STATEMENT OF WORK
Extracted High and Low Speed Container Delivery System (EHLSCDS) Statement of Work
I. Background: Extracted High and Low Speed Container Delivery System (EHLSCDS) is a significant evolution of the current Container Delivery System (CDS) method of airdrop. It is designed for deployment from both C-130 and C-17 aircraft at maximum ramp-open airspeed from as low as 375 feet Above Ground Level. This capability provides commanders the ability to conduct exceptionally accurate low altitude resupply airdrops to combat troops on the ground while allowing the aircraft to maintain maneuverability at the higher airspeed. The higher airspeed reduces threat exposure to the aircraft while the ground troops benefit from reduced dispersion on the Drop Zone (DZ) because of the low altitude and extraction method of airdrop. The increased accuracy and reduced dispersion also allows for the use of much smaller DZs. The EHLSCDS design was developed during a successful 2011-2013 Joint Capability Technology Demonstration (JCTD).
II. Requirements: The contractor shall manufacture the EHLSCDS components and spare parts in accordance with Government provided technical drawings. In addition, the contractor will also provide airdrop test/training support, repair services and engineering assistance. The contractor may also develop, prepare, and submit value engineering change proposals (VECPs). For information on VECP, refer to the Value Engineering clause in Section I.
a. General Requirements: The contractor's primary focus shall be to:
1. Manufacture EHLSCDS components and spare parts.
2. Provide airdrop test and training support. This includes packing parachutes, rigging bundles, recovering airdropped loads and preparing reports. This support will occur at multiple government facilities to include Yuma Proving Ground, AZ, Fort Bragg, NC, Natick Soldier Systems Center, MA and Fort Lee, VA.
3. Provide repairs to test assets as required.
4. Provide engineering support as required.
5. Participate in meetings as required.
b. Specific Requirements: The contractor shall:
1.0 Manufacture – Build to Print:
1.1 45-Foot Main Parachute,
1.2 Pilot Parachute,
1.3 Extraction Parachute System,
1.4 A-24 Container, and
1.5 Spare Parts
1.1. 45-Foot Main Parachute. The 45-Foot Main Parachute has an extended skirt canopy. It is constructed using
7.25 oz. Nylon Duck and 2.25 oz. 90-140 CFM canopy cloth with tubular webbing reinforcements. The lower A, B, C, and D panels are constructed using the 2.25 oz. 90-140 CFM canopy cloth while the E and F panels (crown) are made with 7.25 oz. Nylon Duck. In-between the E and F panels there is a 6 inch opening to vent air and reduce oscillations. The 60 inch skirt extension allows for a staged opening during deployment. The 2,000 lb. nylon suspension lines are girth hitched to the canopy attachment points, allowing for easy replacement and they connect to the type XXVI risers using eight 15,000 lb. U-bar links. The risers terminate with a large suspension clevis for attachment to the airdrop load. This parachute has been designated as the G-15 by the Army.
Components: include 45 foot canopy with suspension lines, risers and deployment bag.
1.2. Pilot Parachute. The pilot parachute, used to deploy the 45-foot main parachute, has a 60 inch diameter and uses 1,000 lb. Dacron for suspension lines. The pilot chute canopy is made with 3.8 – 4.8 oz. Plain Weave Nylon
Cloth material and the lines are attached to the type XIII deployment line using a 3,000 lb. L-Bar links. It is deployed by a tubular nylon static line that connects to the aircraft with a 3/8 inch shackle (clevis).
Components: include the canopy with suspension lines, deployment bag, static line and deployment line.
1.3. Extraction Parachute System. The Extraction Parachute System is composed of four items; the Extraction Parachute, Extraction Line, Extraction Bridle and Belly Band Containment Panels. Paragraphs 1.3.1 through 1.3.4 provide descriptions.
1.3.1. Extraction Parachute. The Extraction Parachute has a 110 inch ring slot canopy. It is constructed using 2.25
oz. 90-140 CFM canopy cloth and type IV tape for reinforcement. The suspension lines are constructed using 9/16 inch tubular webbing and are girth hitched onto the canopy for easy replacement and repair. The suspension lines are attached to the type XXVI risers using two 6,000 lb. U-Bars.
Components: Canopy, suspension lines, risers and deployment bag.
1.3.2. Extraction Line. The 120-foot Extraction Line is one-loop/two ply and is constructed using type XXVI webbing.
1.3.3. Extraction Bridle. The Extraction Bridle is constructed using type XXVI webbing.
1.3.4. Belly Band Containment Panel. The Belly Band Containment Panel is constructed using ballistic nylon and has four grommets, one in each corner. There are two Belly Band Containment Panels per each Extraction Parachute System.
1.4. A-24 Container. The A-24 Container is a robust version of the A-22 and is constructed using type XXVI, X, and VIII webbings. Hardware on the A-24 container includes 14 quick fit parachute harness adapters and 4 “Type V” Clevis assemblies.
1.5. Spare Parts.

1.6. Configuration Control. The contractor will use a government provided technical drawing for manufacture of EHLSCDS components. Any contractor proposed changes to the Functional Baseline or approved Product Baseline shall be made via Engineering Change Proposal (ECP). Requests for Deviation (RFD) and Requests for Waiver (RFW) against a production base lined system shall be submitted to the Government using form DD1694 for review and approval. The contractor will submit all ECPs, RFDs, and RFWs to the Contracting Officer prior to implementation. The Government requires electronic submittal of ECPs, RFDs, and RFWs. The contractor will provide documentation, equipment, facilities and personnel as deemed necessary by the Government to support and verify all contractor-requested variances or configuration changes.
