Technical Acceptability is defined as completing all requirements and specifications listed in the RFQ.
Specifically, ability to perform the work in the time frame identified in the period of performance info.

The apparent successful, prospective contractor must have acceptable past performance. Government wide Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov shall be considered as part of the past performance evaluation process. Any contractor with past performance less than satisfactory will be rated as ‘unacceptable’. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

If the Offeror does not become registered in the SAM database before the close of the solicitation, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
