Questions and Answers – Solicitation W911RQ-19-R-0003
As of 7 FEB 2019
Q: Due to the quantities involved and the risks of using drawings from the early 1980s, can we submit a new/updated drawing package to the Government within five days of award, for Government approval by ten days after award? The production schedule would begin after this approval.
A: Unfortunately, RRAD is not in a position to accept delivery of new drawings or otherwise authorize deviations from the specifications contained in the drawings attached to this Solicitation.
Q: Section D-D on the second page of the attached drawing indicates that machining is not permissible on one of the contours of the wheel. This radically changes the way these wheels can be produced using current technology and may even make meeting the delivery schedule impossible. Why is this specified, and can the Government waive or alter this requirement?
A: RRAD cannot determine why this particular feature and production requirement is specified, and cannot authorize waivers or deviations at this time.
Q. Can the successful offeror generate a new drawing package that makes use of modern production technologies and submit this to the Government for approval, with the production schedule to begin after approval?
A: Unfortunately, RRAD cannot approve any deviations from the drawings attached to this
Solicitation at this time.
Q: Instead of forging with 2014 aluminum, can the wheels be entirely machined? This will require the use of a different type of aluminum that will have very similar characteristics to the specified 2014 aluminum once machining is complete.
A: Unfortunately, RRAD cannot approve the use of any alternative metal selections at this time. Also, per one of the other questions in this Q&A, at least one surface of the completed road wheel blank cannot be machined, per the drawing specs.
Q: Can we have these items forged in China? Can we send copies of the drawings to China?
A: Production and import restrictions are governed by the clauses contained in the
Solicitation and other applicable arms trade regulations. They may vary for this requirement based on the exact parameters of an Offeror’s global sourcing strategy (e.g.
the materials source used, the exact type and extent of work performed in China or any other foreign country). Therefore, ACC-WRN cannot respond definitely either way at this time. Offerors are encouraged to consult the resources available at the Defense
Logistics Agency (DLA) Joint Certification Program (JCP) web site before pursuing any global sourcing strategy:
http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/JCP.aspx
A: Offerors are reminded that a global manufacturer may not be able to commit to the aggressive delivery schedule contained in this Solicitation.
A: The drawings contain distribution restriction markings, and can only be shared under certain circumstances. Offerors are advised to check with the regarding where these drawings can and cannot be shared. Offerors are encouraged to consult with the Defense
Logistics Agency (DLA) Joint Certification Program (JCP) web site to determine how your company can and cannot share the drawings:
