PERFORMANCE WORK STATEMENT
Performance Work Statement (PWS) – M870A1 Trailer Neck Pin Hole Repair
1. Introduction. Red River Army Depot (RRAD) is refurbishing a significant quantity of M870A1 40-Ton
Low-Bed Semi Trailers for various DoD components worldwide. As part of this process, RRAD needs to ensure all moving parts of the trailers are within-tolerance and operate as originally designed. Field observation and testing by RRAD and the Tank-Automotive Research, Development, and Engineering
Center (TARDEC) indicate some of these trailers may exhibit wear to moving parts within their
“gooseneck” assemblies, requiring precision machining to correct. Further testing by TARDEC has resulted in the approved repair process described herein, for performance by a qualified Contractor.
2. Scope. The Contractor shall retrieve M870A1 refurbishment candidate trailers from RRAD, disassemble the “gooseneck” assembly of each trailer including the link arms, and inspect the pins and all slots and holes for wear. When wear is found, the Contractor shall perform precision machining to bore and sleeve the holes, and fabricate new pins to ensure each trailer operates as originally designed. When all gooseneck repairs are complete, the Contractor shall return the trailers to RRAD.
3. Repair Tasks. Work shall only be performed where certain conditions are observed, as detailed in this section. The Contractor shall ensure all work is performed with the exact materials and to the tolerances described herein.
3.2. Work Location and Trailer Movement. The Contractor shall retrieve trailers from RRAD’s facility near
Texarkana, TX, repair the trailers at its facility, and return the trailers to RRAD when complete. RRAD will ensure each trailer is equipped with all required tires at the point of pickup, but the Contractor is hereby advised that the trailer may require special handling when being transported (e.g. supplemental lights, preparations for seized bearings). The Contractor is responsible for all transportation to and from RRAD.
3.3. Contractor must perform the work under this contract at a facility within a 250 mile radius of Red
River Army Depot.
3.4. Dismantling. The gooseneck assembly and link arms shall be disassembled on each incoming trailer to permit comprehensive and precise inspection of all wear surfaces.
3.5. Cataloging and Reporting. The Contractor shall catalog any damage found and the diameter of each hole before and after the repair process, and shall report the findings to the COR by submitting a
Repairable Item Inspection Report (CDRL A001) for each trailer.
3.6. Pin Tolerances and Composition. The Contractor shall inspect all pins for wear or distortion, and shall replace all pins found to be bent, cracked, crushed, or with wear surfaces that are out-of-round or reduced in diameter by 0.015in or more. Replacement pins shall be fabricated with ASTM A 572
Grade 55 – Grade 65 material.
3.7. Hole Tolerances. The Contractor shall inspect all holes in the gooseneck assembly and link arms, and determine if any distortion, abrasion, or ovality is present. If any abrasion or ovality is present, or if the diameter of the hole at any point is more than 0.015in larger than designed, the hole must be bored and sleeved to correct the issue. The bushings shall utilize SAE 4130 quench and Temper to 22-23 HRC and the Doubler shall utilize ASTM A 572 Grade 65. The Bushing and the Doubler is captured for reference in Figures one and two (Attachments 1).
3.8. Return Without Repair. If the conditions detailed in Paragraphs 3.5 and 3.6 are not found, the
Contractor shall notify the COR, reassemble the trailer using anti-seize compound on gooseneck wear surfaces, and return it to RRAD.
3.9. Extreme Damage. If the Contractor observes any condition that may render the trailer irreparable using the procedures described herein, the Contractor shall notify the COR immediately for further guidance.
3.10. Boring Technique and Tolerances. The Contractor shall use portable line boring machines or horizontal boring machines as required, and shall use precision methods to ensure all holes are properly aligned. Holes shall be machined to the extent they will accept a bushing with a minimum
0.125in wall thickness.
3.11. Bushing Tolerances and Composition. Bushings shall be machined such that their walls are no thinner than 0.125in, from SAE 4130 quench and temper to 22-23 HRC material, with a 0.002-0.003in interference fit. Doublers (the holes that contain the bushings themselves and are utilized throughout the trailer) requiring machining shall utilize ASTM A 572 Grade 65 material. Bushing interior diameters shall only allow 0.006-0.008in clearance for pins.
