Summary

This is a Draft Call for Solutions (CFS) for a Biological Containment Isolation System (BCIS) issued by the U.S. Army Contracting Command-Aberdeen Proving Ground under Other Transaction Authority (10 U.S.C. 4022) for prototype development. The Government seeks deployable negative-pressure containment systems to manage highly contagious infectious disease (HCID) patients during contingency operations in both continental and overseas environments. The CFS employs a two-step submission process: interested parties must first submit a Solution Brief (limited to 15 pages including cover page, table of contents, and a completed Capabilities Assertion Matrix) accompanied by a Supporting Data Package with no page limit containing verification evidence such as third-party test reports, engineering analyses, and certifications. Threshold requirements include a negative pressure differential of 0.01 inches of water gauge, 12 air exchanges per hour, 99.97% filtration efficiency at 0.3-micron particles, and exhaust filtration outside the containment enclosure. Submissions must be in PDF format via email to the designated point of contact by a deadline to be specified, with files named according to offeror name conventions.

Selected Solution Brief offerors will be invited to submit a full Request for Solution Proposal (RSP) with a Statement of Work, Master Delivery Schedule, firm-fixed pricing, Bill of Materials, and data rights assertions. Up to three contractors may be selected for Phase I awards, each delivering one prototype meeting Technology Readiness Level 6 within 60-90 days of award to a Government-specified CONUS location. Up to two Phase I performers may advance to Phase II to deliver three additional prototypes meeting TRL 7 within 60-90 days of Phase II start. Evaluation criteria include technical merit, innovation and intellectual property approach, non-traditional/small business participation (pass/fail), technical feasibility, integration potential, design maturity and risk reduction, and programmatic performance. The Government prefers Unlimited Rights for all technical data and software but requires at minimum Government Purpose Rights for prototype design documentation. Additional requirements include system reusability through decontamination, 75 dBA noise level at operator position, 5-year shelf life, accommodation of five patients on standard litters, and demonstrated resilience to environmental conditions including wind, rain, sand, and dust.

DRAFT Call for Solutions (CFS)

Biological Containment Isolation System (BCIS)

Call for Solutions (CFS) Number: W911QY-26-S-BCIS-01 Issuing Office: U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Natick Division Date Issued: [XX] March 2026 Title: Biological Containment Isolation System (BCIS)

SECTION A: GENERAL INFORMATION

This Call for Solutions (CFS) is issued by the Army Contracting Command - Aberdeen Proving Ground (ACC-APG) on behalf of the Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Protection (JPM CBRN P). The Government seeks prototype solutions for a Biological Containment Isolation System (BCIS) under the authority of 10 U.S.C. § 4022, Other Transaction Authority (OTA) for Prototype Projects. This CFS invites interested parties to submit Solution Briefs. Selected offerors will be invited to submit a full proposal in response to a Request for Solution Proposal (RSP).

This CFS is issued under the parent Army Open Solicitation (AOS) W9128Z-25-S-A002. All submissions must conform to the requirements outlined in the parent AOS and this specific call.

SECTION B: BACKGROUND / PROBLEM STATEMENT / CAPABILITY GAP

The USG desires a deployable BIQ capability for managing HCID infected patients during contingency operations, both CONUS and OCONUS. Responding to HCID outbreaks in austere environments places extreme demands on personnel and resources, poses significant risks not only to patients but also to medical teams and surrounding populations.

A negative-pressure containment system, allows the USG the ability to rapidly isolate and treat infected individuals, manage disease control efforts and decrease risk of infection to others. Fulfilling this need allows increased operational readiness by decreasing exposure risk, driving down hospitalizations, managing limited medical assets, and conserving critical resources—ultimately improving mission effectiveness. Reliance on improvised or ad hoc containment solutions introduces unacceptable risks of breach and further transmission, endangering medical providers, transport crews, and general-purpose forces.
