About this file

This is a Standard Form 30 amendment to a Request for Quote (RFQ) issued by the 928th Military Intelligence Command Center (MICC) Contracting Battalion, Mission Support Division, in support of 3-1 Attack Helicopter Battalion, 1st Combat Aviation Brigade, 1st Infantry Division. Amendment 0001 was effective February 26, 2026, and modifies solicitation W911RX26QA006 dated December 22, 2025.

The procurement seeks repair and service for four Unitron Auxiliary Power Generation Units (AGPU), as detailed in the Performance Work Statement. The solicitation is conducted under FAR Parts 12 and 13 for commercial items using a best value selection process. Key changes include: response due date extended from January 14, 2026 to March 5, 2026; response due time changed from 1:00 PM to 11:00 AM Central Standard Time; size standard threshold of $40,000,000; and 100 percent small business set-aside. Quotes must be submitted via email to the Contracting Officer (Christopher Richie) and two Contracting Specialists (Tiffany White and Cory Graham). The Government intends to award a firm-fixed-price contract based on evaluation of three factors: price (with reasonableness analysis), schedule (completion within required timeframe), and past performance (verified through CPARS and SAM). The contract is structured into three Contract Line Item Numbers (CLINs), with CLIN 2 (shipping and delivery) optional, allowing vendors to specify whether work will be performed at vendor facilities or government property. Awards are not guaranteed, and the Government reserves the right to award one or multiple contracts without discussions, though discussions may be conducted if necessary. NAICS code 488190 applies (Other Support Activities for Air Transportation); PSC code J061.

Additional Information/Notes

The following clauses were modified:

52.212-2Evaluation-Commercial Products and Commercial Services.Nov 2021 hereby reads as follows:

Evaluation-Commercial Products and Commercial Services (Nov 2021)

(1) This acquisition will be conducted in accordance with FAR Part 12 Acquisition of Commercial Items, and FAR Part 13 Simplified Acquisition Procedures, and as supplemented by Agency procedures using the Best Value selection process. The Government intends to award a contract which is most advantageous to the Government (or best value to the Government) after evaluation of price and other than price related factors. Award will be made to the best valued offer that meets or exceeds all the minimum mandatory criteria in the solicitation. The United States Government reserves the right to award one or multiple contracts from this solicitation. If multiple awards are required the order of vendors will be based from the below listed evaluation factor.

(2) The Contracting Officer will make the selection decision ONLY on the basis of best value that meets all the requirements outlined in the Purchase Description.

(3) The U.S. Government intends to evaluate quotes and award a contract without discussions. However, the Government reserves the right to hold discussions if the Government deems them necessary. It should be noted, there is no obligation on the part of the Government to make an award to any offeror in response to this RFQ.

W911RX26QA0060001

Factors to be evaluated:

Factor 1: PRICE

i. The price structure will consist of the quantity multiplied by the unit price equaling to total line cost. An assessment of the reasonableness of each proposed price will be made. The Contracting Officer (KO) will perform a price analysis of each offer found to be acceptable.

ii. The price analysis is the processing of examining an evaluating the proposed price to determine if it's fair and reasonable, without evaluating the separate cost elements and proposed profit. The KO may use various techniques and procedures to ensure a fair and reasonable price. Examples are listed below but are not all-inclusive. The first two techniques are the preferred techniques. However, if the KO determines information on competitive proposed prices or previous contract prices are not available, or is insufficient to determine the price to be fair and reasonable, the KO may use techniques as appropriate to the circumstances applicable to this acquisition.

1. Comparison of proposed prices received in response to the solicitation normally satisfies the requirement for adequate price competition and establishes price reasonableness.

2. Comparison of previously proposed prices and previous Government contract prices with the currently proposed prices for the same or similar items. However, both the validity of the comparison and the reasonableness of the previous price must be established.

3. Published price lists

4. Independent Government Estimates (IGE)

Factor 2: Scheduled

The offerors quote shall be evaluated on the time line provided for the Service and that it is completed within the governments required time line.

Factor 3: Past Performance

All vendors who submit a quote will have past performance records checked in CPARS and SAM as a determination if the vendor meets required qualifications and responsibility to conduct government business.
