Military Free Fall Training (Solicitation Number W911QY-18-R-0022) Questions and Answers
Is there a CLIN for Aircraft? RESPONSE: No, aircraft will either be Military Air, or contracted air support through another contract. The contractor for this specific contract will not have to provide aircraft hours.
Is the Government supplying aircraft to execute the MFF training? RESPONSE: Yes. It will either be Military Air or blade hours sponsored through another contract.
The RFP lists CLIN 0002 with a requirement of 1480 hrs of Instructor Support. On some contracts the MFF instructors are done on a per day basis. The Government states that there may be up to 4 training evolutions per year. How long is the training event? RESPONSE: Training events will typically run 2 weeks, with weekends being used for VWT.
How many jumpers are there to be trained? The more trainees that attend will increase the manpower of instructor to trainee ratio. How many trainees per event? RESPONSE: There will be, on average, 12 trainees at each training event. The number will differentiate, however, which is why we base it off hours given. For purposes of the solicitation, use 12 trainees. The number of trainees per event varies depending on the training event and will be coordinated between the RRC and the contractor before the training event. In the Statement of Work, it states that the COR may request additional training objectives up to thirty (30) days prior to the start of the training event. This is when the final determination of the quantity of instructors will be given to the contractor.
CLIN 0003 is a requirement of 1480 hrs of Rigger Support. Parachute riggers are delivered on a per day basis. Without knowing the duration of the training, how many jumpers and whether it will be day, night or both day and night operations it’s difficult to guess the Government needs.
Also the PWS should state what type of rigger it requires. While a military rigger is usually qualified to pack military freefall rigs, an FAA rigger is qualified to pack both military and non-standard equipment such as the equipment listed in the PWS. RESPONSE: Training events will typically run 2 weeks, with weekends being used for VWT. Thirty (30) days prior to the training event is when the COR will coordinate final rigger hours/quantity to the Contractor. The Government requires the rigger to pack the canopies listed under 3.a.2 on the Statement of Work.
The RFP lists CLIN 0004 with a Sub-contractor Support. Is this CLIN for the securing of a facility and aircraft? RESPONSE: This is for a facility for classroom space and rigger packing area. No housing of aircraft. Please see 4.a – 4.e in the Statement of Work for the requirements.
Without knowing the duration of the training event, we would not be able to offer a quote for our facility as it’s based on a per day basis. RESPONSE: Training events will typically run 2 weeks, with weekends being used for VWT.
With regards to aircraft, is the Government going to supply military aircraft or does it require contract aircraft? RESPONSE: The Government will supply Military Aircraft or provide contracted air through another contract. This contract does not concern blade hours.
If it requires contract aircraft which type (ramp or side door). RESPONSE: N/A
There is a specific list of approved aircraft for the DOD on the AMC list. We only provide aircraft that are listed on this list. Aircraft is billed by the blade hour, so once again, it will be need to be determined how long the training is for and how many jumps the team wish to accomplish. RESPONSE: N/A
There is no CLIN or mention for travel and travel related expenses. How will any associated travel expenses be paid? The statement of work says the contractor is responsible to place it in the bid. Should offerors include it in the total proposal? RESPONSE: As per the SOW, travel expenses will be paid by the contractor. Rates will be IAW the JTR and will be included in the overall proposal. This is for any contractor incurred travel costs, NOT for military member travel costs.
I’m not really sure what is being asked in CLIN 0004 and CLIN 0005. RESPONSE: CLIN 0004 is for a facility for classroom space and rigger packing area. No housing of aircraft. Please see 4.a – 4.e in the Statement of Work for the requirements. CLIN 0005 is for the Contract Manpower Reporting which is a yearly requirement to provide annual or end of period of performance report, which will account for all contractor manpower (including subcontractor manpower).
The RFQ lists CLIN 0005 with a Contractor Manpower Reporting.
Quote from the CLIN:
"The Contractor shall report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web addressCaution-https://cmra.army.mil < Caution-https://cmra.army.mil >.”
How is this a performance related CLIN with regards to providing a fiscal amount for administration?? RESPONSE: There are minimal time requirements to fulfilling this once a year requirement. Offerors have the option of proposing zero cost for this CLIN or whatever they feel is necessary to fulfill the requirement.
Is the Government providing aircraft? If so what type? RESPONSE: Yes. It will vary, either Military Air will be provided, or we will use CASA aircraft from another contract vehicle.
If the contractor is to provide aircraft what type is the customer looking for? Ramp? Side door?
Both? Number of jumpers per lift. RESPONSE: N/A
What is the number of hours our aircraft will fly per day and for how many days? RESPONSE:
N/A
Is there an oxygen requirement for the training? RESPONSE: Yes, but RRC (the Gov) will provide the oxygen equipment, and phys tech’s responsible for safety of any jumps over 25K.
For Instructor Support how many students will there be per-class and what is the instructor to student ratio? RESPONSE: There will typically be 12 students per training event, although that number will vary based on the training event. The POI will determine the ratio. That will all be predetermined between the COR and the Contractor no less than thirty (30) days before the start of the training event. For purposes of the solicitation, use the number of 12 trainees.
How many riggers is the customer requesting and how many parachutes per day will need to be packed? RESPONSE: This will be worked out between the COR and Contractor no less than thirty (30) days before the start of the training event.
