SIMPLIFIED ACQUISITION PROCEDURES (SAP)
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
FAR 13.106-1(b)(1) Solicitations may be limited to one source only if the contracting officer determines that only one source is reasonably available.
This determination must be supported with full justification for sole source from the customer.
When the customer describes an item with a purchase description that limits the availability to one source, the justification must explain why the item is the only one that will meet the government’s requirement.
Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase.
The customer shall provide the following information:
PURCHASE REQUEST OR REQUISITION NUMBER PROJECT/TASK NUMBER ESTIMATED AMOUNT (Not Exceeding $150K)
1. Brief description of supplies or services required and the intended use:
The contractor shall perform research, development, and prototyping of the SkyView-DI system, and deliver a technical report documenting the SkyView-DI performance results from a government-led, multi-system demonstration on 23 May 2016.
SkyView-DI prototype will include the following system modifications to the existing SkyView product line by Versus Technology Group: 1) include cardinal direction fidelity of 90 degrees for small unmanned aerial systems (sUAS) detection, 2) increase range and elevation detection capability of sUAS, & 3) monitor other signals of interest. This work will support the acquisition strategy to fulfill the Joint Improvised Threat Defeat Agency (JIDA) requirement documented in Capability Requirement Validation (CRV) Memo #0443.
2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Versus Technology Group is the only manufacturer of the SkyView product line which proved to be the top performer at the JIDA-led “Fertile Design” technology demonstration on 11-14 Apr 2016. Verus Technology was the top performer at the demonstration and had the best results. Performance was based on longest sUAS detection range, lowest cost, and quickest deployment. The SkyView system is low cost, has a small footprint, and is easy to operate. This system showed the most potential for quick development to add detection range and increased detection capability followed by a rapid deployment of the system. Based on the results of the demonstration, the government has chosen the SkyView-DI system for further testing and research.
3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted:
Prior to “Fertile Design”, JIDA performed market investigation of sUAS detection systems through the DoD’s Counter-UAS Working Group, site visits to manufacturers, and attendance at Federal Agency demonstrations for Counter sUAS technologies such as Black Dart and other events. The top three systems were invited to “Fertile Design” to perform JIDA-specific tasks/scenarios. SkyView proved to have the longest range (2.8km), lowest cost ($15k/unit), and tied for the fasted deployable (man-portable with 4 minute set up time). JIDA has conducted market research from NOV15 to APR16 through Working Groups in the DoD and community outreach to find the most mature technology available to be deployed quickly. SkyView and two other systems were demonstrated at “Fertile Design”, SkyView-DI showed the most promise for a rapid development and deployment.
4. Provide a statement of actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required. If this is a follow-on action to a previously competed action, so state:
This action is to rapidly develop and deploy a system with capabilities to fulfill CRV Memo #0443. Currently there is no system able to be deployed to fulfill this need and JIDA requires an immediate action in order to fulfill the requirement. The anticipated work will help address a Joint Urgent Operational Need Statement (JUONS) currently in coordination.
