About this file

This document is a Questions and Answers (Q&A) file for Solicitation W911RQ25R0123, covering Storage Tank Testing and Certifications at Red River Army Depot (RRAD) in Texarkana, TX. The solicitation requires API 653 visual and ultrasonic thickness testing for 17 above-ground storage tanks (11 horizontal and 6 vertical), with specific requirements including certified inspector documentation and professional engineer certification. The government intends to award a Firm-Fixed Price (FFP) contract under NAICS code 541330, with key technical specifications including internal inspections only on the 6 vertical tanks, tank availability during inspection, and specific documentation requirements.

The Q&A document clarifies critical operational details such as tank preparation (RRAD will have tanks empty prior to inspection), working hours (typically 6:30 AM to 5 PM, Monday through Thursday), ID badge acquisition (same-day processing), and specific technical requirements. Notably, the solicitation mandates an API 653 certificate, does not require past experience documentation, and has no page count or font size limits for the technical response. Offerors must submit a completed Form 1449 with pricing and the API 653 Certificate as the technical documentation.

W911RQ25R0123 Storage Tank Test and Cert Q&A 7 May

1. We are unable to open the word doc attachment "Combined Synopsis Solicitation". It looks like it is protected or trying to go back to your server to open.

RRAD Answer: An” unlocked version” was posted to SAM.gov on Apr 23, 2025.

1. Will we need to clean/empty the vertical tanks or is the base doing that?

RRAD Answer: RRAD will have the tanks empty prior to your arrival.

1. How many of the vertical tanks are able to be clean/empty at the same time?

RRAD Answer: ALL 6

1. Are any manufacturer drawings or previous reports available?

RRAD Answer: There are no manufacturer drawings available.

1. Page 20 of the PWS says "hours of work for this contract are 6:30AM through 5PM, Monday through Thursday unless specifically approved by Contracting Officer". However, Section 3.2 on pg 4 says "hours of operation are 7AM to 4PM, Monday through Friday". Could we get clarification on that?

RRAD Answer: RRAD’s typical operating hours are 6:30AM through 5PM, Monday through Thursday, however areas of the depot are open Fridays, and you can gain access.

1. How many tanks can be taken offline at a time for inspection?

RRAD Answer: Taking horizontal tanks offline is not required. The 6 vertical tanks that must be offline are currently down and ready for inspection.

1. Is there a required sequence in which the tanks must be inspected?

RRAD Answer: No

1. Do you anticipate the need for multiple mobilizations?

RRAD Answer: No

1. Do we only have to do internals on 6 of them the vertical ones? Usually, we would do internals on all the tanks. MFL we would do on the vertical tank bottom floor.

RRAD Answer: Internal inspections on 6 verticals only.

1. Do want us to only do internals on just the 6 vertical tanks, or if they want internals on all 17 of them.

RRAD Answer: Internal inspection is only required on the 6 verticals.

1. It is understood that the six (6) vertical storage tanks will require confined space entry to perform the required inspections of the tank floors.

10. Who is responsible for draining, opening, cleaning and venting the tanks in preparation for entry?

RRAD Answer: Tanks are drained, cleaned, and vented. Opening and closing tanks will be done by the inspector.

10. Will all six (6) vertical storage tanks be ready for inspection during the same mobilization to the facility?

RRAD Answer: Yes, all 6 are available at the same time.

1. If they will not be ready at the same time, what is the anticipated schedule for their availability? N/A

1. It is understood that our inspectors will need to obtain an identification badge from the site prior to performing the work.

What is the anticipated wait period to obtain an ID badge, assuming inspector has the required identification documents?

RRAD Answer: Same Day

1. Based on the capacity of the tanks to be inspected, an STI inspection versus the API inspection listed would be more appropriate. Question: Will an STI SP0001 certification be acceptable instead of the referenced AP I653 certificate?

RRAD Answer: No, API 653 is required.

1. Tank inspections typically require that they be performed by a certified inspector or signed by a professional engineer; it is not customary for both disciplines to be required. Question: Will the tank reports need both a certified inspector and a professional engineer's certification?

RRAD Answer: Inspection must be done by a certified inspector. Documentation must be signed by an Engineer.

1. Question: Will the tanks already be out of service, drained, and cleaned (by others) prior to the inspections? E.g., no transfer, cleaning, or disposal of fuels/liquids will be necessary as part of this project.

RRAD Answer: 11 Horizontal tanks will be in service and will have product inside. No draining/cleaning is required for inspection. 6 Vertical tanks are already cleaned, drained, and vented.

RRAD Answer: Please refer to Instructions, Conditions, and notices to offerors in the Unlocked Combined Syn/Sol Storage Tank Testing REV1 dated 23 April 2025. Review, sign and return with offer.

Question1: In addition to Part 1 and Part 2, please advise if there is a page count and font size on the technical response?
