AMENDMENT 01
Purpose of Amendment 01 to W911RP-21-Q-0002 is to answers questions received. Close date has been extended to 5 March 2021 at 1400 CT.
1) Can a contractor offer an equal or better product?
Answer: PBA currently has other steam boiler package systems on post that utilize Hurst brand boilers with Grundfos feed water system, and Powerflame burners. For standardization purposes (authorized service providers, spare part inventory effort, etc.), the package unit shall be entirely compatible with this current system. PBA understands that multiple manufacturers use the same interchangeable parts for assembly. The requirement states the boiler systems should be the same or the equivalent of a Hurst Series 400 3-pass Scotch Marine Design with Wetback Construction. PBA will complete a technical review to determine compatibility requirements.
2) Does PBA have onsite staff qualified to install this new boiler?
Answer: PBA has fully qualified staff for the installation of the boilers.
3) Will PBA staff want manufacturer training for startup, maintenance, and operational support?
Answer: No
4) What type and/or existing building management system, ModBus, or BacNet integration is available for the new boiler?
Answer: No existing building management systems required.
5) Does PBA need the boiler shipped with a BacNet protonode?
Answer: No
6) If the new boiler comes broken down and will need to be reassembled once inside the building.
(a) Will PBA reassemble the boiler while they install it?
Answer: Boilers should come completely assembled with minimal parts removed to meet shipping requirements. PBA understands the boiler package and ancillary parts will need to be separated for shipping purposes. PBA will assemble those parts that are taken off for shipping purposes.
(b) Will PBA want a rep from the manufacturer to provide PBA reassembly support?
Answer: No
(c) Will PBA want the supplier and manufacturer to be 100% responsible for reassembly?
Answer: No. PBA will be responsible for reassembly.
(d) is the boiler to be dropped off at a certain location and unloaded by PBA staff and forklift?
Answer: Yes PBA has all equipment and storage to unload boilers at specified location.
(e) is the contractor to do anything other than get it delivered to PBA?
Answer: Contractor will be responsible for factory authorized startup.
7) If option (6c), then PBA should consider letting the contractor coordinate for assembly and installation into the existing building system. It really needs to be all assembly or drop off only. Having a partial reassembly of the new boiler could complicate and blur the lines of responsibility. Will PBA please clarify?
Answer: PBA requires boilers to be delivered and dropped off only. PBA will reassemble and install boiler package into existing structure and will require factory startup and basic operational training.
