Q1. Does the Government own tooling for the Forging required for P/N 12324556?

R1. No.

Q2. Can we bid with an alternate delivery schedule?

R2. Yes. Reference Solicitation W911RQ19R0015 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS (OCT 2018)

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Q3. Is machining allowed in the ID area for the 1" radius?

R3. Referring to Drawing 12324556 Rev C - Section D-D, Machining is NOT allowed in the area. At this time, RRAD cannot authorize waivers or deviations.

Q4. Is there an ITAR requirement for this solicitation?

R4. Yes. This is in support of the M1 Abrams Tank, which will qualify as an ITAR requirement per DFARS 252.225-7048 and 22 CFR; Parts 120-130 in the solicitation and Distribution Statement D noted on DWG 12324556 Rev C. Department of State publishes guidance regarding ITAR compliance at: https://www.pmddtc.state.gov/ddtc_public?id=ddtc_kb_article_page&sys_id=4f06583fdb78d300d0a370131f961913.

Q5. Are we able to use a foreign source for the forging?

R5. Production and import restrictions are governed by the clauses contained in the Solicitation and other applicable arms trade regulations. Referencing DFARS 252.225-7001(c), BUY AMERICAN AND BALANCE OF PAYMENTS PROGRAM:

“(c) The Contractor shall deliver only domestic end products unless, in its offer, it specified delivery of other end products in the Buy AmericanBalance of Payments Program Certificate provision of the solicitation. If the Contractor certified in its offer that it will deliver a qualifying country end product, the Contractor shall deliver a qualifying country end product or, at the Contractor’s option, a domestic end product.”

If an offeror chooses to utilize foreign sources, Offerors shall manufacture and deliver items in the solicitation from qualifying countries stated in DFARS 252.225-7001.

Q6. Can we use a forging facility in China?

R6. See response to Q5.

Q7. We wanted to know if pricing for the second group of 20,000 wheels can be indexed to raw material pricing, or does the vendor need to include the risk of raw material cost increases in a fixed price now?

R7. The contract is expected to be Fixed Price with Economic Price Adjustment. Material prices may fluctuate causing prices to increase or decrease, however if industry anticipates the increase or decrease based on indexing trends then Offerors may reflect that into their quoted prices in the outer years. It is up to the discretion of the Offeror.
