W911RQ-20-R-0004 – Questions & Responses

Q1. You are looking for a quote on this part Minus the Rubber and paint finish, correct?

R1. This is for the manufacture and supply of the steel metal parts assembled per the instructions in the tech data package. The rubber and paint will be applied at RRAD.

Q2. Could you please share what is the cause of the cancellation? And additionally, what are the major changes between the old and the new one.

R2. Initially there were ambiguities on the quantities required at the time of the first solicitation. Also, funding provided for the wheels has changed from as needed to full in each year. Base year will now be guaranteed 5,000 ea and Year 2 will be guaranteed when the option is exercised.

The original contract was a requirements contract and orders would be placed as needed and funding availability.

Also, the new solicitation clears up any ambiguities regarding basis of award and evaluation factors.

Q3. What rubber specification do we use? The drawing displays basic specs only.

R3. This acquisition is for the steel components only in Dwg # 12358464. Contractors will NOT be responsible for applying the rubber or chemical coating to the steel components of the wheel. The contractor is responsible for the steel wheel and the steel plate welded together per the specifications in the notes and the Quality Assurance Plan in the TDP.

Q4. What bonding agent / adhesive and primer if any to be used?

R4. Please see response in R3.

Q5. Per QAR 12313083 page 3, do we have to perform the "special sampling inspection"?

R5. Yes, however not all sampling inspection requirements will apply to the wheels provided by the contractor because many sampling requirements are applied to the rubber component of the wheel. This acquisition does NOT require rubber to be applied to the wheels. Only the steel components.

Q6. Also want to know if 5.250 ID needs to be taped during the sand blasting.

R6. The wheels will be blasted at RRAD upon arrival prior to the rubber application process at RRAD. This acquisition is to manufacture and supply the steel metal components of the wheel so RRAD can apply the rubber and chemical coating.

Q7. What preservative to be applied to the rest of the wheel after molding? Does shaft ID need to be covered while applying the preservative? If PCD holes on the ID need to be covered while applying the preservative.

R7. Please see response in R3.