3.12. Reassembly. Bushings shall be installed into holes using a liquid nitrogen shrinking process. All bushing interiors, pins, and other gooseneck wear surfaces shall be lubricated with anti-seize compound during assembly.
3.13. The Contractor or their manager shall provide the COR a Weekly Progress Report (CDRL A002) to verify the project status, time delays, percent of overall completion, task completion status, adjusted completion date and any other issues directly related to the project completion.
4. Contracting Officer’s Representative. Work performed under this Contract will be supervised by a
Contracting Officer's Representative (COR). The COR is authorized to perform inspection and acceptance on the repaired trailers, but cannot authorize additional work or deviations from the performance standards.
The Contractor shall notify the COR and Contracting Officer immediately of any additional work required or hidden flaws uncovered when working on a trailer, and shall provide the COR and the Contracting
Officer with a description of the problem and an estimate for project completion. The Contractor shall not proceed with additional work without the consent of the Contracting Officer.
5. Inspection and Acceptance. Prior to acceptance by Red River Army Depot, the Contractor shall demonstrate for the Contracting Officer’s Representative (COR) that the trailer functions as originally designed, and shall demonstrate the gooseneck assembly across its full range of motion. The Contractor shall provide the COR with a full description of the services performed and any parts repaired or replaced for each trailer as part of the Repairable Item Inspection Report (CDRL A001).
6. Schedule. Contractor shall be provided a 14 day ramp up time period. During these 14 days the contractor shall not be required to complete any trailers. After the 14 day ramp up time has ended, a delivery order will be issued by Government. Once the delivery order is issued, Contractor shall pick up the first two trailers and transport to the Contractor's facility to be refurbished. The initial two trailers shall be completed and ready for delivery back to RRAD no more than 14 days after pickup by Contractor. After the initial two trailers are delivered back to RRAD the Contractor shall complete refurbishment of two trailers per week until the remaining trailers are finished.

STATEMENTS (JAN 2017)
(a) Definitions. As used in this clause--
Internal confidentiality agreement or statement means a confidentiality agreement or any other written statement that the contractor requires any of its employees or subcontractors to sign regarding nondisclosure of contractor information, except that it does not include confidentiality agreements arising out of civil litigation or confidentiality agreements that contractor employees or subcontractors sign at the behest of a Federal agency.
Subcontract means any contract as defined in subpart 2.1 entered into by a subcontractor to furnish supplies or services for performance of a prime contract or a subcontract. It includes but is not limited to purchase orders, and changes and modifications to purchase orders.
Subcontractor means any supplier, distributor, vendor, or firm (including a consultant) that furnishes supplies or services to or for a prime contractor or another subcontractor.
(b) The Contractor shall not require its employees or subcontractors to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting waste, fraud, or abuse related to the performance of a Government contract to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information (e.g., agency Office of the Inspector General).
(c) The Contractor shall notify current employees and subcontractors that prohibitions and restrictions of any preexisting internal confidentiality agreements or statements covered by this clause, to the extent that such prohibitions and restrictions are inconsistent with the prohibitions of this clause, are no longer in effect.
(d) The prohibition in paragraph (b) of this clause does not contravene requirements applicable to Standard Form
312 (Classified Information Nondisclosure Agreement), Form 4414 (Sensitive Compartmented Information

https://www.acquisition.gov/ https://atlevel1.dtic.mil/at
The Evaluation will be conducted in accordance with FAR 12.6 (Streamlined Procedures for Evaluation and
Solicitation for Commercial Items). There are two factors (1) price and (2) technical acceptability. The Government intends to award a contract to the responsible offeror whose proposal (1) has the lowest total evaluated price; (2) is rated as Technically Acceptable.
In the first phase, offerors will have their proposals put in order of lowest evaluated to highest evaluated by proposed price which will be the total price for all ordering periods for all CLINs in the solicitation. The offeror with the lowest price will then be selected for a technical review (phase 2). The lowest price offeror in this phase will be evaluated for responsibility and so fourth, until a responsible offeror is determined.
The second phase will involve establishment of technical acceptability. An offer will be determined technically acceptable if the offeror owns or leases a facility within 250 miles of Red River Army Depot. An offeror is required to submit documentation that confirms the facility where the work will be conducted, is within this 250 mile limit.
Award will be made to the offer who submits the lowest priced proposal, is Technically Acceptable, and is determined to be responsible as defined in FAR 9.1.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
