PERFORMANCE WORK STATEMENT
This Performance Work Statement (PWS) supports the Ground Vehicle Systems Center (GVSC) (formerly TARDEC) Approved Caterpillar / Red River Army Depot (RRAD) Condition Based Maintenance (CBM) Process for Caterpillar 3,000 series engines (3116, 3126, & 3176) and “C” family engines (C7, C9, C12, C13, C15, & C18), as well as all other engine configurations where Caterpillar Inc. owns the Technical Data Packages (TDPs). From this point forward, CBM will be used to refer to the Ground Vehicle Systems Center (GVSC) (formerly TARDEC) approved Caterpillar/ RRAD Condition Based Maintenance process under this PWS. All work shall be performed at Red River Army Depot, Texarkana, TX. Caterpillar shall provide parts, equipment, and personnel, in accordance with this PWS, to accomplish Technical Services and Supply Chain Management in support of CBM for Caterpillar engine series and families listed above.
RRAD will provide Caterpillar with drawings for all engines as described in Section 8 below (Government- Furnished Drawing List). Caterpillar shall provide parts to RRAD to build engine to dressed engine level only, CAT shall not provide container parts.
1. General A. RRAD will induct Caterpillar engines into the CBM process for an initial de-containerization (De-Can) inspection process. RRAD will follow the current version of the Caterpillar Reuse and Salvage Guidelines during the CBM and engine rebuild process. RRAD will initiate an Inspection Check Sheet upon induction of each engine into the CBM process. The Inspection Check Sheet contains all part numbers for all parts visible to the inspector.
RRAD personnel will visually inspect each engine, document engine condition, and list missing parts on the Inspection Check Sheet. RRAD will develop, construct, and provide the Inspection Check Sheets in conformance with Caterpillar CBM practices. Caterpillar shall provide guidance in this process.
B. RRAD will triage each engine to one of the following CBM repair categories:
i. Pre-Shop Analysis (PSA). Repair necessary components with limited mandatory OEM replacement parts.
ii. Rebuild. Overhaul of the entire engine with full mandatory OEM replacement parts.
iii. Remanufacture. Remanufactured with short/long block replacement
C. RRAD will provide Caterpillar with the Inspection Check Sheet and the actual ECM. RRAD will develop, construct, and provide the Bill of Materials (BOM) for replacement parts per category in conformance with Caterpillar CBM practices. Caterpillar shall provide guidance in this process.
D. RRAD will send engines categorized as PSA through the CBM process. RRAD will document parts requirements and ECM data on the Inspection Check Sheet and provide these to Caterpillar. Caterpillar shall have parts available at the Inventory Control Point (ICP) based upon documented parts requirements in support of parts kitting process.
Caterpillar shall kit and deliver all parts within two business days of receipt of the Inspection Check Sheet, to the production line supervisor or production line leader to sign ownership of kits. ICP is defined as the designated area in building 321. RRAD will develop and provide the Inspection Check Sheets in conformance with CBM practices.
E. RRAD will send engines categorized as “Rebuild” or “Remanufacture” to the engine disassembly area along with the Inspection Check Sheet and ECM data. RRAD will then further inspect the engines using a Disassembly Inspection Check Sheet to identify lower level component requirements. RRAD will document parts requirements on the Inspection Check Sheet and the Disassembly Check Sheet, and provide these to Caterpillar. Based on the documented parts requirements, Caterpillar shall kit and deliver parts to the production line supervisor or production line leader to sign ownership of kits within two business days of receipt of this documentation.
F. RRAD will utilize acceptable parts from the disassembled engines based on Caterpillar Reuse and Salvage Guidelines for Caterpillar parts and applicable National Maintenance Work Requirement (NMWR) for non- Caterpillar parts.
G. RRAD may identify additional parts requirements during the rebuild process. RRAD will document these requirements on the Amendment Inspection Sheet and provide to Caterpillar. Caterpillar shall provide the required parts at the ICP and delivery to the production line supervisor or production line leader to sign ownership of kits not later than two business days after receipt of the Amendment Inspection Sheet. RRAD will provide Caterpillar with a Monthly Build Schedule. The Monthly Build Schedule will include engine model numbers and quantities projected for the month of production, delivered on or about the 15th for the following month production.
2. Engine Parts:

The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day the award is dated. Therefore, the offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically.
