Attachment 1_Performance Work Statement, Sections 3.2 & 3.9

Section 3.2 of the PWS states that Conformance Test Reports (CTR) and Certificates of Compliance (A001) should be submitted to the Government within 10 business days of receipt of samples and testing completion, while section 3.9 states that they should be submitted within 10 business days from receipt of test samples. Can the government please clarify?

3.

Statement, Sections 2.2.1.1, 2.2.2.1, 2.2.2.3, 2.2.3.1, 3.2, and 3.9

If the government clarifies that Conformance Test Reports (CTR) and Certificates of Compliance (A001) should be submitted to the Government within 10 business days from receipt of test samples in response to Question 2. Will the government be willing to consider an exception to the 10-day reporting requirement when multiple sample lots for testing are received on the same day at the laboratory from the LFI manufacturer and/or ECL storage facility? (Ex: if the laboratory received 3 LFI lots and 3 ECL lots on the same day then a 10 business day turnaround may not be practical or feasible.)

New reporting periods defined

Affected PWS sections updated in yellow highlighted text for ease in discerning the language.

4.

Statement, Section 6.0

This section mentions the Security Classification Guide (Attachment A) which was not included. Can the government please provide?

The SCG was not included in the FBO posting due to its distribution statement. An NDA must be submitted prior to release. No revision

5 Attachment 1_Performance Work Statement, Section 6.0

The Non-Disclosure Agreement (NDA) is referenced as Attachment B, but the actual NDA attachment is titled Attachment D. Can the government please update?

Fixed Revised PWS, Section 6.0 in yellow highlighted text for ease in discerning the language.

# Q Question/Comment

6 Attachment A, pg 5, Section L.12.1, “Section 4”

In Attachment A the NAICS code is listed as 334519 which is a manufacturing code but the solicitation lists it as 541380- Testing Laboratories. Please confirm if the correct code is 541380?

Fixed Attachment A, L.12.1 revised in yellow highlighted text for ease in discerning the language.

7 Attachment A, pg 2, Section L.4.1 and pg 4, Section L.12.1

Section L.4.1 states to “not submit a transmittal letter with your proposal” but section L.12.1 states that a “letter formally transmitting the proposal shall include:…”. Can the Government please clarify?

Fixed Attachment A, L.12.1 revised in yellow highlighted text for ease in discerning the language.

8 Attachment B, pg 6, para 4

Paragraph 4 mentions “proposed price increases from year to year” but Attachment C asks for unit prices against Maximum Quantities and does not appear to be asking for a year to year pricing in the CLINs. Can the Government please clarify?

The language is generic illustrative data - not pertinent necessarily to the instant requirement No revision

9 Attachment D

The Non-Disclosure Agreement included as Attachment D in the solicitation appears to be for an LFI strip manufacturing contract as per section “SUBJECT MATTER AND STATED PURPOSE:” on pg 1 of the NDA. This NDA seems to be for a completely different effort. Can the Government please clarify?

Fixed

NDA “SUBJECT MATTER AND STATED PURPOSE:”

Paragraph removed Lateral Flow Immunoassay (LFI) and replaced with Conformance Testing Lab Services and Security Classification Guide in yellow highlighted text for ease in discerning the language.

10 RFP Attachment A, pg 1, Section L.2.2.b

Will the Government please consider a two-week extension, and establish January 4, 2019 as the revised proposal due date. A two-week extension will give the Government sufficient time to answer questions and give all offerors adequate time to prepare final proposal responses. Without answers to the questions, offerors will not be able to provide adequate responses to the solicitation requirements.

Request approved Solicitation closing date 11 Jan 19 11:59 pm.

L.2.2.b. revised.

RFP Attachment A, pg 10, Section L.12.A and Attachment C_CLIN Structure

For CLINs 0001, 0002, 0003, 0004, 0005, 0006, 0007,and 0008 would the government consider providing a minimum order quantity? This facilitates realistic and reasonable pricing.

Without the minimum order quantities, offerors may develop pricing based on inaccurate assumptions and risks.

There is only a single minimum quantity of $10,000 planned for the resultant contract as the Goverment is trying to maximize flexibility over time given the unknown magnitude of any CLIN Tests required. The Attachment C CLIN Structure can accommodate the offeror's pricing objectives by single order discount, life of contract discount, and any Yearly Pricing offered.

Attachment C updated in yellow highlighted text for ease in discerning the language.

12 RFP Attachment A, pg 5, Section L.12.1 “Section 2”

Can the government please provide the SF33 listed in the requirements? Not required

Attachment A, L.12.1 revised by deleting the operative language

13 Attachment C_CLIN Structure, pg 1

On page 1 of Attachment C it states “The Structure of the Base IDIQ will be one (1) Single CLIN for all Conformance Testing”, however the rest of Attachment C delineates out 16 CLINs. Can the government please clarify?

The intent is to use the pricing of Attachment C (16 CLINs) as a "menu" and the basis for Task Orders placed against the single CLIN of the IDIQ Basic Contract and its Ceiling.

The Task Order Extended Line Item Description will reference the specific Line items ordered correlated to the price for each considering any per Order Discount, Life of Contract Discount and Yearly Pricing thereto.

Attachment C has been revised to clarify that any "yearly price" discounts can be offered.
