INSTRUCTIONS TO OFFERORS/EVALUATION FACTORS FOR AWARD
ADDENDUM TO FAR 52.212-1 AND 52.212-2
REQUIREMENT
The Government requires a Study Coordinator for the “In-field Gait Retraining to Reduce
Reoccurrence of Lower Extremity Injuries” study. This is a technology demonstration to evaluate the effectiveness of using wearable technology to retrain step rate in military personnel completing initial entry training and determine whether this retraining leads to a change in specified biomechanical variables (loading rates) and a reduction in overall injury rates. Once this objective has been successfully attained, the Government anticipates future studies planned that will employ these technologies in larger units, such as Brigade Combat
Teams, within the Army for the purpose of injury prevention.
Period of performance is one year from initial start date and the effort will be performed at the
U.S. Army-Baylor University Doctoral Physical Therapy Program at the AMEDD Center and
School Joint Base San Antonio and the Center for the Intrepid, Brooke Army Medical Center. The anticipated type of contract is a Firm Fixed Price (FFP) with all work to be completed in accordance with the Performance Work Statement (PWS) (attachment 1).
1. QUOTE SUBMISSION. The offeror’s quote shall be submitted as set forth below. The offeror shall include contact information (name, telephone number, address, email, CAGE, DUNS No.
and Tax ID Number) with the quote. Quotes will be evaluated based on the technical approach to satisfying the PWS, a review and rating of resumes of planned persons (based on specific education and experience as required by the PWS), as well as reported past performance. Past performance is to be reported as part of the quote based on similar efforts conducted in a federal or Department of Defense (DoD) environment during the last three years (or similar commercial/private sector). The Contracting Officer will make a best value award decision weighing the technical merits of the quoted technical approach and personnel qualifications (resumes/experience) together with past performance as well as the overall mix of labor and total evaluated price. Technical approach, Personnel/experience, and past performance, when combined, are significantly more important than price. The Contracting Officer reserves the right to award without discussions. Any questions regarding this request for quote must be in writing.
Electronic Files shall be Microsoft Office compatible.
2. SECTION I –TECHNICAL APPROACH, PERSONNEL QUALIFICATIONS/EXPERIENCE and PAST
PERFORMANCE.
A. Technical Approach: General Requirements: The offeror shall submit a technical quote which addresses the offeror’s capabilities and technical approach to meeting the requirements contained in the PWS in sufficient detail for each factor to be evaluated.
B. Personnel Qualifications/Experience: The offeror shall provide resumes for the personnel being quoted. Offerors are encouraged to obtain contingency hiring letters in order to assure the Government that there are personnel available for consideration.
C. Past Performance: The offeror shall submit a summary of ongoing and previous
Government contracts held of a similar nature, scope, complexity, and difficulty to that which will be performed under the prospective contract contemplated by this solicitation. The offeror shall submit past performance of three (3) contracts for current relevancy (3 years) on projects of similar dollar value, scope, and complexity of work in the PWS. For each past performance reference offeror shall provide contact information to include Agency Name, Point of contact name and phone number, Contract Number, Value awarded, Value at Completion, Period of
Performance, Contract Type, and Brief Description of Effort.
Offerors are advised that the Government may use past performance information obtained from any other available source, other than those identified by the offeror and the information obtained may be used for both the responsibility determination and the best value decision including Past Performance Information Retrieval System (PPIRS) and Federal Awardee
Performance and Integrity Information System (FAPIIS). The absence of past performance data will be rated neither favorably nor unfavorably. For contractors with no relevant corporate past performance, the Government may take into account information regarding the past performance of predecessor companies, personnel with relevant past performance that will perform key aspects of the requirement.

6. EVALUATION FACTORS
Four factors will be used in this evaluation: Technical Approach, Personnel qualifications/experience, Past Performance and Price. All Evaluation Factors, other than Price
(from the Pricing Section II), when combined, are significantly more important than Price. The following factors and sub-factors are listed in descending order of importance.
Evaluation Factor 1: Technical Approach
Understanding of the Requirements. The offeror’s quote shall demonstrate their understanding of the specific requirements and the overall scope of work required in accordance with the PWS and the offeror’s technical capability.
a) A reasonable, realistic approach for assuming full contractual responsibility without disruption or degradation.
b) Ensures sufficient resources are on hand and available to begin work on the effort at time of award.
c) Offers an approach to ensure the availability of trained and qualified personnel.
Evaluation Factor 2: Personnel Qualifications/Experience
The Government’s evaluation will include a review of the resumes provided by the offeror to ensure staff being proposed has the requisite experience necessary to accomplish the effort.
Offerors will be evaluated and receive further credit in the evaluation process for those prospective employees that are supported by contingency hiring letters – an agreement between the offeror and the prospective employee to work for the offeror should the offeror be selected for the award.
Evaluation Factor 3: Past Performance
The Government’s evaluation will include an analysis of the Offeror's description of relevant ongoing and previous (preceding three years only) Government contracts. This evaluation will include analysis of the Offeror’s detailed depiction of corporate experience solving challenging problems similar to those anticipated on this effort; and experience with Government regulations with respect to the requirements of this effort. If the Offeror has limited government contract experience, the Government will evaluate the Offeror’s description of similar contracts with commercial entities, local and/or state governments.
The absence of past performance data will be rated neither favorably nor unfavorably.
Evaluation Factor 4: Total Evaluated Price:
The offeror’s price quote will be evaluated on total evaluated price basis. Price reasonableness will be determined based on a comparison of an Offerors’ total overall evaluated price. Contract award will be made based on the best overall (i.e., best value) quote that is determined to be the most beneficial to the Government, with appropriate consideration given to the four (4) evaluation factors (listed in order of Importance): Technical Approach, Personnel
Experience/Qualifications, Past Performance, and Price. To receive consideration for award, overall evaluations of not less than "Acceptable" must be achieved in all Factors. Offerors are cautioned that the award may not necessarily be made to the lowest price offered. ALL NON-
PRICED FACTORS WHEN COMBINED ARE SIGNIFICANTLY MORE IMPORTANT THAN PRICE
Comparison of quoted prices in response to the solicitation is the preferred and intended price analysis technique. Other techniques and procedures, if deemed necessary include those defined in FAR 15.404, in order to determine if the quoted price is reasonable and realistic. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through cost and price analysis techniques as described in FAR 15.404. For additional information see FAR 31.201-3.
