About this file

This document contains details of an upcoming industry day for CBRND Professional Services task order opportunities. The industry day will be held virtually on February 15, 2024 from 10:00-11:00 AM EST to provide information on potential task orders when existing JE-OPETS contracts expire. Task orders may be competed under OASIS+ or OASIS depending on award schedules. The document lists current JE-OPETS task orders including requiring offices, primes, and contract numbers. Questions regarding the industry day can be submitted by February 8. No proposals or commitments are implied by this notice.

Questions

Question NumberQUESTIONSRESPONSE
1With respect to questions, we would appreciate knowing what service contracts JPEO CBRND has in place including the name, contract number, value and expiration date. Some of this information is available and some is not because it is hidden within multiple award contracts that we do not have access to. This information would “level the playing field” for all companies and allow us to plan for their recompete. Every contractor understands that there is no guarantee of a recompete nor whether they would be competed on OASIS+, but it allows us to plan.A list of the current JE-OPETS task order contract numbers is in the "Current JE-OPETS TOs" Tab of this spreadsheet. Information in the current TOs is subject to change in the new CBRND Professional Services TOs. Some requirements in the CBRND Professional Services task orders may be new, modified or deleted when compared to the current JE-OPETS task orders.
2Will the JPEO publish a projected schedule for the TOs, incumbents, SBSA vs. F/O, vehicle, ceiling amounts, so that businesses can address teaming properly? The projected schedule for TOs, projected SBSA, and potential vehicles were provided in the 15 Feb 2024 Industry Day briefing posted to SAM.gov. The government will not provide ceiling amounts. See the answer to question 1 above for other information.
3Will each PM TO acquisition provide a draft RFP so that companies can actually plan an approach and form teams? (Otherwise, nuances many times seen in bids nullify much work in assessing capabilities, assessing government needs, and forming a team based on TO guidance that changes at RFP).The government is currently planning to post the draft RFPs, but this will be at the discretion of the requirement owners and subject to schedule.
4Will the government engage in One on Ones if requested. Which offices will provide such? The government believes the information provided during the two Industry Days, in the draft PWSs and in the list of existing contracts at the "Current JE-OPETS TOs" Tab is sufficient. Also, one on ones could give an unfair competitive advantage so will not be conducted.
5Regarding the DEVCOM HQ TO1 opportunity – Is this opportunity related to the DEVCOM Program And Staff Support (PASS) opportunity previously publicized under ACC-APG?The DEVCOM HQ TO 1 has been cancelled.
6Will the Government reimburse contractors for DBA insurance as an ODC for OCONUS travel? No, this should be part of the proposal, but will be dependent on the specific TO requirment.
7Will the Government authorize and reimburse contractors for uniquely required software licenses not normally associated with providing professional services?Historically, yes, under an ODC CLIN, but will be dependent on the specific TO requirment and if it is provided in the PWS.
8What is defined as “close proximity” to the Government site with regard to PRS #6 Facilities and Equipment Access? This will be updated to state: Work may be performed at the Government sites or off-site.
9For: DRAFT JPEO CBRND HQs TO 1 PWS

Pages 90 & 91, paras 5.2.10 & 5.2.10.1 Program Analysis, Support Location: Edgewood, MD-On-Site

Q: This is listed as a Key Position. Will the Government please provide the experience and certification requirements essential to successfully perform the tasks associated with this sub-task?This will be addressed in the final version of PWS.
10For: DRAFT JPEO CBRND HQs TO 1 PWS

Pages 90 & 91, paras 5.2.10 & 5.2.10.1 Program Analysis, Support Location: Edgewood, MD-On-Site

