1st Infantry Division (1ID) Health and Fitness (H2F) Ft. Riley.
W911RX26QA075
THIS SOURCES SOUGHT NOTICE IS LIMITED TO POLAR H10 HEART RATE SENSOR
(BLACK) AND POLAR OH10x (BLACK) PURCHASE TO BE COMPLETED AT FORT RILEY, KANSAS. RESPONSES TO THIS REQUEST FOR INFORMATION (RFI) ARE NOT
CONSIDERED OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM
A BINDING CONTRACT. HISTORICALLY THIS WAS AN SOLE SOURCE AWARD.
The Mission and Installation Contracting Command – Fort Riley (MICC-FT Riley) currently intends to award a contract on a Brand Name Only, Total Small Business set aside basis and is seeking vendors that may be able to deliver the Brand Name Only services to support a competitive procurement. Accordingly, the MICC-FT Riley highly encourages all interested businesses (large and small) to respond to this source sought notice. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the Brand Name Only requirements at a fair market price.
This sources sought synopsis serves as a means to conduct market research to identify active stakeholders having interest in and the resources to support this requirement for Polar H10 Heart Rate Sensor (Black) and Polar OH1x (Black) and all associated labor, materials, equipment, and supervision to install as indicated in the Technical Specification Sheet. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 339920, Sporting and Athletic Goods Manufacturing. This industry comprises establishments primarily in manufacturing commercial and service industry machinery, such as optical instruments and lenses (except ophthalmic), photographic and photocopying equipment, automatic vending machinery, commercial laundry and drycleaning machinery, office machinery, automotive maintenance equipment (except mechanics' hand tools), and commercial-type cooking equipment. The small business size-standard for this NAICS code is 750 employees.
THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is strictly voluntary; the government assumes no financial obligation for any costs incurred and no submittals will be returned to the responder. Not responding to this notice does not preclude participation in any future Request for Quote (RFQ), Invitation for Bid (IFB) or Request for Proposal (RFP), if any are issued. If a solicitation is released, it will be published on SAM.gov. It is the responsibility of potential offerors to monitor SAM.gov for additional information pertaining to this requirement.
Please review your organization’s NAICS code to determine whether your agency is primarily engaged in activities under NAICS 339920, Sporting and Athletic Goods Manufacturing.
This requirement will be set-aside as a Brand Name Only, 100% Total Small Business the authority of Revolutionary FAR Overhaul (RFO) FAR Part 12.102 and RFO FAR
19.104. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
Technical Salient Characteristics & Required Brand Name Items Interested vendors must demonstrate the capability to supply the exact brand name items, or items matching these strict configurations, the heart rate telemetry system must meet the following performance criteria specified below:
• Telemetry Equipment Requirements:
• Acquisition of twelve (12) Polar H10 Heart Rate Sensors (chest-strap monitors) and two (2) Polar Verity Sense Optical Heart Rate Sensors (the direct, modernized commercial replacement for the legacy, discontinued Polar OH1x model).
• Alternative Brands Mitigation:
• Utilizing alternative brands or lower-tier, non-vetted fitness trackers is unacceptable due to increased risks of telemetry data latency, unstable connectivity, and degraded heart rate tracking accuracy, which directly compromises the scientific validity of H2F performance metrics.
• Alternative brands will not natively sync with our existing Polar software infrastructure and utilizing mixed-brand monitors will introduce flawed biometric tracking, which could compromise Soldier safety if testing during high-exertion training and invalidating the data collection.
• Sizing Inclusivity Standards:
• To ensure complete training inclusivity across the unit's diverse troop demographics, the heart rate monitor chest straps must utilize size M-XXL to remain physically usable for all participating Soldiers.
• Technical Compliance Baselines:
• The telemetry equipment must meet strict technical compliance baselines, specifically maintaining dual-band Bluetooth/ANT+ broadcasting capabilities and manufacturer-certified water resistance to enable multi-platform integration and support cross-functional aquatic training and extreme training that can occur at high altitude and in severe weather conditions.
• Baseline Product Selection:
• The Polar H10 chest straps and Polar Verity Sense optical sensors represent the only commercial systems capable of meeting the unit's comprehensive performance, durability, and connectivity criteria.
• ECG Heart Rate Monitoring:
• Provide laboratory-grade heart rate and heart rate variability (HRV) data using electrical ECG measurement technology via a chest strap (Polar H10) during dynamic military training.
• Dual-Band Wireless Connectivity:
• Feature simultaneous dual Bluetooth Low Energy (BLE) and ANT+ connectivity to broadcast real-time telemetry to multiple devices concurrently, such as smartwatches, gym equipment, and training tablets.
• Built-In Session Memory:
• Include integrated internal memory capable of recording and storing training sessions locally, allowing Soldiers to train without being tethered to a nearby mobile device.
• Versatile Wearing Options:
• Feature a high-quality optical heart rate tracking array (Polar Verity Sense/OH1x) that can be worn comfortably on the arm, temple (attached to swimming goggles), or close to the skin.
• Aquatic-Ready Water Resistance:
• Maintain water resistance up to 30 meters (WR30) for the Polar H10 and up to 50 meters (WR50) for the Polar Verity Sense to support aquatic training environments.
• High Commercial Durability & Battery Life:
• Offer up to 400 hours of battery life on a user-replaceable CR2025 battery for chest straps, and up to 30 hours of continuous training time per charge for optical sensors.
