluntary Supplier Self‐Services (SUS) System See DFARS 252.232‐7003.
3. Price Evaluation:
(b) As part of the price evaluation, the Government will evaluate its option to extend services (see Far Clause 52.217‐8) by adding one‐half of the offeror's final option period price to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the base period, first option, second option, third option, and fourth option. Offerors are required to price the base, four options, and the potential one‐half year extension of services period.
QUESTIONS: Can you explain this section in more detail?
Also, what do half years mean as I only see full years listed?
Government Response: The Government will evaluate the base year price, all four option year prices, as well as six (6) months of the 4th option period for all offerors. This is necessary in the event that the Government exercises FAR 52.217‐8, prices must have been evaluated at receipt of quotes. Contractors shall provide pricing as stated above. Half year refers to six months out of one year.
QUESTION: Can we charge for tank repairs on Government owned equipment to include parts and labor?
Government Response: No. Tank repairs are covered under another contract.
Question: On the TECHNICAL EXHIBIT OF LOCATIONS, which sites are located at Fort Carson and which ones are at Pinon Canyon?
Government Response: They are noted by PCMS in the “Location” field of the Technical Exhibit.
Question: What is the annual gallon breakdown of each building or range?
Government Response: This information is not available. Historical data providing number of gallons per year (all tanks) has been added to the solicitation.
Question: Can tank monitors be installed on tanks that our local distribution team deems necessary for deliveries?
The monitors are remote, wireless tank level monitoring devices.
Government Response: The Government has identified its minimum requirement and will award on Lowest Price Technically Acceptable (LPTA). Any monitoring devices that may be installed at the Contractor’s expense, cannot damage, modify (no holes) or alter the current condition of the tank.
Question: Are all of the tanks government‐owned, contractor‐owned or a combination thereof?
Answer: All tanks are government owned.
Question: How many tanks are there on Fort Carson?
Answer: Fort Carson: 70 Tanks; Pinon Canyon Maneuver Site (PCMS): 13 Tanks
Question: Do you have a count by size and quantity, and location?
Answer: Yes; See Statement of Work and Technical Exhibit of Locations

Question: Does the price have to remain fixed for the entire first year of the contract?
Answer: Yes
Question: Do all the tanks at Fort Collins and Pinon Canyon have tank monitoring systems?
Answer: All tanks have a gauge on them to monitor gallons in the tank. Location is Fort Carson, not Fort Collins.
Question: How often is the current filling taking place?
