DEPARTMENT OF THE ARMY

MISSION INSTALLATION CONTRACTING COMMAND

1792, 12TH STREET

FORT RILEY, KS 66442

CCMI-CHD-RL 30 April 2018

MEMORANDUM FOR RECORD

SUBJECT: Brand Name Only Determination

1. PURPOSE: The purpose of this memorandum is to justify a brand name only procurement.

2. AGENCY: Mission and Installation Contracting Command – Fort Riley, KS 66442

3. DESCRIPTION OF ACTION:

NATURE: New Requirement

Follow-On Requirement Mod to Existing Purchase Order/Contract Number

4. DESCRPTION OF SUPPLIES/ SERVICES: BACKGROUND:

a. This procurement action is to purchase and install sixty (60) tower drawers to augment the current furniture in BLDG 301 on Fort Riley, KS.

b. The total estimated dollar value for the proposed action is $41,371.2

c. The office is conducting a limited sources request for procurement of Knoll workstations from: Authorized Knoll Dealers.

5. AUTHORITY: In accordance with FAR 13.106-1(b) For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

6. REASON FOR CITED AUTHORITY: The current workstations in the building is Knoll, which comes with a lifetime warranty and must be installed and reconfigured by a Knoll authorized dealer. Due to a requirement to update furniture it is more cost effective to augment furniture with compatible additions in lieu of replacing entire furniture sets. The current products have a lifetime warranty which would be voided if reconfigured by a source outside of Knoll Inc.

7. ACTIONS TO INCREASE COMPETITION: An internal evaluation of other manufactures was made and it was determined that this authorized dealer and product fit and finish best met our needs. Installation of the brand name furniture was issued in a solicitation to increase completion amongst small business.

8. MARKET RESEARCH: Market research was performed on our previous purchase orders for furniture. The selection process entailed a solicitation and competitive evaluation of the other authorized dealers to determine the best value for the government.

9. PROCUREMENT HISTORY:

PREVIOUS PURCHASE ORDERS OR CONTRACTS: YES NO

PURCHASE ORDER OR CONTRACT NUMBER(s): W911RX-14-F-0023, W911RX-15-F-0018, 0054, 0068, W911RX-16-F-0003, 0004, 0012, W991RX-17-F-1025

ACTION COMPETED: YES NO

REASON NOT COMPETED: N/A

10. ADDITIONAL INFORMATION IN SUPPORT OF DETERMINATION: In the event that a Knoll authorized dealer cannot be utilized for procurement the agency will be at a disadvantage when reconfiguring products and re-using products in other offices within the CHRA complex which consist of six buildings with existing Knoll furniture. Lastly, lifetime warranties on current furniture will be voided as a direct result of unauthorized additions/modifications to current furniture.

11. APPROVAL:

I hereby certify that this determination is accurate and complete to the best of my knowledge and belief. Based on the foregoing, I approve this sole source determination subject to availability of funds, and provided that the services and supplies herein described have otherwise been authorized for acquisition.
