This RFI from the U.S. Army Program Manager for Protection and Integration (Contract Number W911QY26RCMU, NAICS 315 – Apparel Manufacturing, PCS 8415 – Clothing, Special Purpose) seeks information on domestic suppliers of commercial off-the-shelf (COTS) commando mission uniforms. The RFI is market research only and does not constitute a solicitation or binding contract. Responses must be submitted by March 16, 2026, at 3:00 p.m. ET via email to three points of contact: Scott Gaumont (Scott.F.Gaumont.civ@army.mil), Danny Soto (danny.soto3.civ@army.mil), and Michelle Lin (michelle.lin4.civ@army.mil).
The required products consist of trousers, combat shirts, and blouses in both solid and Multi Cam print options, sized for the 5th to 95th percentile for both male and female personnel. The uniforms must provide protection against environmental hazards (temperatures 50°F to 110°F), contact with hot metal such as suppressors (300 degrees for up to 1-3 seconds without dermal burning), abrasion from jagged metal and sharp objects, and natural hazards including rocky terrain and damaged structures. Design requirements include compatibility with tactical belts, body armor, load carriage equipment, and hoist harnesses; multiple functional pockets (ankle, thigh cargo with breaching slots, quad leg, back, shoulder, and hip); adjustable hip and ankle points; knee and elbow protection with replaceable pads and hard shells; a 3-inch vertical collar; and unrestricted dynamic movement capability. Respondents must provide product descriptions with fiber blend percentages, finishes, and Berry compliance documentation; dermal health hazard certifications; estimated unit costs; and information on lead times, intellectual property restrictions, and licensing fees. All assumptions, including required Government support, must be identified.

Request for Information (RFI): Commando Mission Uniform
THIS IS NOT A SOLICITATION. IT IS A REQUEST FOR INFORMATION. In accordance with Federal Acquisition Regulations Part 10 responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Please Respond by March 16, 2026 at 3:00 pm ET.
Description
Program Manager for Protection and Integration is seeking information on domestic suppliers of potential commercial off the shelf (COTS) commando mission uniforms. The intent of this RFI is to understand what products are currently available on the marketplace and can be produced within reasonable lead times. This is not intended to be a development effort.
The mission uniform is to provide protection against both natural and man-made environmental conditions and hazards. These include protection against contact with hot metal such as a suppressor or fragments from breaching. Environmental protection includes temperate to hot conditions (50F to 110F) performing high output activity. Conditions include natural hazards such as rocky terrain, damaged structures presenting snag hazards, abrasion and slash hazards. Joint protection is necessary including bump and abrasion against pressure points of the knees and elbows and allow user adjustability to obtain proper fit. Design configuration requires commutability with load carriage equipment to include body armor, load carriage, hoist harness and gun belts. The design requires a functional configuration of pockets to support base line assaulter equipment.
Dynamic movement such as running, climbing of ropes and ladders and ability to shoot and move must be unrestricted.
The requirement includes a trouser, combat shirt and blouse, desired sizing the 5” – 95th percentile both male and female sizing and fit. Both solid and Multi Cam print options are required.

(O) without causing dermal burning.
1.1.3. shall offer resistance from abrasion due to contact with jagged metal and sharp objects.
2. Design:
2.1. Pants must be compatible with a gunfighter tactical belt (~1 ¾ x ¼ inches), must not impede the hook and pile attachment points of the inner belt to the outer belt to prevent sagging of the outer belt.

Responses should include the following:
a. A product description to include fiber blend percentages, finishes, and Berry compliance (or Berry compliant potential) documentation. The supplier must identify the technical parameters of materials and end items with documented test/analysis information as available. If the required colors are not available, the manufacturer must provide information that the materials can be successfully dyed and printed in the required colors. If a supplier identifies multiple materials or samples to fulfill a requirement, they must identify the advantages/disadvantages of their competing products.
NOTE: If a source chooses to submit samples, no payment will be made by the Government for such samples. Contact the RFI POCs for coordination.
