About this file

This document is a Questions and Answers file addressing clarifications on a federal solicitation for steel roadwheel blanks at RRAD (Rock Island Arsenal). The Government seeks a definite quantity, firm fixed price contract for 17,510 steel roadwheel blanks to be delivered between 2,000 and 3,000 units per month over a 9-month delivery period. Manufacturing will occur at the contractor's facility, with items shipped to RRAD for inspection and acceptance at the destination. The wheels shall be manufactured up to the point of rubber vulcanization with no additional coatings beyond those applied during manufacturing. Contractors must submit a manufacturer Certificate of Conformance with each shipment and use best commercial industry practice for packing and marking, noting the contract number on shipping documents.

The award will be made without discussion to the offeror presenting the best and lowest responsive offer based on price, technical acceptability, and delivery timeframe. The solicitation includes FAR 52.212-1 (commercial item acquisition) with streamlined procedures; however, the Government may request other than certified cost and pricing data. Drawing 12358464 Rev H and QAP 12358464 Rev K are the current specifications. The contractor bears responsibility for pricing risk related to commodity fluctuations over the contract period. No page limits apply to proposals, and an updated Combined Synopsis solicitation reflecting corrections regarding small business set-aside clauses will be uploaded.

Questions for CO

1. This was moved to a full and open competition, but we see that FAR 52.219-14 and FAR 52.219-33 are still present. Was this in error, or was the intent to apply SBA small business restrictions the same as a set-aside?

Response 1 (R1). Based on offers received the award could be set aside. An updated Combined synopsis solicitation will be uploaded.

2. Under FAR 15.403-1, certified cost and pricing data is not required when price is based on adequate price competition or when the item is commercial. Place of Performance is typically the Contractors’ location in a manufacturing environment, so was this place of performance identified in error or does the Government desire Contractor presence on RRAD facilities?

R6. Manufacturing will occur at the contractor’s facility, and items will be shipped to RRAD where they will be inspected and accepted as stated in the solicitation.

7. Solicitation states that this will be a Firm Fixed Price – requirements contract. As a requirements contract is typically an Indefinite Delivery contract, under FAR 16.503, is the intention for this to be Indefinite Delivery – Requirements or Firm Fixed Price?
