About this file
This is a Statement of Work for the Fort Riley SIT and SAT Wireless Conversion Upgrade project. The contractor is required to conduct wireless conversion for 99 targets total: 72 Stationary Infantry Targets (SITs) and 27 Stationary Armor Targets (SATs). All work must be performed on site at Fort Riley.
The contractor must execute five primary tasks: (1) conduct comprehensive functional inspections of all 99 targets to identify and document pre-existing mechanical or electrical failures, providing one manlift and XFS Global supplies for full maintenance checks; (2) remove components unnecessary for the wireless upgrade and install government-specified command-and-control boards, wiring kits, RF modules, and antennas for wireless operation, while inspecting shelter structural integrity; (3) perform preventative maintenance on all mechanical components including cleaning, lubrication, and adjustment, and inspect all entry access points (personnel doors, roll-up doors, full-width doors); (4) conduct full local functionality tests on each retrofitted target to verify proper operation of lifter mechanisms (expose and conceal), hit detection, limit switch detection, and electrical components (lighting, switches, connections), with the customer responsible for providing appropriate electrical power; and (5) perform final comprehensive functionality testing of all 99 converted targets using the TRACR system to verify seamless wireless command and control and full operational status, including inspection of all cables for wear, pinching, fraying, or damage.

FORT RILEY –SIT AND SAT WIRLESS CONVERISION UPRGRADE STATEMENT OF WORK
Conduct wireless conversion for a total of 99 targets (72 Stationary Infantry Targets (SITs) and 27 Stationary Armor Targets (SATs).
Perform the following tasks on site:
• Conduct a comprehensive functional inspection of each of the 99 targets (72 SITs and 27 SATs) to identify and document any pre-existing mechanical or electrical failures. Provide all material/fabric handling equipment consisting of one (1) manlift and XFS Global supplies required to conduct a full maintenance check.
• For each target, remove all components rendered unnecessary by the wireless upgrade. Install the government-specified command-and-control board, wiring kit, RF module, and antenna to enable wireless operation. Inspect shelter for overall structural integrity and condition.
• Perform preventative maintenance on all mechanical components of each target, including cleaning, lubrication, and adjustment. Inspect all entry access points to proper operating standards (personnel doors, roll-up doors, full-width doors, etc.).
• Conduct a full, local functionality test on each retrofitted target. This test must verify the proper operation of the lifter mechanism (expose and conceal), hit detection, and limit switch detection Inspect all electrical components (lighting, switches, electrical connections, etc.) Note: the customer is responsible for ensuring that there is appropriate electrical power to properly inspect and adjust electrical system and components, to include winches.
• Perform a final, comprehensive functionality test of all 99 converted targets using the TRACR system to ensure seamless wireless command and control and verify full operational status. Inspect all cables for signs of wear, pinching, fraying, or damage.
