Section C - Descriptions and Specifications

STATEMENT OF WORK

C. DESCRIPTION AND SPECIFICATIONS for 9,000 Btu/hr 115 volt, single phase, 50/60 Hertz (or 9k 115/1/60);

(2) 18k 230/1/60; (3) 18k 208/3/60; and, (4) 36k 208/3/60 Improved Environment Control Units (IECUs)

C.1. GENERAL REQUIREMENTS

C.1.1 Scope: This Statement of Work (SOW) describes the work to be performed by the Contractor in conjunction with the fabrication, test and delivery of the four (4) different IECU variants.

C.1.2. Contract Outline and Sequence of Events: The Contractor shall produce 9/18/36k IECUs which shall meet all performance and physical requirements specified in the Government furnished Technical Data Package (TDP), Purchase Description (PD) and Interface Standard (IS) for IECUs (MIL-STD-1408D). The Contractor shall deliver all required data items in accordance with the Contract Data Requirement Lists (CDRLs) included in the Exhibits.

This effort requires the fabrication of First Article Test (FAT) units in accordance with the Government Furnished TDP, conduct FAT, and production of 9,000, 18,000, and 36,000 Btu/hr IECUs (or 9/18/36k IECUs) variants. The Government will provide four TDPs, representing (1) 9,000 Btu/hr 115 volt, single phase, 50/60 Hertz (or 9k 115/1/60); (2) 18k 230/1/60; (3) 18k 208/3/60; and, (4) 36k 208/3/60 IECUs, in AutoCAD format. The Government is not entertaining any design changes, or duplication of efforts completed during the Engineering and Manufacturing Development (EMD) phase. The Government’s intent is to produce IECUs without changing their already-proven designs such that prior development efforts completed in the Engineering and Manufacturing Development (EMD) phase will entirely, or largely, be retained (i.e., avoid repeat of EMD efforts – through tests and revising logistical documents – wholly or partially). Physical and performance requirements of IECUs are specified in the TDP, Attachment 1, PD, Attachment 2, and IS, Attachment 3. All IECUs specified in this SOW are “Horizontal Compact” variants.

C.1.2.1. For the purposes of this contract, the effort is structured in two distinct phases. The first phase will be for Low Rate Initial Production (LRIP) which includes logistics data documentation, FAT, and the manufacture of low rate initial production units. The second phase will be for Full Rate Production (FRP) which includes full rate production units and production testing. These two contract phases are divided in this SOW in Sections C.2 and C.3 respectively. The terms “ECU,” “IECU,” and “air conditioner” are used interchangeably in this document.

C.1.3. Contractor Responsibilities: The Contractor shall furnish all personnel, labor, engineering, services, materials, supplies, and facilities necessary to manufacture the IECUs and provide all support hardware and software as indicated in this SOW. The work and services to be performed by the Contractor are detailed in this SOW and will be authorized by issuance of delivery orders. The Contractor shall not initiate any work that is not authorized by a delivery order and/or contract modification without written direction by the Contracting Officer.

C.1.4. Program Management: The Contractor shall designate an individual as the Contractor’s Program Manager (PM). The PM shall serve as the primary Point of Contact (POC) between the Government and Contractor, and shall be responsible for the coordination of all Contractor activities related to the contract. The PM shall have the authority to commit the Contractor to courses of action relating to schedule and performance and accept direction from the Government Contracting Officer. The PM shall be responsible for coordinating all meetings between the Government and the Contractor. The PM shall be responsible for bringing to the Contracting Officer’s attention any conflicts in the Contractor’s interpretation of the contract requirements (first by telephone and followed in writing) or problems that could adversely affect the Contractor’s ability to meet the stated quality, cost, or production/delivery schedule.

C.1.5. Schedule: All “days” specified in the contract are calendar days which includes Saturdays, Sundays, and holidays. For CDRLs, if an item is due on any weekend day or holiday, the responsible party (both contractor and Government) must still complete the item by the due date; he/she must pre-plan for the non-working days and schedule his/her efforts accordingly.

C.1.6. Integrated Master Program Schedule: The Contractor shall baseline the program schedule in accordance with (IAW) CDRL A001, Integrated Master Schedule (IMS). The schedule shall depict the milestones necessary for production and delivery of the LRIP and FRP units and applicable Logistics Data Deliverables. All updated information from the previous submission shall be differentiated by using a different-color font.

C.1.7. Communication: Each CDRL will indicate the preferred method of communication between Government and Contractor personnel based on the individual requirements of the product deliverables.
