About this file

This document is a Request for Information (RFI) Questions and Answers document for a System Engineering and Technical Assistance (SETA) Recompete contract. The RFI contains five key questions from potential vendors addressing critical contract requirements, including weapons certification, security clearance facilities, cybersecurity certification, and quality management system standards. The government responses indicate flexibility during the RFI and proposal stages, with specific compliance expectations by contract award.

Key details include the contract will require CMMC Level 2 Certification, which vendors can be actively pursuing at RFI/proposal submission but must complete by award time. Similarly, ISO certifications (9001:2015, ISO/IEC 20000-1:2018, and ISO/IEC 27001:2022) have the same progression requirement. The contract involves temporary duty (TDY) support for 30 days or less at CONUS and OCONUS locations, providing programmatic support at events and conferences, with potential positions involving weapons certification for test environments. The government is not disclosing incumbent contractor or current contract numbers during this RFI stage.

SETA Recompete RFI Questions

Round 1

From: EZGOVOpps Market Intelligence

Question: Can you share who is the incumbent?

Answer: No we can not share the incumbent

From: ALTUS Engineering

Questions:

1. The title of the RFI attachment on SAM.gov is “Seta Recompete – RFI_6-27-25”. Could you please confirm the contract number(s) under which this work is currently being performed?

A: No we can not share the current contract number

2. Section 3.2 references potential support for positions “certified to carry, handle, and use weapons and ammunition in both test and deployed/operational environments.”

Could you please clarify whether this refers to contractor personnel being certified for operational deployment, or if this is limited to test and evaluation functions in controlled environments?

A: This does not include deployments. CTRs are Temporary Duty (TDY) for 30 days or less to locations CONUS and OCONUS to provide programmatic support at events and conferences.

3. The RFI references two Top Secret-cleared facilities near Ft. Belvoir and Ft. Bragg. Is this a requirement at the RFI stage, or a future expectation for contract execution?

A: A future expectation for contract execution.

4. Will vendors actively pursuing CMMC Level 2 certification—with a scheduled C3PAO audit and the ability to accelerate that schedule—be considered compliant for purposes of this RFI?

A: At the time of this RFI through submission of a proposal, actively pursuing is okay.

Proof of scheduled audit should be provided with the proposal, if it is not complete. At the time of award, the vendor should have the CMMC Level 2 Certification.

5. Are ISO 9001:2015, ISO/IEC 20000-1:2018, and ISO/IEC 27001:2022 certifications required at the time of RFI response submission, or will equivalent quality and security management systems be considered acceptable at this stage?

A. At the time of this RFI through submission of a proposal, actively working to complete the certifications is okay. Proof of at least one person certified in all three should be provided with the proposal, if it is not complete. At the time of award, the vendor should have the ISO 9001:2015, ISO/IEC 20000-1:2018, and ISO/IEC 27001:2022 certifications complete by all necessary personnel and be able to provide copies of those certifications.
