About this file
This is a Statement of Work (SOW) issued by the Department of the Army for Project No. W911RX25QA014 covering the procurement of M1087 inflatable decoys and associated equipment for delivery to Fort Riley, KS. The SOW specifies requirements for 4 M1087 Expansible Van inflatable decoys in solid tan or green color at 1:1 scale, constructed of PVC with foil/fabric underlayment and vinyl skin exterior, along with 8 inflation blowers (1.5hp 110v/240v) and 48 metal anchoring stakes.
Additional requirements include 4 diesel generators (5000W with 20-gallon fuel tanks providing 48-hour runtime at 50% load) and 4 transit cases with handles configured for weight distribution under 50lbs each. The decoys must maintain position in 50mph winds, operate in temperatures from -20°C to 50°C, and deploy in under 45 minutes. The contractor must deliver all equipment to Ghost Team at the Training Support Center at Fort Riley and provide setup instructions, training, and necessary maintenance services. The SOW also details installation access requirements, working hours (0730-1700 Monday-Friday), and security protocols that contractors must follow while on base.