Q: Additionally, will the Government consider correcting the numbering of the subsequent tasks and sub-tasks under 5.2.10 and on, as they are duplicated and go out of sync at the bottom of page 91.This will be addressed in the final version of PWS.
11General - Industry Day Slides-Can the Government clarify when a decision will be made on specific TO vehicles? For instance, it's not clear how a backup option (i.e., risk reduction vehicle using OASIS) will occur before the primary recommended vehicle (OASIS+).The target is to make the decision for each TO by roughly the end of March or early April which provides adequate time to compete on OASIS if needed.
12General - Can the Government identify and provide the incumbent FTE count under current JE-OPETS task orders?Information on the Workload History is provided in Part 7, Attachment 2 of the draft PWSs that were posted.
13Sections 1.5.6.3 of PWSs, can the Government confirm that travel expenses to the customer site for off-site personnel would be reimbursed?Historically off-site contractors were reimbursed for travel to the customer sites. However, this will be dependent on each TO.
14Can the Government provide the list of designated CORs per each TO?No. The government believes the information provided during the two Industry Days, in the draft PWSs and in the list of existing contracts at the "Current JE-OPETS TOs" Tab is sufficient.
15Will a centralized office (i.e., JOMO) be used to oversee each TO or will each TO be managed by each requiring office? Each order will be managed by the requiring office.
16With all direct positions labeled as Key Personnel across all TOs, is the Government expecting a full staffing plan with an individual slotted for each position at the time of bid submission (e.g., JPEO-CBRND HQ TASK ORDER 1 would require 28 resume submissions to span all 28 FTEs)?At this point, the government is not anticipating evaluating resumes for all Key Positions, but that will be up to the descretion of the Requirement Owners.
17For Key Personnel noted across all PWSs, is the Government expecting bid personnel to have experience supporting the tasks noted (i.e., 5.2.1.2.1) or will the focus be primarily on an individual's ability to meet the experience and certification requirements only (i.e., 5.2.1.2.2)?The candidate shall meet the experience and certification requirements AND must be capable of performing all tasks.
18Many requirements appear to be very similar, if not exact, to previous WBS requirements with OPETS and JE-OPETS. This potentially gives incumbent companies a significant competitive advantage over non-incumbent companies. This may limit industry participation, resulting in the same rinse-repeat cycle of certain companies that have had a perceived monopoly of work with this organization.Noted. The requirements are similar because these TOs are follow-ons to the JE-OPETS contracts.
19Will the Government still be anticipating TOs will be firm fixed price? The government anticipates the majority of TOs to be FFP, but this will be determined with each TO.
20Will one designated site supervisor be expected at each requiring office, responsible for both on-site and off-site employees?Yes, a Site Supervisor shall be assigned on-site for each requiring office and will manage the company's on- and off-site personnel..
21Will the Government please provide a list of other contract vehicles that may be used for the twelve task orders? No. There could be various alternatives at the discretion of the Requirments Owner and the Contracting Office.
22Will the Government please provide a mapping of the tasks and primes under JE OPETS to the tasks represented by the twelve PWSs? Such a mapping will facilitate teaming and contribute to a level-set competitive environment.See answer to question 1.
23Will the Government please provide a list of the small businesses whose responses to RFI W911QY-22-R-OPET and other market research successfully described the capability to fulfill the requirements of the ten PWSs identified as small business set asides? Such a listing will facilitate teaming and contribute to a level-set competitive environment.No. That list is not public information so it cannot be released.
24The draft PWS used in connection with the W911QY-22-R-OPET RFI is much different than the draft PWSs for the twelve tasks identified at the 15 February 2024 Industry Day. Is the Government considering a second round of market research to confirm that sufficient small businesses exist to merit set asides for ten of the twelve task orders? The projected scope of each TO falls within the scope of the overarching PWS originally provied with the RFI. Therefore, additional market research is not anticipated, but may be conducted at the descretion of the Requirement Owners.
25In the interest of attracting new professional service providers with innovation, will the Government consider hosting an Industry Day with briefings by all the JPMs, JPLs, and Headquarters organizations represented by the twelve task orders and an opportunity for one-on-ones with Industry?See answer to question 4.
26Will the Government consider a streamlined proposal process currently in use by several DoD acquisition organizations, e.g., a twenty to twenty-five chart oral presentation accompanied by a staffing plan. Such processes lighten the burden for Government and Industry while providing increased transparency. This is not anticipated, but is up to the descretion of the Requirement Owners and the Contracting Office.
27Will the Government consider including an evaluation criterion that assesses a bidder’s bench strength and ability to provide with high reliability the highly specialized talent described in the draft PWSs as well as the ability to meet new requirements in volume or technical expertise that arise, sometimes with little warning, due to changes in the threat, policy and technology? The evaluation criteria for each TO may vary at the descretion of the Requirement Owner.
28If “Contract Manager and Alternate Contract Manager” as defined in Section 1.10.1 as considered Key Personnel, will the cost of these positions be allowed to be proposed, separate from other personnel positions? Currently, such roles are not defined as separate personnel and are not separated invoiced.Historically, these were included as part of the fully burdened rate proposed, but this may vary with each specific TO.
