W911RX-19-B-0008 (Bidding June 5th, 2019)
Huebner Road, Estes Road, and Ogden ACP Mill & Overlay
Ft. Riley, Kansas
1. Reference Project Solicitation: The solicitation does not include any specifications for Hot Mix Asphalt?
Are we to assume all of the asphalt work will be covered by KDOT section 611 HMA Commercial Grade requirements? Yes use KDOT spec 611.
2. Reference Project Solicitation: The Ogden ACP work includes a seal coat of existing asphalt pavement & shoulders. The solicitation does not include any specifications for a seal coat. If we are to assume KDOT requirements, which specification section? Use KDOT Spec 608 Chip Seal with EMULSIFIED ASPHALT (CRS-1HP) (SEAL) and COVER MATERIAL (CM-L-2)
3. Reference Section 01 45 00, paragraph 1.2.1 CQC System Manger: The specification requires the CQC Manager be an individual “within its organization”. Under project Trooper Road Phase II, the prime contractor was allowed to subcontract out the CQC Manager to Kaw Valley Engineering. Will the government allow the prime contractor to subcontract out the CQC Manger of this project to a qualified engineering firm? Yes
4. Reference Section 01 11 00 Summary of Work, paragraph 1.1 Scope: Given the description of the boundaries for night operations, will the contractor be allowed to complete Estes Road’s aggregate shoulder work and concrete approaches during daylight hours? Same question for Ogden’s seal coat work? Yes, must not impede traffic on Estes Rd. or Huebner Rd.
5. Reference plan sheet 01 (Grant Ave ACP): The concrete repairs along Grant Ave (Sta 59+67 to 65+40) fall within the boundaries of night work. How is the contractor to handle cure time on the concrete pavement patch after the removal of the active barrier? Will allow to placement of a drop lane to complete concrete work. Use KDOT Std. sht. TE744
6. Reference plan sheet 04 (Grant Ave ACP): Unless they are deleted from the project, we recommend the asphalt humps be recessed into the existing pavement by milling down 2”. See attached detail. All speed humps have been removed from the project.
7. Could you please clarify what exactly you are looking for in way of the shoulder seal coat on the Ogden ACP portion of the project? Chip Seal
EMULSIFIED ASPHALT (CRS-1HP) (SEAL)
COVER MATERIAL (CM-L-2)
