Question & Answer no. 3 – W911QY25QAP01 – 12 November 2024

Q: I have a question regarding the Fiber Tow Cutter solicitation. While most tow cutters are delivered ready for operation, they require cutter reels and blades, which are essential components typically selected based on specific operational needs. Will the contractor be responsible for installing these cutter reels and blades, or will that be handled by the customer?

A: It will be handled by the customer.

Q: The manufacturer has some questions that need to be clarified to proceed with your order. I need details on the blades you are looking for. L x W x Th shape, pictures or drawings would help.

A: We have no specifications on the blade dimensions, as long as the staple fiber that is cut is 5mm in length. We use tungsten carbide blades currently for toughness but I don’t believe we dictated any requirements.

Q: Total denier min/max range the end user wants to run?

A: Denier range would be 1500 – 75000 dpf.

Question & Answer no. 2 – W911QY25QAP01 – 6 November 2024

Q: Could you please elaborate on the specified tow height range of 40"-60"? Is this an adjustable range, or is it intended for a specific configuration?

A: The tow height specification was meant to be a range, whatever the manufacturer was able to supply within that range is acceptable.

Q: Could you provide additional details on the disk brake requirements? Are there specific specifications or standards for the brakes, beyond their use for tension control?

A: Disk brakes are the method for controlling tension in the cutting process. We have found disk brakes to be the most precise for this purpose and thus included in the listing.

Q: Does the powder coating requirement apply to both the inside and outside of the machine, or is it limited to external surfaces only?

A: Powder coating is intended for any surfaces that are exposed to air, outside of the machine suffices.

Q: Is it acceptable for the fiber to come into contact with water during processing, or should the equipment avoid any interaction with water?

A: Equipment and fiber should not come in contact with water of any kind.

Question & Answer no. 1 – W911QY25QAP01 – 1 November 2024

Q: I would like to inquire whether there is a specific brand or item number you have in mind for this contract?

A: There is no brand-specific requirement, nor a preferred item number. The proposed product just needs to meet the established technical requirements in the Solicitation.

Q: What is the length of the staple fiber to be cut?

A: 5mm is the length of the staple fiber.

Q: We would like to confirm whether the Department of Defense requires new equipment for this procurement or if refurbished units meeting the specified requirements would be acceptable?

A: Only new equipment will be accepted under this Solicitation.

Q: Is this requirement apply to The Buy American Act?

A: Yes, the Buy American Act does apply to this acquisition.
