4. REF: RFP Section L.9.1.6, page 76 The RFP states that Volumes I, II, III, and V shall not contain any price proposal information. However, the documents within Volume V require calculations that include the total contract value. Please confirm that it is permissible to include that information in the Volume V documents.
A: The solicitation has been updated. It is permissible to include contract value calculations information in Volume V.
5. REF: RFP A.5 indicates NAICS 541330. RFP L.10.1.6 indicates NAICS 332439. Exhibit A.
Additionally, Exhibit A, paragraph (d) states, in part, that “…a business is considered small for Government procurements if it does not exceed the size standard for the NAICS code that the prime contractor believes best describes the product or services being acquired.” For the purposes of teaming agreements (TA), would the government accept TAs that identify socio-economic categories the subcontractor qualifies, under the NAICS code identified by the prime contractor, that best describes the services being procured? These NAICS codes may be different than 332439 indicated in L.10.1.6 or 541330 indicated in A.5.
A: NAICS Code 541330 is the correct code and has been updated in L.10.1.6.
Additionally, language has been updated to state:
“If applicable, the offeror shall provide a copy of all pages within signed teaming agreements with subcontractors. The agreement should outline the type of work, complexity and approximate percentage level of work assigned to the subcontractor.
Also, it must identify the business size and socioeconomic status category the subcontractor qualifies for based on the size standard for the NAICS code identified by the prime contractor that best describes the supplies or services being procured (e.g.
Small Business (SB), Other Than Small Business (OTSB), Small Disadvantaged Business (SDB), Women Owned Small Business (WOSB), Historically Underutilized Business Zone Small Business (HUBZone SB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB)) as well as the subcontractor's POC with the address, phone, email and CAGE for verification.”
6. REF: RFP
Many costs are variable and largely dependent on deployment location, timing, and duration. In order to normalize bids between proposers in regard to variable costs, and permit the government to more easily perform an equitable and fair cost comparison, would the government allow proposers to assume the following costs will be considered as ODC:
o Visas o Passports o DBA Insurance o Danger Pay o Hardship Differential o War risk travel insurance premium o OCONUS Registrations & Associated Compliance Costs permitted under FAR
52.229-6: Legal, Employment, Tax registration costs required to achieve compliance with local laws when doing business in OCONUS locations.
Alternatively, if proposers are not permitted to consider the above as ODC, would the government provide assumptions, for bid purposes, on countries deployed and expected level of effort in each country annually. This will help ensure bidders make similar assumptions with regard to insurance, Danger Pay and Hardship Differentials.
A: For purposes of this solicitation, offerors may assume the costs as listed above are ODCs and will be cost reimbursable under CLIN 0011. These costs will not be included in the Total Evaluated Price (TEP).
7. REF: RFP L.10.4.1
L.10.4.1 requests price data in addition to the Excel workbook provided (Exhibit C). In addition, M.5.3.1 anticipates that the government will evaluate reasonableness by assessing the methodology used in developing price estimates and completeness by assessing the level of detail each offeror provides. However, both M.5.3.1 and L.10.4.1 appear to indicate that only the completed Excel workbook will be accepted by the government for price evaluation. Would the government allow bidders to submit a separate pdf file (in addition to the Excel workbook) for Volume IV which provides pricing detail to allow the government to adequately evaluate reasonableness and completeness?
A: The solicitation has been revised in Sections M and L to include the following language: “Offerors may also provide a cost narrative with additional details to assist the Government to determine fair and reasonable pricing.”
8. REF: C.8.7.6 Page: 23 The RFP states, “Companies will provide the appropriate ITX/ETX numbers to their deploying contractors for reference while at the CRC.”
Would the Government please provide what ITX/ETX stands for?
A: This requirement has been removed from the solicitation.
9. REF: L.9.1.7.3.a., L.9.1.7.3.c, L.9.1.9 Pages: 77-78 The RFP states, “The submission shall consist of five (5) separate files correlating to the above referenced volumes” and Section L.9.1.7.3.c. states, “The titles for each file are shown in the table below.” However, the table in section L.9.1.9. shows that the Technical Volume has two separate file names – TECRC and TECMP.
Would the Government clarify if there is to be five or six separate files due to Volume II having two separate file names? If there is to be only one file name for the Technical volume to incorporate both the Recruitment Competency and Management Plan, would the Government please clarify what this file name should be?
a. A: The Solicitation has been updated to indicate six (6) files should be sent correlating to the six (6) Volumes/Areas listed in the table after L.9.1.9.
10. REF: Exhibit C, CFSET Price Proposal Worksheet and Section B of the RFP
There is a discrepancy in CLIN numbers for Phase In, Phase Out, Travel and ODCs between Exhibit C and Section B of the RFP.
Would the Government please provide corrected Section B and/or Exhibit C that reflects correct CLIN numbers?
A: The CLIN numbers in the Exhibit C, CFSET Price Proposal Worksheet have been updated to conform to Section B of the RFP.
11. REF: Exhibit C, CFSET Price Proposal Worksheet Exhibit C, lists Phase Out Plan as Not Separately Priced CLIN. However, Section B of the RFP lists Phase Out as FFP CLIN.
Would the Government please clarify if the Offeror needs to provide its total FFP price for the Phase Out CLIN or if Phase Out costs should be included as part of the FFP CLINs 0001 through 0007?
A: In accordance with the description listed under CLIN 0008 in Section B of the Solicitation offerors shall not submit any pricing information for this CLIN. This CLIN is Not Separately Priced (NSP). This CLIN is for the CDRL deliverable, any costs associated with its delivery will be reimbursed under CLINs 0001-0007.
12. REF: Exhibit C, CFSET Price Proposal Worksheet Exhibit C, lists Phase In Plan as Not Separately Priced CLIN. However, Section B of the RFP lists Phase In as FFP CLIN.
Would the Government please clarify if the Offeror needs to provide its total FFP price for the Phase In CLIN or if Phase In costs should be included as part of the FFP CLINs 0001 through 0007?
A: In accordance with the description listed under CLIN 0009 in Section B of the Solicitation offerors shall not submit any pricing information for this CLIN. This CLIN is Not Separately Priced (NSP). This CLIN is for the CDRL deliverable, any costs associated with its delivery will be reimbursed under CLINs 0001-0007.
13. REF: Exhibit C, CFSET Price Proposal Worksheet, CLIN 0009 - ODCs Would the Government please confirm that all uplifts and DBA insurance associated with OCONUS locations will be reimbursed through ODC CLIN? Additionally, will the Offeror be able to apply all applicable burdens in accordance with its disclosure statement to all proposed ODCs?
A: REF: Question 6
The CLIN number in Exhibit C, CFSET Price Proposal Worksheet has been updated to conform to Section B of the RFP (Is now CLIN 0011). For purposes of this solicitation, offerors may assume the costs as listed above are ODCs. Contractor may apply burdens that are listed in the Contractor’s Disclosure Statement.

Would the Government confirm that the hours are provided for proposal evaluation purposes only? Offerors will be able to propose its own level of effort at the labor rates proposed on CLINS 1-7 Yearly Proposed Rates worksheet at the task order level.
A: The Government can confirm the hours are provided for proposal evaluation purposes only.
15. REF: L.9.1.6 Page 77 Section L.9.1.6 states that Volume I, II, III and V shall not contain any price proposal information. However, Volume V requires the submission of a completed Exhibit B, Small Business SBPCD Worksheet, which includes price information for each subcontractor and total contract price.
Would the Government please update the requirements in Section L.9.1.6 accordingly?
A: REF: Question 4
The solicitation has been updated. It is permissible to include contract value calculations information in Volume V.
16. REF: L.9.1.6 Page 77 Section L.9.1.6 states that Volume V Small Business, should include SBPCD and Small Business SBPCD Worksheet as well as Small Business Subcontracting Plan. However, Section L.10.5 identifies Volume IV as SBPCD and Small Business Subcontracting Plan.
Would the Government please confirm that Small Business SBPCD Worksheet as well as Small Business Subcontracting Plan should be part of Volume V?
A: The solicitation has been updated to Volume V at Section L.10.5.
17. REF: L.9.1.7 Page 77 Would the Government please extend the proposal submission date until 04 August 2020?
A: Yes, the Government will extend the proposal submission date until 04 August 2020.
18. Section A.5 and L.10.1.6
The two referenced sections contain conflicting NAICS codes. Would the Government please clarify this inconsistency?
A: NAICS Code 541330 is the correct code and has been updated in L.10.1.6.
19. Section A.5 Pg. 2 The RFP states, "This acquisition is for a full and open competition. The North American Industry Classification System NAICS Code is 541330, and the size standard is $16.5 Million." The 2017 NAICS Code Manual defines this NAICS code as "This industry comprises establishments primarily engaged in applying physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, structures, processes, and systems. The assignments undertaken by these establishments may involve any of the following activities: provision of advice, preparation of feasibility studies, preparation of preliminary and final plans and designs, provision of technical services during the construction or installation phase, inspection and evaluation of engineering projects, and related services." The 541330 NAICS code has 3 exceptions that are described in the SBA Table of Size standards. Exception a is entitled "Military and Aerospace Equipment and Military Weapons" with a $41.5M size limit. This particular exception seems to be a far better fit for the type of work to be conducted on this contract.
Would the Government reclassify the NAICS code selection for this solicitation as it appears that Exception A under this same NAICS code (541330), is a far better fit for the anticipated work described in this solicitation?
A: No.
20. REF: C.4.1 & C.4.2; p 12 & 13 and Exh C
The Scope/Mission section of the RFP discusses the missions of the 3 teams employed in this effort (TAT, FCIL and FLS teams). However, the CLIN pricing does not discriminate by team functionality, rather just by Lead, Senior or Junior Technicians. It also does not differentiate between full and part-time personnel. Since the pricing for these technicians can be different based on what team they support and whether they are full or part-time, can the Government break out their CLIN categories by their associated Team and Full or Part time status so that Offerors can price them appropriately?
A: It is anticipated that the adjustment will be based on hours, and they will be increased or decreased as necessary.
21. REF: RFP Cover Page/Header, Pages 2-3:
The cover page (page 2) indicates there are 98 pages, but the header on page 3 indicates there are only 95 pages, are any pages missing?
A: No pages are missing, the cover page should have read 95 pages.
22. REF: RFP L10.2.2, Page 80:
In Section L10.2.2 – the government specifies that the offeror should list all the equipment necessary to perform the SOO (Section C). Is the Government requesting offerors lists items such as specific tools, phones, computers, etc.? Is the government requiring the offeror to provide their own tools, equipment etc. This seems like a broad request, can the Government specify what kind of equipment they are requiring offerors to submit? Additionally, this seems to contradict CLIN 0011, which reads “Offerors shall not submit any pricing information for this CLIN. The price for this CLIN will be negotiated at the task order level based upon individual requirements.” Thus, how is an Offeror to address this in the Technical volume, when the CLIN reads this would be addressed at Task Order level?
A: The solicitation has been updated to remove all references to tools, equipment, etc.
23. REF: RFP L10.2.2, Page 80 Section L.10.2.2. references the ‘support requirement in the SOO”, however, we could not find that section, please advise as to where this section is in the SOO,” does the government mean at each of the task order support requirements?”
A: The solicitation has been updated to “Offerors shall outline how they plan to meet the contract and task order requirements outlined in the SOO of management, manpower, tools, equipment, travel, and other resources for successful contract and task order completion.”
24. REF: Exhibit E, Page 1 Exhibit E is a Wage Determination for certain towns in Middlesex County, MA which appears to encompass the Fort Devens, MA area. Is the government going to provide Wage Determination Schedules for the other locations specified in the SOO where work?
A: Exhibit E has been updated to include a wage determination for additional towns in Middlesex County, MA.
25. REF: RFP
Would the government be providing GFP, as the GFP clauses are included in the solicitation? If so, does the government have a listing of the GFP to be provided? If no GFP, recommend the government remove the GFP clauses.
A: Based upon individual requirements GFP may be required at the task order level. As such, the GFP clauses will remain in the solicitation.
26. REF: RFP, CDRL CLINS
Should the Delivery Information for the CDRL CLINs specify the quantities and the Due Dates of when the deliverable is required instead of Period of Performance, as the CDRL is a deliverable?
A: No, there are no deliverables required on the base contract. Any deliverables associated with the CDRLs will be required on individual task orders.
27. REF: RFP, CDRL CLINS
The Governments states that all official CDRL CLINs from this solicitation are NSP and FFP. Can the Government please clarify whether the CDRL CLINS is either NSP or
FFP?
A: The CDRL CLINS are NSP with a Firm-Fixed-Price value of $0.00.
28. REF: RFP Sec. L, Page 20 In section L.10.2.1 the government references “current employees”. Does ‘current employees refer to those of the offerors, or the current incumbent employees?
A: Current employees refers to those of the offerors.
29. REF: RFP Sec. M, Page 93 Section M.5.3.1 reads that “The Government will evaluate the reasonableness of the proposed price for the total anticipated initial task order by assessing the acceptability of the offeror's methodology used in developing the price estimates.” However, there is no referenced to an Initial Task Order anywhere else in the solicitation. Is the total evaluated price initial worksheet an awardable task order?
A: The solicitation has been updated as follows: “The pricing proposed on the “CLINS 1- 7 Yearly Proposed Rates” tab shall populate onto the “Estimated YR 1 - Projections” tab for a total evaluated price (TEP) to be evaluated for each proposal.”
30. REF: RFP, Pages 52, 53, 55, 56, 57 Recommend the following provisions and clauses be removed, as they are not applicable to this solicitation:
