Past performance is to be reported as part of the quote based on similar efforts conducted in a federal or DoD environment during the last three years (or similar commercial/private sector).
The Contracting Officer will make a best value award decision weighing the technical merits of the quoted technical approach and personnel qualifications (resumes/experience) together with past performance as well as the overall mix of labor and total evaluated price. Technical approach, Personnel/experience, and past performance, when combined, are significantly more important than price. The Contracting Officer reserves the right to award without discussions.

6. EVALUATION FACTORS
Four factors will be used in this evaluation: Technical Approach, Personnel qualifications/experience, Past Performance and Price. All Evaluation Factors, other than Price
(from the Pricing Table), when combined, are significantly more important than Price. The following factors and subfactors are listed in descending order of importance.
Evaluation Factor 1: Technical Approach
Understanding of the Requirements. The offeror’s quote shall demonstrate their understanding of the specific requirements and the overall scope of work required in accordance with the PWS and the offeror’s technical capability.
a) A reasonable, realistic approach for assuming full contractual responsibility without disruption or degradation.
b) Ensures sufficient resources are on hand and available to begin work on the effort at time of award.
c) Offers an approach to ensure the availability of trained and qualified personnel.
Evaluation Factor 2: Personnel Qualifications/Experience
The Government’s evaluation will include a review of the resumes provided by the offeror to ensure staff being proposed has the requisite experience necessary to accomplish the effort.
Offerors will be evaluated and receive further credit in the evaluation process for those prospective employees that are supported by contingency hiring letters – an agreement between the offeror and the prospective employee to work for the offeror should the offeror be selected for the award.
Evaluation Factor 3: Past Performance
The Government’s evaluation will include an analysis of the Offeror's description of relevant ongoing and previous (preceding three years only) Government contracts. This evaluation will include analysis of the Offeror’s detailed depiction of corporate experience solving challenging problems similar to those anticipated on this effort; and experience with Government regulations with respect to the requirements of this effort. If the Offeror has limited government contract experience, the Government will evaluate the Offeror’s description of similar contracts with commercial entities, local and/or state governments.
The absence of past performance data will be rated neither favorably nor unfavorably.
Evaluation Factor 4: Total Evaluated Price - Pricing Table
The following represents an “evaluation input only” scheme in order to have all offerors present their pricing input and yield an overall total evaluated price for evaluation.

Study Coordinator Level III, year 1 NTE 1920 hours total.

GRAND TOTAL EVALUATED PRICE ALL YEARS $_________________
The offeror’s price quote will be evaluated on total evaluated price basis. Price reasonableness will be determined based on a comparison of an Offerors’ total overall evaluated price. Contract award will be made based on the best overall (i.e., best value) quote that is determined to be the most beneficial to the Government, with appropriate consideration given to the four (4) evaluation factors (listed in order of Importance): Technical Approach, Personnel
Experience/Qualifications, Past Performance, and Price. To receive consideration for award, overall evaluations of not less than "Acceptable" must be achieved in all Factors. Offerors are cautioned that the award may not necessarily be made to the lowest price offered. ALL NON-
PRICED FACTORS WHEN COMBINED ARE SIGNIFICANTLY MORE IMPORTANT THAN PRICE
Comparison of quoted prices in response to the solicitation is the preferred and intended price analysis technique. Other techniques and procedures, if deemed necessary include those defined in FAR 15.404, in order to determine if the quoted price is reasonable and realistic. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/af_afmc/far/FAR15.DOC#b15404 through cost and price analysis techniques as described in FAR 15.404. For additional information see FAR 31.201-3.
Offerors are cautioned against submitting an unbalanced offer. The Government will analyze offers to determine whether they are unbalanced with respect to price. An example of an unbalanced offer would be proposed labor rates that are significantly less than or significantly greater than the proposed rates for other labor categories. The Government may also consider an offer unbalanced if there is a significant difference between proposed labor rates in the same labor category between pricing periods or the proposed price increases from year to year are above what would be considered a reasonable adjustment for inflation. Offers that are determined unbalanced may be rejected without evaluation of the non-price factors. The total overall evaluated price is a calculation of all of the labor required for this effort and has no relation to the contract ceiling.
