1. Are the media placement costs paid by the Department of the Army to the publisher Questex (FierceBiotech/FiercePharma) separate and apart from this solicitation, or are these costs to be included in the contractor's proposal for each CLIN?
A: The intent of this announcement was to award to Questex, Publisher of (FierceBiotech/FiercePharma), all CLINs, therefore the cost is to be included.
2. For CLIN 1, can you provide an estimated date when this "Half Email Blast" will be deployed by the publisher, and can you provide specifications ("specs") for the deliverable, or when do you estimate these will be available to the contractor?
A: The publishing company that we are intending to award a sole source contract to has an email listing that our requirement targets. See the attachment in the FBO. In this context, Publisher and Contractor are the same.
3. Will the Department of the Army provide images/visual assets to the contractor for the creation of the email blast, or will contractor be required to source stock images or produce (i.e. photography shoot) images for the email blast?
A: Content is provided by the Government
4. For CLIN 2, four different options are being offered by the publisher to the Department of the Army ("advertisement, whitepaper, survey or executive summary"); can you indicate which of the options will be chosen, or is the expectation that the contractor will make a recommendation as to which of the options to provide, and create the deliverable or work with your agency to identify the materials/content to provide to the publisher?
A: All item listed are required for CLIN 2, they are not options.
5. For CLIN 3, two options are being offered by the publisher to the Department of the Army ("Banner Ad or Logo-text Ad"); can you indicate if your agency has a preference, or is the expectation that the contractor will make a recommendation as to which of the options to provide, and create the deliverable?
A: The Government’s understanding is that “Logo-text Ad” is the same thing as “Banner Ad”
6. Also regarding CLIN 3, it is indicated that it consists of "1 week package, 5 insertions for 1 week" which suggests that it is a daily insertion during business days; will the Department of the Army run the same ad (banner ad or logo-text ad) on all 5 insertions, or is the expectation from the contractor to deliver a different ad for each insertion?
A: Same Ad.
