About this file

This is a Memorandum for Record documenting a sole-source procurement justification for limiting competition at or below the Simplified Acquisition Threshold.

Irwin Army Community Hospital (IACH) at Fort Riley, Kansas, through MICC - Riley, is procuring nurse call paging system updates from Hill-Rom Inc. (1069 State Road 46 E, Batesville, Indiana 47006) via fixed-price purchase order using FY26 Operations & Maintenance, Army (OMA) funds. The contractor must provide all labor, materials, equipment, and supervision to install, update, program, and verify functionality of 164 existing nurse call boards in compliance with industry standards. Deliverables include updating nurse call server systems to the latest versions, working with new nurse call control boards, submitting updated master system drawings, commissioning the new system, testing all alert buttons and functions, documenting each board's functionality, and ensuring devices ring back to correct master station areas within IACH with hospital staff present during commissioning. The period of performance is estimated from September 28, 2026 through September 27, 2027. The justification is based on FAR 12.201-1 for commercial acquisitions at or below the simplified acquisition threshold. The memorandum cites that Hill-Rom Inc. holds proprietary rights to the Voalte Nurse Call System currently installed at IACH, does not authorize third-party vendors or training, and is the only original equipment manufacturer certified to maintain the system, making it essential for patient care and safety. A Sources Sought Notice was published on SAM.gov from July 22, 2026 through August 5, 2026 with no vendor responses indicating capability to complete the work. Market research confirmed other vendors exist but cannot replace the system without complete removal and installation of a new system, which is fiscally and operationally disadvantageous. The Contracting Officer determined the anticipated cost is fair and reasonable based on historical data and approved the sole-source justification.
